It's a little unrealistic to expect the General Corps to issue a public declaration prior to an op. There are op-sec considerations and, well, it's just not realistic for a game and I would expect the General Corps would forget.

The issue here is that we are a defender region and working against the SPSF is working directly against our regional interests. We aren't an Independent region any longer, where everybody must be allowed to do anything they want when it comes to R/D. Raiding against an SPSF defense shouldn't be allowed as a general rule. If you want to be involved in TSP and R/D, then the default is you should join the SPSF and defend with our military. Otherwise we're saying, "You can work against us every step of the way, fighting against the SPSF on the side of our adversaries, and still call yourself loyal to the Coalition." That should not be our default stance.

Taking that and the aforementioned issues, I think a better way to handle this situation -- although, tbh, I think it's kind of ridiculous we're even discussing this as a result of a player dumbly trying to indict themselves -- would be to leave it in the hands of the Minister of Defense and the General Corps. If someone's actions materially hurt the SPSF, and thus TSP, then the MoD/GenCorps can say so and refer it to the court. The onus is on those wanting to raid against the SPSF to ensure they aren't seriously working against TSP. It's not TSP's responsibility to chart out a path for players to raid against us.
