Election campaign for the office of the Ministry of Engagement

Candidate for office;  Tishers [Nyxonia]

Greetings,
My nation name is Nyxonia, my personal (RL) first name is Tisha. If you see me on our Regional Message Board (RMB), tspforums or on the Discord server you can call me Tisha, Tish or Tishers. I do not stand on pretense of titles; I want to be approachable by everyone who is in The South Pacific, citizens, legislators, administrators or dignitaries.

If you have been around TSP for the last six months or so it is likely that you have read what I have written or responded to, or we have communicated directly. I count many of you as friends and most everyone else as decent people deserving of respect and consideration. There are very few people with whom I am on poor terms, and I will not keep that a secret from you. I do not like to play games with relationships and always work to the truth and directness.You may read my conflict-of-interest statement for a bit of my NS back-story. In this statement I shall try to elaborate what I feel that I can bring to the office of the Ministry of Engagement and why my election to this office would be of benefit to the region of The South Pacific and serve our community.
 
Presently in office we have been served well by USoVietnam, an experienced and talented and long-time resident of TSP who has served in a variety of roles. If they were standing for re-election they would readily have my vote, I admire what they have done as MoE and continually am surprised by the little details I dig up as I continue to learn more about this ministry.

USoVietnam has been backed by an outstanding team of developers and content creators. Naming just a few of them I wish to express my admiration for their behind-the-scenes work.

-The cabinet for their work on the Unified Application Process-

Much of the graphics, the look and feel, artistry and coding that goes into TSP has been developed by these contributors. Even most recently we see more additions to the effort with the small rounrels that appear next to usernames on the Discord server and on the forum.

Their work on our Wiki, Themes, Dispatches, Application Process have made navigating through the masses of information about our region much more pleasant.

Over the recent months these have been the people who dug the foundation, poured the concrete and built the walls of our home. We are in the process of moving into the house but there are still a few rooms unfinished (that darned basement).

A friend referred to the Ministry of Engagement as the infrastructure of TSP. Well, we have a mostly built house but now we need to put in some furniture, hang some artwork on the walls and load up the pantry with treats. Some projects need to be stood-up. These include.
  1. Getting the Card program stood up, recruiting some talent who can manage the program semi-independently (with oversight). I have chatted a little with USoViet about the program and we share a common vision on how that will work. It is more than gifting cards but would include tutoring from accomplished card players in how to maximize your efforts and to make sense out of all of the information you see under card info and some tactics on how to do buys, sells, bidding and trades. I will get the card-collection infused with a starter-deck but eventually it will need to turn a (little) profit to supply the needs of other parts of TSP for awards to be given away in social events through the Ministry of Culture as rewards for accomplishments through MoFA, SPSF, MoC, delegacy, assembly or cabinet.
(I promise you won’t have an empty refrigerator, but I will get annoyed if I am constantly buying your favorite snack foods and there is no effort being put in to it)
  1. Strategic Recruitment Telegrams and other forms of messaging; OK we all hated that flood of telegrams that we received on our first day in NationStates. It may not be known to everyone but there is an initiative in NationStates that is commonly called Frontiers. This will change how GCR’s (game created regions) and UCR’s (user created regions) function. Right now, we are a feeder region, nations are born here so we get the first chance to make a good impression. Under frontiers this is going to change; It will not be a constant flood of new members; we will get a much smaller number of automatically created nations coming in through the system. Inevitably this will decrease our population as there may be 20-30-40 different places that nations can be spawned out of. This means that we may also change how we bring in new nations. We may have to compete for new nations; just like the independent UCR’s do.
To compete in recruiting we need something compelling to encourage people to join with us. Working on the language and content that we will use in strategic recruitment will be one of the projects I shall personally be responsible for. I will work with the cabinet to come up with key points to be made and with the delegate in providing our region with that particular look-and-feel that is their prerogative. Whatever we put out there will be easy to read, get directly to the point and be compelling. (maybe we can give away a free car every week to new nations but I suspect that many of you are too young to drive).
  1. Content; lots and lots of content… This means writing. I am not afraid of writing but I do not know everything. I can put together words but I will need people to feed me with ideas and others who can be proofreaders. Most of what I do in my RL world is to write, but it is mostly technical materials; I am not a popular author so I need the help of people who can look over what I write and give me a bonk in the head if it is too obtuse. Anyone would be able to help with this and I will constantly be looking for and asking for your opinions.
New Things;
Something I feel passionately about is outreach. As a region we are not always the best to be welcoming to new nations or new players. Our recruitment efforts can get people through the doors but if they are given the cold-shoulder when they join us in RMB, Discord or the forums then they are quickly going to head right out the door and go somewhere else.

The word is engagement. I will be looking for people who are willing to become helpers (it will be a title). These people will be given training on messaging and communications skills and asked to inhabit those areas where new people come in. Some will be in RMB if that is your natural home and your favorite place. Others may be in #lampshade-bar where our new discord members show up.

I personally will be constantly active in this activity. I feel energized by talking with new people and teaching and learning from them. 


I will work with the LC’s on exactly what they want said to new visitors to the RMB and helpers who work in that space will also need to be endorsed by the LC before taking on an official role. It is not going to be that complicated; we will prepare scripts for helpers to follow and some simulated training, so they feel comfortable in saying HELLO, WELCOME TO TSP! and in giving out the essential information. We will be consistent on our messaging and hold our helpers to the highest standards of behavior.
Helpers in RMB and Discord may also serve as mentors; A new visitor may only need a few minutes to get up to speed or they may ask questions for a few days on how things work in the game and in our region. One of the hardest things to do as a mentor is to know when you have given enough for them to get started or when you need to ask for help from someone more advanced or who can be dedicated to longer term support.
 
The Ministry of Engagement will not be filled with volunteers with one job to do and no chance to try out new things. There will be entry points into the ministry (helpers) and up through staff positions of increasing or different responsibilities. I will also be looking for some talented coders who can write scripts and help in formatting data. Many of us have seen the fine work that Anjo has done over in OWL and the neat graphics they have used in recent votes. I would like to keep some of our existing talent that is going on well deserved breaks and leaves of absence to come back and help on short term, high reward tasks like that.
 

In Conclusion.

I may be running for office with minimal opposition, but I am approaching this duty with all of my heart. I do not want to be one-term-and-done. Many of these things are going to take quite a while to develop and effort to help them become capable of operating without constant tending.

I am not jealous for recognition; We will work as a team and succeed as a team. We will lean on each other, and I will learn as much from you as you possibly could from me. I will make sure that if you are part of the Ministry of Engagement that you will be recognized for your efforts, not just by me but by the entire region.

I can continue writing for many more pages but I do hope that this short campaign greeting has given you a brief understanding of what I hope to accomplish as the Minister of Engagement.

I have been nominated and accepted that nomination for the position of Minister of Engagement in the region of The South Pacific.

What follows is my Conflict of Interest Declaration, dated 4th October, 2021,

my name is Tisha, my main nation is known as Nyxonia. I have been a resident of The South Pacific since February 13th, 2021. I came to this region by my own choice, after encountering several TSP’ers from the region of my founding (TNP) back on March 5th, 2020.

While I was a resident of The North Pacific I took no part in any aspect of the regional government. I resided there for approximately 11 months before coming to The South Pacific. (I felt that I was not a good fit for their form or ideas on government or gameplay)

I am currently a legislator and quickly approaching my six-month anniversary in that position (On October 15th).

I am in the Ministry of Foreign Affairs as one of the three Secretary of State and for several months I was the ambassador to “The Pacific” and “Philippines” until those regions were recently assigned to new ambassadors.

Additionally, I am one of the Deputy Chairs of the Assembly and a Senior Staff with OWL.

I maintain a pool of puppet nations (32 at last count) that I have positioned in almost every region where TSP has an embassy open. They are part of my card-farm but their presence also allows me to read the RMB or join the Discord or offsite chats of most of those regions.

None of my puppets hold any office or position in any of those regions and I have no interest in being involved in the internal workings of those regions. They are there merely for information gathering so I am better informed in my role as a Secretary of State (I gather my own intel in addition to what ambassadors provide). (I will not disclose the identities of my puppets unless compelled to and in confidence to the high court or to CRS if they wish to investigate my background for conflicts of interest. Dumping a list of names of those nations here sort-of defeats the purpose of those nations being an anonymous presence). The puppets also very seldom communicate within those regions RMB's or Discord servers. I may say "hi" or "good morning" but it goes no further and I slip back in to the woodwork.

The information that I bring back through my puppet collection is often dumped in to the #mofa-ambassadors-hall and can be verified by any of the 22 people who access to that private Discord channel. On several instances I have provided information directly to the Prime Minister, Minister of Foreign Affairs or the Minister of Defense when it was of a particularly sensitive or alarming nature.

My puppet nations were all active during our recent N-Day games as part of the Potato Alliance.

Neither my main nation (Nyxonia) or any of my puppets have ever served in the military or as a raider/defender in any region or for any conflict. Nor have I revealed any information given in confidence regarding the operation, state of government or defensive composition of The South Pacific to any non-resident. There are many things I am privy to or a personal and regional security level and I keep my mouth shut about all of them.

Thank you to [b]sandaoguo[/b] for catching this mistake on my part and to kris for verifying that they should be merged in to one document. 

I do not mean to generate unnecessary messaging traffic but if I make a change to a document I will try to keep a documented history of why it happened.

Are you capable of managing and maintaining the technology Vietnam has produced for the Ministry? Several functions rely on the scripts and spreadsheets he's created.

Piggy-backing off that, what are your thoughts on whether those functions even belong in the Ministry, versus being a more administrative function? In other words, should a ministry that's so reliant on scripts even be a politically elected ministry?

Not the candidate in question but he probably lacks the information to answer this. The script aspect should be migrated to management by the admin team (or some other independent group) at some point after it is done. MoE will eventually purely coordinate engagement work of the government (and services like maintaining gameside dispatches and graphics). Currently, the dispatch project is the only one that relies on scripts. The card program does lightly rely on script but that will go independent of any ministry at some point also (and we are using off-the-shelf scripts running on user machine for the most parts anyway). So any concern MoE has with scripts is temporary. I would expect this to go off as soon as the next term honestly. After we set up the dispatch script on our own server + launch the official card program, MoE doesn't need to care about scripts or technology work in general anymore. It will be all about doing actual recruitment work and relevant things which no scripts can do.
