About Me

Hello! My name is New Quebecshire, though I typically just go by Quebecshire or Quebec. I joined NationStates in April 2016. Currently, I am most active in defending and other forms of gameplay. Most of my career on NationStates has been spent in The League (TL) and its predecessor, The League of Conservative Nations. However, given that I am running for Minister of Defense of the South Pacific, I want to focus my campaign on my goals for this region and its Ministry, not prior accomplishments elsewhere, therefore I will avoid further mentioning The League outside of my conflict of interest disclosure.

I joined the South Pacific this past May, quickly becoming a Legislator and joining the South Pacific Special Forces. I have also gained employment in the Office of World Assembly Legislation and the Ministry of Media. I joined the South Pacific to increase my involvement in NationStates in a way I felt productive to the causes that I care about, and I chose this region due to its values of defending and due to several people I had met and talked to before joining who made me feel like this was a community I wanted to be a part of. I am grateful for this opportunity to run for Minister of Defense and look forward to sharing my ideas with the Assembly and citizenry!

I have divided my platform into sections and respective subsections, the former is labelled with bold and increased font size, the latter only with bold.


Fundamentals 

Like the trident, our military has a three-pronged focus that is crucial to its success. These three components, in my opinion, are our frequent updaters in the Tsunami Force, our off-update operatives in the Tidal Force, and our network of military cooperation within Libcord and with other allies. Each of these sectors of regional defence is of far-reaching importance to the security of the Coalition and its ability to project its power and interests for good throughout the global stage. While Tsunami Force members maintain a nightly presence in chasing, detagging, and other activities, our Tidal Force allows us to bring extra liberators when necessary and maintain off-update activity and projection. Beyond our two internal divisions, coordination with our allies keeps our military known, strong, and prepared for interregional cooperation. 

One of my core values in military leadership is active involvement in the organization's activities. This is something I’ve stated is critical to an organization’s successor, and a disconnect between active updaters and leadership can cause an organization to struggle. I’ve demonstrated commitment to this value since my return to active defending on February 21st. I have participated in 149 updates either directly in Libcord or for other defensive operations between then and June 2nd after the minor update. 

Military Stances
 
Defending:

I am a staunch defender, like many South Pacificans. I am of the firm opinion that all regions which are not fascist or out-of-character problematic have a right to their sovereign prerogatives, whether they have the domestic means to defend themselves or not. 

Unless a region fits the above criteria of concern or has otherwise engaged in direct hostility against the Coalition, I would direct our forces to defend it as Minister of Defense. For regions where egregious points of concern are not widely known or easily noticeable, those seeking to conduct the offensive operation bear the burden of proof to inform us so we can choose to abstain from defense based on that evidence. 

Pursuant to the above, the South Pacific Special Forces should continue their policy of nightly defender activities, primarily through Libcord, which typically involve preventing or undoing tag raids, except in the cases of larger scale raider activity. 

Quorum Raiding:
 
Given its controversial nature, I felt this deserved its own section. While I do not think there is much, if any disagreement between my opponent and me on this issue, I wish to specifically note this issue.

Quorum raiding is a direct attack on the sovereignty of regions across the world by attacking their native delegacies. Therefore, it is wholly unacceptable unless the targets (as in, the regions whose delegacies are displaced) of the raid are verifiably fascist or out-of-character problematic. If this is not noticeable or cannot be verified to us by those conducting offensive operations, the SPSF should conduct defensive operations to preserve native delegacies and prerogatives.

Furthermore, I would conduct training and practice specifically for quorum defense operations. Quorum defending is a bit trickier than chasing since it requires a move followed by an endorsement of the native delegate rather than just a move. 
 
Antifascism:

Operations of antifascist nature are important to the Coalition’s objectives abroad. The antifascist cause brings virtually all members of the NationStates mainstream together and I think generally everyone agrees that we should continue to devote resources and aid to these causes when feasible. 

Foreign Affairs Cooperation

While I am not running for Minister of Foreign Affairs, there is naturally a certain overlap between foreign affairs and matters of regional defense. If elected, I would work closely with the Minister of Foreign Affairs by keeping in regular contact on the status and objectives of both of our ministries, informing each other of any necessary developments, and ensuring that we are working alongside each other to represent the South Pacific’s sovereign and defender aligned interests through both diplomacy and military power.

I do not believe the Partnership for Sovereignty should expand to be any form of binding military agreement, though, its members are among our closest allies and that it is important for the SPSF to protect the interests of the Partnership through its work on behalf of the Coalition. This includes but is not necessarily limited to politically supporting our allies and our common interests in defending and supporting each other with pilers (when applicable) and ensuring the integrity of World Assembly proposals through quorum defending (an issue directly addressed in the organization’s charter and previously mentioned in my campaign). 

Internal Management
 
General Corps: 
 
My main goal with the General Corps would be to conduct meetings once each month, either in voice or text channels, based on the preference and convenience of myself and the General Corps. These meetings would be for discussion surrounding recent SPSF operations, internal development, any further issues that the Generals would wish to discuss, and current events in military gameplay and foreign affairs.
 
As the Minister organizing these meetings, I would take notes on the subjects discussed throughout the meeting and publish reports on non-sensitive information from the discussions. These reports will be open to further questions and discussions by members of the Assembly. 
 
Recruitment:
 
The SPSF should always be looking for new members interested in aiding the cause. As Minister, I will discuss recruitment initiatives with the General Corps and the SPSF at large to evaluate the best ways to bring new members into our military. One of the most basic yet important levels of recruitment is ensuring that the region at large has users who will welcome new members to the Discord server in particular and explain to them the opportunities for regional involvement.

Beyond personable interactions to encourage involvement and membership, advertisements for the SPSF on the forums and Regional Message Board in particular, as well as informative releases about recent operations and accomplishments can serve as a consistent and continuing outlet for recruitment. 

While we do have several members who update very often, being a member of the Tsunami Force, especially as a frequent updater, is a time commitment that not every player is willing to or can make. While our recruitment should seek to bring new members into the Tsunami Force, those who are unable to commit to on-update defending serve a valuable purpose in the Tidal Force and can gain experience while contributing to the SPSF through Tidal Force operations. 

 
Rewarding Dedication: 
 
Ranks in the South Pacific Special Forces are delegated while considering skill and knowledge-based criteria, which are outlined here. This is a strong and rational system which the General Corps have set perfectly reasonable criteria for rank progression. However, I would seek to institute a form of recognition based on update attendance/completion in addition to the ranks system. For every update in which someone completes an operation, they would earn a point on this scale. Progression on this scale would not come with a change in rank or authority, but I think recognizing frequent and dedicated updaters for their loyalty to the cause is important. At first consideration, I would be interested in labelling the categories at 25, 50, 100, and 200+ updates.
 
Record Keeping:

I would like to introduce a reports channel to the Ministry of Defense category on the regional Discord server. For each update, an officer or higher would lodge a report consisting of the SPSF members involved and what operations were conducted at that update. For updates conducted from Libcord, which is most updates, they would be labelled as within Libcord with the list of participants. For joint operations aside from Libcord, cooperating organizations would be listed. 
 
This is appropriate beyond Libcord’s unified reports channel as it allows for concise SPSF information to be included and accommodates non-Libcord operations, even if they are rare. With the information from this channel, as Minister, I would compose a monthly report including the following information.
  • Amount of operations conducted, organized by type (liberation, support, detag, defense, etc)
  • Operation statistics per member, organized by rank (alphabetically within ranks)
  • Appendix with relevant notes and understandings of the data by the Minister of Defense
Under this system, easily accessible information could be utilized by internal Ministry management to provide specific and informative reports to the Assembly and public every month. 

Training:
 
Given that the SPSF functions as a part of Libcord in the vast majority of cases, we have a very strong position from which we can train new members. Not only does our own regional military have experienced officers and above who are capable of showing new members the skills necessary to excel and grow in military gameplay, but our standing as part of the larger defender movement grants us the advantage of our members being further exposed to foreign operatives who they can also work with and learn from. 
 
While I do believe the strongest way to get someone into the rhythm of updating is by training them during update itself, ideally against formidable opponents such as Lily, off-update training can be valuable as well. As Minister, I would task officers with training those interested in off-update practice in chasing, moving and endorsing, and spotting, and I would take part in training new members when capable of doing so. 

Tsunami Force
 
The Tsunami Force as it stands has a solid squadron of regular updaters who have proven themselves as dedicated and competent. Many of our members, including myself, have improved greatly over recent weeks and months in speeds for chasing.
 
The cornerstone for improving the Tsunami Force is encouraging active updating for those it is feasible. As groundwork is laid for recruiting new members in addition to our current active group, the best way forward in my opinion is continuing to practice and build experience and skill among our membership whilst pursuing recruitment as mentioned previously in my platform. Our participation in Libcord enables this very well with daily operations for increased practice and participation. 
 

Tidal Force

The Tidal Force has two primary purposes, both of which are relevant to the power projection of the Coalition. The first is that of a piling force, which is crucial to supporting at-risk regions or aiding our allies in delegacy transitions. Piling and support operations to ensure the security of regions at risk to invasion and aiding our allies when requested should be the priorities of the Tidal Force.

In circumstances in which there is not a present need for us to conduct supports or aid in transitions, I would task our Tidal Force Coordinators with maintaining a list of detag operations to conduct. The ultimate goal under my leadership would be to sustain one operation per day by the Tidal Force, ideally eventually at least one every update as a long-term objective. If the Tidal Force could show strength at the aforementioned objectives, I would discuss the possibility of dividing it into teams with the coordinators to conduct more than one operation per update. 

More ambitiously and future-minded, if there was interest, I would seek to develop a game-side division of the Tidal Force (though this would be directly managed and coordinated by someone reachable via Discord as well). This division would use a Regional Message Board similar to our WA voting platform for coordination and direction. I believe the model exhibited by the Guardians in The Order of the Grey Wardens could serve as a potential inspiration. 

Conflict of Interest Disclosure
 
The only regions I am currently involved in are the South Pacific and The League. Below is a list of my current and previous positions for my Conflict of Interest Disclosure.

  • Other since-dissolved positions (2016-18)
NationStates Today:
  • Governor (alongside 5 others since May 12th, 2021)

  • Involvement in roleplay regions such as Commonwealth of Liberty (2017-19), Wintermoore (2017, since refounded), and Newfield (2017, since having ceased to exist)

I am, of course, entirely happy and willing to answer all questions about potential conflicts of interest.

My Opponent
 
I have nothing negative to say about my opponent, HumanSanity. He has been great to work with for defending both in a direct/military sense and in adjacent fields. I appreciate any and all support and votes for my campaign and will serve with full faith and effort if elected, but I have no doubt that the Ministry will be in safe and capable hands if HumanSanity defeats me, and I wish him luck in the election and hope he has also enjoyed the process!

Final Thoughts

Originally, I didn’t plan to run for office this term as I was concerned that I was too new to the region. It was very humbling and encouraging to be nominated by several people who felt I should at least run for the position. I thank them all for nominating me and the Assembly for giving me this platform to express my ideas and goals for regional defense. I have very much enjoyed writing this platform and taking part in the election process in general. Thank you all!

Quebec, overall your campaign is very good and I have trust that both you and HS would be able to do the job well. However, I do have two questions.

You mentioned a couple of things that you wanted to do, but they are already happening. For info about each update, there is a forum thread already. Furthermore, we already have gameside Tidal Force notices as well. These are just things I can see as a non-milGPer. My guess is that your new-ness is the cause of these oversights. How will you ensure that your limited experience within TSP won't hinder your performance?

What do you think of HS's culture/engagement ideas? Will you try to incorporate some or all of them?

Regarding the thread, what I've seen so far indicates that it replicates Libcord reports entirely, which is mildly different from the form of record-keeping which I suggested. Though that wasn't the crux of the issue you brought to my attention, so I'll move to the next things quickly.

The thread in question has not been updated since May 8th, almost a month ago. I'm not entirely sure the reasons for that, but I think there's a greater convenience in posting each update's report in a Discord channel, which feels more accessible and easy to keep track of on a daily basis. Broader information dumps are better suited to forums, while daily specific reports are better suited to Discord, in my opinion. If elected, I would hope that instituting this change would prevent delays or breaks in the recording of operations. 

Concerning gameside Tidal Force notices, I'm not going to pretend I didn't drop the ball on not being previously aware of that. Though, the information is being deposited directly in the Coalition, whereas my campaign suggests a proxy RMB similar to OWL's. I think TF recruitment from the main RMB is good, but I don't think mission notifications are best suited to a fast-paced RMB such as our primary one. I hope this trend of notices on gameside is continued with the conclusion of the mission in TGUC, though. 

Now to the main question itself,

I'm fully willing to admit that I think my newness to the South Pacific is the weakest link in my campaign. That much is fairly obvious to me, at least. I think I have had a rapid rise in defending overall the last several months, and that my greatest strengths have been in rallying new updaters and outreach. The best way to counteract my newness, if elected, would be to surround myself with advisors and colleagues who I trust and are more experienced in TSP. Witchcraft and Sorcery in particular is someone I would consider a mentor in Libcord over the last few months and has helped me settle in here well, for example, and there is plenty of other talent that I trust within the SPSF.

On the subject of HumanSanity's culture and engagement proposals, the ones easiest to agree to commit to are the ones he mentioned under his recruitment section. Those are all sensible suggestions to ensure information is kept up to date. On this specific note, I think emphasizing our defending alignment is important. The change in that section which I am most skeptical of is adding the SPSF to SWAN, as I'm not sure if I think that SWAN dispatches are the ideal place to expand SPSF advertising. However, on that, I am open to arguments from either side.

Collaboration with the Ministry of Media to ensure press releases about important SPSF (and in general, defender) happenings is also important and I support endeavors to being that to consistent fruition. His idea regarding non-WA participation for "open houses" is honestly great and something we absolutely should explore in the next term.

Thank you for the question, Jay. I am of the belief that a candidate should be confident in themselves to serve in the role they are running for and therefore should vote for themselves. As candidates, we aren't expected to be impartial between the campaigns like the individuals and bodies running the electoral process. I would only commit to that if my opponent and I both agreed to do so.

On that note, I spoke with HumanSanity earlier, and we are on the same page. I'm sure he will make his own post specifically outlining his philosophy, but I can say that we have both agreed that we would vote in the election.

Sure! Let's go on this ideological adventure! I will be answering all of these are general concepts with my personal opinions. It should be understood that extraordinary circumstances surrounding these hypothetical raids as well as domestic inclinations could alter how I might respond if these ever come to fruition.

Yes. I participated in the TITO-led liberation of The Embassy. Admittedly, it was not soon enough to save the embassies and there was not a feasible operation attempted within that timeframe, but I have come to have more respect for The Embassy in recent months due to its post-raid community and growth, even if I don't love embassy collectors very much. I would not like to see another occupation of that region and would encourage defender efforts to liberate/defend it.

Absolutely not. Raider organizations and regions, especially ones like TBH, base their activity and infrastructure on-site out of those regions. I would have no intention to devote SPSF forces to protect a region that would use that aid to further long-term raiding advancement, especially a region which has previously violated the sovereignty of the Coalition.

I'm open to defending Warzones if nothing else of priority is occurring and if there is any sort of FA or otherwise further importance involved. Due to their mechanical setup, they are quite simply made to be raided. Though, they often have some level of a community. If there is not another present raiding threat, I see no reason not to defend Warzones, both for their own protection and for the improvement and practice of skills amongst our own toops.

I was being deliberately vague, my apologies. While I tried to answer your questions as best I could, there are many conditional factors in military operations. It would depend on the organizations carrying out either (as in the CO thing or tagging) operation(s) as well as the advice provided by officers available at the time. There are few hypothetical military operations that can be given a simple "yes" or "no" answer as the response.
