The Entity Commendation Act
An act to present awards to entities

1. Article

(1) Aim of Act

a. The Entity Commendation Act or TECA aims to provide awards to specific entities which are either a nation or a region.

2. The Basis

(1) Basis of Awards

a. The awards will be presented by the government of The South Pacific which was elected by free an fair elections. The so called Government consists of the Delegate and the elected cabinet members.
b. Nominees for the Awards will be decided by the Legislators and will be submitted to the Cabinet within the period listed down by the cabinet.
c. The final winner will be decided by the cabinet from the nominee list presented.
d. Vote for the winner should be done in the government chamber using private ballots.
e. There will be two awards that is a award given to a resident of the region, this is the highest award which can be won by a nation who is in TSP and the other one is the award given to foreign entities or dignitaries. There can be a optional award which is been awarded by the Delegate to a nation residing in TSP or a foreigner and it's winner will be decided by the delegate only.

(2) Basis of Nomination

a. The nomination of a awardee should be done by following the rules given below.
b. The Nominee entity should not have been banned in the history of the region
c. The nation or a region should not have any record of conflicts with the South Pacific in a period before six months.
d. A legislator cannot nominate themselves or any of their puppets in this region or another region.
e. A legislator can make a maximum of three nominations for the award.

3. Voting Procedures

(1) Award Voting

a. The awards winner should be voted upon by the cabinet.
b. The ballot will be a private ballot and it shouldn't be given access to the public until the results is declared.
c. If a cabinet member resigns between the time of ballot then their vote will not be counted.

(2) Optional Award

a. Nominations is made by the Delegate themselves.
b. The winner is also chosen by the delegate.
c. Cabinet and legislators have no authority over the discussion.
d. There should be a reason provided for awarding the awards to the entity.

A few quick legal notes:

1) The government of the South Pacific consists of all of its branches, including the legislative and judiciary branches. By saying that the government of the South Pacific only consists of the Delegate and the Cabinet, this act is contradicting the Charter and is therefore illegal.

2) There is no definition of "blacklist" or "negative marking" anywhere else in the laws, so Article 2 Section 2b is essentially useless.

3) "the Pacific" is not a legally defined entity, and I'm sure you don't mean The Pacific.

4) In TSP, the WA Delegate is legally simply referred to as the Delegate.

5) There is no legal definition for a "native" TSPer.

Some formatting & grammatical notes:

1) The subtitle should briefly describe the purpose of the act (e.g. "An act to establish awards to [insert something here]") instead of "written by X".

2) "Cabinet" and "Delegate" should be capitalized, but "government" and "legislator" shouldn't.

3) Our region is "the South Pacific".

4) Article 2 Section 2a should say "free and fair".

5) Article 2 Section 2e should say "its" instead of "it's".

6) Article 3 Section 1c should say "their" instead of "his/her".

7) It is probably more appropriate to make what are currently your sections ("Basis of Awards", "Basis of Nominations", etc.) into sub-headers, like this:

This marks at least the third time we've had an act proposed to do this. Only one has ever passed and it was eventually repealed because no one could really be bothered to use it. I'm not totally opposed to us having an act like this, but at this stage my overall thinking is just... 'meh'.

In some ways this one is worse that some of the others, because half of it is about commending regions.

There's a lot to unpack with this one and I don't know where to start.

At this point I don’t think this is something that needs to be legislated. Probably better left to the ministries and their various associates to organize.
