Greeting! I have made some lore, and as such would like to realise it on this forum. I had a plan to create a superstructure of habitation - Planetary Ringworld. It would be 1000km tall, 100km wide and have an orbital length of 62.400km. It would orbit the planet of Pacifica by encircling it, as it has a diameter of almost 20.000km. Is it something possible to implement RP or lore wise, or does does it break some rules?

However, there are a few problems with your proposal. I'll give you a quick rundown of my own thoughts regarding such a giga endeavour:

1. I don't think our canon has that level of technology. Engineers today have problems with a potential space elevator due to the elasticity, or some other material chracteristic, at those massive sizes.
   
2. It will take a lot time, even if we suppose we had the tech, to build such structure.
   
3. Why would a government spend money on such a large project? Logically speaking, one would start with just a few orbital factories and see if it is indeed worth the money. Spending billions on speculative engineering will result in a mad populace.
   
4. Our governments wouldn't have the money to build such a structure. The South Pacific is just a smaller continent on the larger Pacifica planet. Let alon the magnitude of resources needed to build it.
   

I don't dislike the idea, far from it, but I feel this sort of stuff is more at home in the sci-fi canon (Sector A1-0) rather than our modern day canon. If you'd like to join the A1-0 Canon, we can set you up there with such structure no probs.

Concerning your questions, I made an extensive guide explaining how we do things in the A1-0 canon. This can be found in the following thread tspforums.xyz/thread-9153.html. The Sci-fi canon is also located under Treasure Island -> Extra Canon -> Sci-fi 
As for lore, you can just make a thread, like for instant the Stoinian Data Archives, Fortinian Confederacy of Knowledge or the Ryccian Holopedia, or an overview. You can also find overviews here and there, though they are a bit older and you'll have to scroll down a bit in the thread history. However, most of the Lore is either found in the Index or on the wiki.

We're all more than happy to help you set up and given how you're close to the Treecuu Star Empire, an IC ally of mine, we can easily set up a first contact thread or already establish the contact circumstances.
