Hi. My name is Rabbitz. For the last few years, I have worked in the Coalition of the South Pacific giving as much as I can and as much as I could; and for the past eight months, that giving was allocated to the Ministry of Media. Currently, the Ministry is in a sour state: activity is at an all time low, expediting articles has become lazy, and there is no clear plan or calendar for the month. In order rectify this situation and pull MoM out of the crevice that it has crawled itself into, a firm hand must grasp the hand of MoM tight enough to pull it out of the hole and onto stable ground. That is why I believe that adopting stricter policies is the only way to remedy the current crisis and bring MoM to what we all believed it would be; and if I fail in accomplishing this goal, then recall me. 

 
Inactivity
Narrowing the Field: 

In the first week that I am elected, a ping concerning everyone in MoM will be posted. Those that respond with a thumbs up within 48hrs will be able to keep their jobs in MoM - all others will lose their role and will have to reapply. This will correctly identify the people in MoM that are willing to be active and check the Ministry, and those that are not.

Creation of an Activity Spreadsheet: 

After the purge has concluded, a Spreadsheet will be constructed that is highly similar in functionality to the Legislator Roster Chart. Every MoM member will have their name listed on a column on the left, and a row of all the possible tasks that they could do at the top. Every month, there will be a minimum threshold that must be met in order for a member to continue being a member (i.e. doing three different types of tasks at least once or twice or even thrice per month). The types of tasks will range from simple, like helping construct a poll, to medium, like proofreading articles and making the articles, to hard, like being on constant/vigilant watch on the NS forums to gather information for someone to write about. In addition, this could also function as a competition where the member that accomplishes the most tasks for a given month can get a prize - the prizes would range from a cool badge designed by the Minister in MS Paint to a one week break depending on the amount of tasks done. 

Random Selection Policy:

This policy will act as a passive policy at the MoM's sole discretion. If an announcement has not generated an reaction from any MoM player within the first 24hrs, the MoM may choose to randomly select one player to do that task. Even though I do not plan to use this policy liberally, if my other actions and policies haven't generated enough activity, I will if I have to. 

Hounding and Dating Policy:

If a player has volunteered to do a task, I would expect them to complete it in a timely manner. That is why a mandatory due date will be designated for when the article has to be completed. The due date will be somewhere between two to five days, depending on the "hotness" of the topic, after the time the player accepted it. If the player forfeits the article at any given time, all their work will be given to the next player who wants it and their task on the Activity Spreadsheet will be discarded. In addition, the player who accepted the policy will receive daily reminders concerning their article's progress and its proximity to their due date. 

Forgiveness Policy

Each person will be allowed to miss one task each month during the end of the month Activity Spreadsheet checks. 

These policies will not be permanent, and will be greatly relaxed when a reliable team has formed.

 
Reorganization
Recruiter:

This will be an entirely new position specifically designated for the recruitment of members into MoM. The qualifications to be in this position is an active presence on the RMB and being a member of MoM. Due the commitment required in monitoring the RMB for recruits, and the fact that they will be spending more time on the RMB than on Discord, the person in this position will be exempt from the Activity Spreadsheet checks; however, they are allowed and encouraged to participate. There will be a limit on the amount of members who are MoM-oriented allowed to be a Recruiters to prevent them from taking the easy way out.

Deputy:

The Deputy will help in enforcing the policies that I have outlined in the previous section. The qualifications to be in this position is an active presence within MoM and a demonstration that one can follow through with orders and do more than what is asked. They will not be exempt as it is implied in the description given that they will be doing more than what is asked, meaning that they should easily complete the required tasks. 

Calendar:

This will be the primary form of organization that MoM will revolve around. After the purge is complete, a timeline will be mapped using Google Calendar that will show all due dates of all the various tasks that are underway. In addition, the members that have a task underway will have their due date displayed on the Google Calendar. 

Gatherer:

This will be another position that will be designated to someone that shows high levels of interest in the affairs of NSGP. They will collect the information that they have observed and dump it into the MoM server. The person in this position will be exempt from the Activity Spreadsheet checks; however, they are allowed and encouraged to participate. There will be a limit on the amount of members who are MoM-oriented allowed to be a Gatherer to prevent them from taking the easy way out. 

 
MoM and SPINN

 
I'm going to make this short and simple: SPINN is independent and MoM is the voice of TSP.
There will not be any conflict between the two, and we will work together to better each other and our goals. Period.


Statistics
There will be two polls posted every month with one that will assess the direction of the Cabinet and the other assessing the direction of the Delegate at the LC. The stats will be a task that can be completed, and will have a due date that will be specified on the Google Calendar. 

 
Real-Time
 
Since there isn't a large enough force to maintain something as grand as Real-Time, I will be shutting it down until a time where it is feasible. 


Other Projects and Regular News 
 
TSJ World:

Unfortunately, I will have to retire this project until I can properly get the activity high enough to make this feasible; however, I will still be making use of the ambassadors to the advantage of MoM by working with the MoFA to make them Gatherers. As listed in the Reorganization section, Gatherers collect information and then dump it into MoM; therefore, the ambassadors would gather information from their assigned regions and dump that information into MoM, supplying us with content that members can write.


The Southern Journal

Publications will be done monthly and it will always be done by the end of the last day of the month. There will be a pre-planning stage at the beginning of every month to plan articles for it 

The Southern Onion


I'm planning on publishing issues related to Poetry published bi-monthly if not more. Satire pieces will be published at least once a month.

Llama Drama

This will be the news source that the Gatherers' information will primarily go to. I don't have a pre-planned schedule for it as it is fast news and news happens whenever. 

All of the publications will be tasks that can be completed on the Activity Spreadsheet.

I have concerns about your approach to staff management. Some of this stuff makes some sense, like it's probably good to check your roster sometimes and cut back on people who haven't contributed to discussions for months and months, that's reasonable. And there need to be deadlines that people are expected to approximately follow and keep in touch about if they're going to meet the deadline, if someone else needs to take on the job, if they're going to be late, if they need help, etc.

However, that's not really what this reads like. In a game where people play for fun, outside of spots at the very top there's almost always a shortage of staff. People only put in work where they feel welcomed, inspired, and supported. Your campaign reads a lot like "it's your privilege to work for my Ministry" when it starts advocating aggressive staff purges and claiming authority to "randomly assign tasks" after 24 hours with "daily check ins" on work and that taking time off could be a "reward". Plus, it's just a kinda soul-sucking unappealing approach to keep your staff on constant ping alert. How will you help your staff feel that working in your Ministry is a fun and rewarding experience for them?

In the current state of affairs, I feel that MoM doesn't deserve to be rewarded until it shapes up. After seeing serious management issues that have been ignored, I feel that what I will do is valid. If you think that the policies will be instated forever, then I am here to correct that. A majority of these policies aren't going to be implemented long-term and I understand that some of them may seem Draconian on paper, but in reality they will serve to get a team of staffers that I can rely on to publish articles. After that has been accomplished, I expect the ping notice system to devolve into a notice midway, the Activity Spreadsheet to be just for friendly competition and pointless prizes that have no real meaning, and the random assignment to be all but a thing of the past. 

In relation to the policies themselves, I don't believe that many members will actually miss the required threshold as making an article and helping edit it, starting a poll or helping make a poll, and other tasks are very straight forward are easily completable. It's mostly to get into the habit of doing these things at a moderate pace.

Furthermore, would you encourage or require staff writers to put their works through Grammarly?
