Walrus for Minister: Arf arf arf
 
Hello TSP. I know you may be wondering - how did a walrus get down here in the South Pacific? One possibility is that my campaign writing skills have gotten so bad, sunk so low, hit rock bottom so hard that I've gone through the core of the earth and out the other side. Nonetheless, I'm Mins, Minsk, or walrus, and I'll be running to be your Minister of Culture. I've been TSP culture staff for around two months now and TRR culture staff for six.

Event Schedule
 
The events I had in mind are Theme Days, Forum Avatar Contests, Tetr.io, RMB events (maybe Question of the Days or Would You Rathers), polls, Cards Against NationStates, puzzles, trivia, Movie Nights, chess tournaments, Skribbl.io, City Guesser, Jackbox, other .io games, and music listening sessions! 
 
Forum Avatar Contests would start on Sundays and last a week. On Monday, I'd rotate between CANS, City Guesser, and Jackbox (although one might be selected by popular demand instead), on Tuesday, I'd release that week's puzzle and trivia, on Wednesday, I'd stick with Tetr.io (hopefully with just one ping!), on Thursday, I'd continue Theme Thursdays, on Friday is .IO Game Day, where I'll rotate between a selection of games, and on Saturday, I'd switch between Movie Nights and music sessions. QotDs and WYRs will be daily, polls will be twice a week, and chess tournaments will be once a month.
 
Closing the Onsite/Offsite Gap
 
I plan to make Culture calendar dispatches to display on the RMB so that game-side peeps will know what's up. I'd also include advertisements for Discord/forum events on the RMB. Additionally, I'll send out region-wide telegrams for big things like interregional events. I may consider Flag Contests as well.
 
Interregional Events
 
Interregional events would be great for promoting our regional image and making friendships with other regions! They're fun, plus you'd interact with plenty of new people, so what's not to like? Possible regions to host with could be treaty allies or regions that share our beliefs.
 
Roleplay
 
I don't think maintaining the TSPRP would be too difficult. However, I'll still be around to do upkeep, and if RP needs anything, I'll be happy to help.

You are already a member of the Cabinet of major region (WA Officer of TRR). How will you:
a) Allocate your time between the two regions to ensure you are able to manage your responsibilities in each?
b) Resolve inevitable conflicts of interest between high levels of responsibility in each region?

a) WA officer doesn't require a lot of time at once per se, more consistent small bits of activity. It shouldn't be too much.
b) Could you give an example? Is it like I say X, TRR likes/dislikes but TSP likes/dislikes or something? I don't know how my responsibilities would clash too hard.

2) Regarding gameside, do you have any plans to cooperate with the LC for gameside events or similar?

3) How do you plan to collaborate with the other ministries if elected?

1) Cope
2) Yes, with RMB events.
3) With FA for interregional events, with Engagement for pretty dispatches, with Media for coverage of big events, and possibly Defense for wargame events in festivals, or something. Unsure about the last one, but the first 3 definitely.

What this reads as to me is "as TRR WA Officer I am not actually reforming anything or taking initiative to better my Office". Why should Legislators believe you won't treat the Ministry of Culture in TSP a similar way? After all, you could run the Ministry of Culture by simply putting out two pings a week for basic events, and delegating one of those pings out to a staff member. My question isn't how you will go beyond that, it is why should I believe you will, especially when your social activity in TRR is far higher and longer lasting than in TSP.

While the implementation of the FA Council/Domestic Council system has minimized the amount of FA sensitive information available to domestic Ministers, there is still some overlap. In legal terms, votes on introducing treaties to the Assembly or withdrawing from them, proscriptions (or reversing proscriptions), executive orders, WA vote overrides and/or position setting (per the new WA Act amendment), etc. How can we ensure you will vote according to TSP's interests on these matters? (Some of these things - i.e. WA votes - represent a rather direct conflict with a WA-focused role in another region.) Similarly, you acknowledge the role of the Minister of Culture in FA festivals and events, which introduces a clear externally-oriented conflict of interest. How would you resolve being asked to host a festival on TSP's behalf with a region which is prioritized differently by TRR?

I have another unrelated question: you talk about wanting to work on on-site engagement more as Minister of Culture. How will you coordinate with the Local Council and Ministry of Engagement on these issues? Do you consider cultural events on the RMB to promote the off-site community to be legitimate or are they part of the LC's domain/prerogative? How would these events actually create off-site engagement/activity? Do you have any experience with TSP's RMB?

1) The WA Office largely consists of opening threads, writing and posting recommendations, and tracking results/delegate votes/contributions for our points system. It often doesn't have to extensively plan for events or spend a lot of time at once doing something, as I said. I have no reason not to fulfill what I've promised here.

2) Acting as a TSP minister should not influence how I act as a TRR Officer. For one, our regions overlap heavily, and thus it's rather unlikely for one region's action to conflict with the other's. Treaties wouldn't affect me any differently than anyone else stepping into this Ministry. I find it incredibly unlikely that TSP will proscribe a TRR cabinet member. Same with an executive order about anything negatively related to TRR. And for WA vote overrides...how does this apply to me? I'm not the Delegate. I'll vote how I please. I would stand with TSP using my discretion. If I don't have a reason to not stand with TSP, then I'll stand with TSP. It's rather simple. For interregional events, however, I will prioritize TSP over TRR. It's TSP's event, after all. HS - generally assume I'll act as TSP Minister as I would OOC.

3) I think it's legitimate, yes. Preferably I would be working with the LC, however. As I said in my campaign I'd advertise offsite things in the events, such as "VC with us while you play!" or something similar. I have talked before on TSP's RMB, yes. It's very fast-moving and like-spammy >_> and finally, as I said, I'd work with the Ministry of Engagement for dispatches and the LC for RMB events.
