[DISCUSSION] Correct spacing for laws?

I was drafting another round of discretionary edits to fix some formatting when I found a couple of annoying (though minor) inconsistencies that I'm not sure how to solve...

1) In the laws, there is inconsistent spacing in between the title and subtitles. Since there's no overwhelming majority of laws formatted one way or another, I wanted the Assembly's input on which way is best. I've compiled a list of the laws organized by the number of spaces between the title and the subtitle, if you'd like to view them.

Zero spaces: Legislative Procedure Act, Legislator Committee Act, Treaties Act, Whistleblower Protection Act

One space: Border Control Act, Cultural Act, Proscription Act, Sunshine Act

Two spaces: Criminal Code, Elections Act, Law Standards Act, Political Parties Act, Regional Communications Act, Regional Officers Act

2) The spacing between the tables of contents and the first articles of laws was also inconsistent. Again, I've included the laws by spacing, and I would appreciate it if you all could give your input.

Zero spaces: Proscription Act

One space: Border Control Act, Elections Act, Law Standards Act

Two spaces: Political Parties Act, Regional Officers Act

(sorry for bothering everybody every time a minor inconsistency comes up haha)

Plus, I've made a reaction poll on Discord as a sort of straw poll (because I can't put two polls on this thread), which you can access here and here. The two spaces between the title and subtitle look hideous if you really look at it. I'm in favor of 1 space between the title and subtitle as it gives breathing room between the title and subtitle. As for the table of contents, I'm in favor of having zero spaces since having one or two spaces just seems unnecessary.

Having given them a proper look over, I'm in favour of zero or two spaces between the title and subtitle. A single space does not create the impression of it being a different part of the document from any other bit, for me.

I'm with Rabbitz on zero spacing after the table of contents since it seems to automatically add a space anyway.

This is often a result of coding/formatting errors rather than intent.

If I had to choose between zero and two, I would prefer zero since two looks awful from my perspective.

I disagree, because the title and subtitle are the only parts of the bill that are center-aligned. All article headers and each clause are separated by one line so I personally feel that anything other than that is inconsistent, while not really emphasizing the title/subtitle.

The table of contents actually quite annoys me because the numbered list adds whitespace before and after the list but that space is less than the space of one new line, so I would argue it's inconsistent either way. I would personally prefer that we add a new line and have more space than elsewhere, so as to indicate some level of separation between the table of contents and the bill itself, as opposed to simply leaving a less-than-one-line space. That would mean the first article header has less than one line before it but one line after it.
