[FAILED] A2011.05 Amendment to the Charter (Creation of a Parliamentarian)

Legislators,

There has been a seconded motion to bring an amendment to the Charter to vote. The debate thread can be found here.

As this is an amendment to a constitutional law, it requires a three-fifths supermajority to pass. The voting period will last 5 days, ending on November 27 at 00:30 UTC. (00:30 in London, 19:30 on the 26th in New York, 11:30 in Sydney)

Please vote by poll if possible. If you cannot vote by poll, post 'Aye', 'Nay' or 'Abstain' in this thread. Please do not vote both by poll and by post. Comments and discussion belong in the debate thread and should be posted there.

(4) A Parliamentarian of the Assembly shall be elected in the same fashion as, and for the same term of, the Chair of the Assembly, as established and set forth in the relevant sections above, for the purposes of; issuing impartial analysis of each proposal as it is submitted (i.e; identifying effect, potential conflicts, legislative duplications, etc), in addition to advising the Chair on matters pertaining to the Rules, and, finally, to suggest edits and clarifications to existing legislation for consideration of the Assembly.
