Hello, everybody! The Cabinet presents the following treaty with the Free Nations Region before the Assembly for consideration. All legislators are encouraged to share their thoughts on this proposed treaty and suggest revisions.

PAX PATRONUS

The Free Nations Region and the South Pacific, striving for friendship and understanding between two regions committed to defending and mutual recognition of each other's governments, have agreed to Pax Patronus.

Table of contents
I. Mutual Recognition.
II. Non-Aggression.
III. Cultural Cooperation.
IV. Resolution for Disputes, Suspension, and Termination.
V. Ratification, Deposit, and Clarification.

I. Mutual Recognition.

1. The signatories recognize the Government of the Free Nations Region, as established by the Constitution, and the Coalition of the South Pacific, as established by the Charter, as the respective official governments of the Free Nations Region and the South Pacific.

2. The signatories agree to recognize any legal successor to the above governments as the legitimate government of the signatories' respective regions. This shall be done through the adoption of a memorandum of understanding recognizing the new government as the successor.

3. Both signatories recognize the commitment of the other to defenderism and defender values and seek to uphold these values in their own actions and through this treaty. Furthermore, each signatory recognizes the right and privilege of the other to engage in offensive actions consentient with their own laws and defender traditions.

II. Non-Aggression.

1. The signatories shall not attack the home region or any territory of the other signatory.

2. The signatories shall not seek to destabilize or overthrow, either directly or through a third party, the governance of the home region or any territory of the other signatory.

3. The signatories shall not conduct clandestine operations, espionage, or other forms of spying against the other signatory.

4. Both signatories pledge not to direct or encourage any person to adopt false pretenses in their counterpart’s on-site or off-site property.

III. Cultural Cooperation.

1. The signatories will endeavor to conduct communal cultural activities, to the benefit of the people of both signatories, and to strengthen the institutions of peace, liberty, and defenderism.

2. Both signatories will maintain in-game and off-site embassies with each other and will maintain diplomatic representatives in each other’s regions.

3. If an illegal delegate of a signatory region closes the in-game embassy with the signatory region's counterpart, embassies shall be restored immediately following the restoration of the legitimate delegate.

IV. Resolution for Disputes, Suspension, and Termination.

1. Should a dispute between the two signatories to this treaty arise, every effort shall be made to settle it peacefully with a mutually acceptable solution.

2. Either signatory may unilaterally suspend the terms of the treaty for at most thirty days. During the suspension, every effort should be made to come to a mutually acceptable solution to the cause of suspension.

3. Either signatory can terminate this treaty in writing to the other signatory, providing at least three days advance notice to the other signatory. Such termination will not constitute an act of war or hostility by the terminating region in and of itself. Termination of the treaty may occur without prior suspension of the treaty.

V. Ratification, Deposit, and Clarification.

1. This treaty shall be ratified by the completion of the respective legal process in each region.

2. Both signatories shall publicly record the complete text of this treaty in its appropriate record-keeping place.

3. At any time, the signatories may meet to clarify the terms of this treaty through memorandums of understanding, which shall be posted alongside the treaty.

Could the Assembly be given more information about this region? Its history, culture, how we currently cooperate, etc?

The Free Nations Region (FNR) is a four-year-old region that shares our defender values and is a potential ally in R/D. FNR is a democratic region with a government similar to ours. The region elects a President as its head of government, a Delegate, a Cabinet, and a Speaker of the Legislature. From time to time, the SPSF has engaged in operations alongside their military, the Free Nations Defense Association (FNDA). Since early July, the Ministry of Foreign Affairs has maintained an ambassador in FNR.

I feel like I should expand a bit on that summary of FNR. Back in late 2016 and early 2017, I was Chief Justice in the region and wrote the constitution that they still use today, as far as I'm aware. At that time, the region was a bit of an immature mess. The founder, Crystalsummer, was a bit notorious for (all in good faith) making spontaneous and erratic executive decisions and setting up many, many failed interregional defense alliances. The FNR has always been similar in size and place in the world to the Union of Democratic States, one of our current allies. Like the UDS, they're basically blandly democracy- and defender-themed. But in the past they were also always the more troubled one of the two, with more governmental crises and problematic leadership and unskilled decisionmaking (think, roughly, to large UCRs what TEP is to the GCRs).

Just recently, after a bit of a scandal involving the Midnight Order (if I recall correctly), Crystalsummer resigned as founder and his nation is now controlled by Heaveria, one of the members of the regional leadership. My impression is that FNR has, for quite some time now, been making strides to appear more professional in their presentation to the world. They've been moving towards serious relationships with GCRs, and leadership looks a lot more stable now than it was three years ago. Of course, they're quite a lot larger now, with a lot more developed infrastructure and culture. They're still strongly defender, though I can't speak to the strength of their military.

Thank you Somy for the more in-depth answer to Glen's question. I should also add that FNR is a member of the Consortium, which is more or less TEP's equivalent to the World Assembly Legislative League.

Recently, like, in the last two to three weeks, FNR had a whole thing about trying to take over TMO as their new military. Then they changed their minds and accused Crystalsummer of hijacking Indo-Malaysia's founder nation of TMO and changing the password so Indo couldn't access it, resulting in CS handing the founder nation of FNR over. Turns out that Indo never actually held that founder nation in the first place and all accusations of stealing the nation were false, which I don't think FNR has adequately explained/apologized for. (I said earlier that I didn't think they'd acknowledged it - they did but it was like two sentences apologizing to the inconvenience to the mods...)

While I think there are a lot of shades of grey in the situation, this doesn't really convince me that FNR isn't sketchy any more. I guess my question is if the MoFA can convince me otherwise.

Huh. I didn't know the more recent developments in that situation. It sounds very FNR and doesn't leave me totally confident that we should be entering into a treaty.

+1 to what Nakari said. The false accusation of nation "stealing" is something that goes beyond lore and into the meta, and not something I want to associate with.

Yeah, I'm not super interested in dealing with that. Especially if Crystalsummer is still involved, I've still got a bad taste in my mouth over some things from a few years ago. Even if it's not in bad faith, it doesn't seem like things over in FNR have gotten any better.
