I don't think an exam would be a great idea, however, some courses may work.
Exams would be a daunting prospect, and would deter people from becoming a legislator.

I don’t know what niche P&W politics is about but in NS, regional politics is the highest caliber of boringness anyone can even think of, a mandatory exam is not a viable solution. We do need courses and maybe voluntarily exams to check your own knowledge though. If newbies are willing to do the voluntarily stuff, they are already certified. Most newbie who come here but don’t integrate is mostly due to lack of direction and active approaching from experienced members. A team of helpers may help with actively approaching newbies. Also, I have to emphasize we should focus more on getting new active members for the MoRA and MoMA, I think we already have enough legislators to future-proof the law system. Getting people to do politics instead of doing actual work has gotten far too much attention when it comes to integration. It seems like we are treating legislatorship like citizenship which isn’t true.

I will add that the MoRA is currently in (albeit "light") discussions about the future of any mentorship programs - specifically sponsored by RA. Its not going to happen this term and probably not even next, but there is hope that, if a pilot program can get up and running inside the ministry, that it could be expanded to the region as a whole.

Kinda self-explanatory. A unified signup process, regardless of whether it's multi-stage or not, would help alleviate this misperception.

Alright, to briefly recap what I'm thinking:
- All government signups go through a simple form that asks for a nation, for the things that the individual is interested in (Legislatorship, Writing, Military, etc.), and maybe a few general details
- The form is set up to create a new thread in the Welcome center, and VERY PROMINENTLY tells the person signing up that they have to pay attention to that thread for progress. If they don't respond to further questions after a week, the request is ignored.
- The HR department (I'll just call it that for now) checks these threads and replies with questions based on what they submitted, for example prospective legislators without WA are asked about their WA, while prospective soldiers are asked about their availability at update and that they understand that military gameplay will lose them their endorsements in TSP
- The HR department updates the rosters of the respective departments, to help make sure that each department always has an up-to-date roster (which has been a problem historically)
- Hidden advantage: With a unified signup, security checks can be more or less across the board to make sure undesirables aren't sneaking in to gain trust through venues other than legislatorship
Some examples for questions that would be asked in a multi-stage process:
- (for SPSF applicants): Do you understand that your endorsements in TSP will be lost when engaging in military gameplay?
- (for SPSF applicants): What is your availability during NationStates update?
- (for MoRA Media staff applicants): What prior experience in writing and journalism do you have?
- (for Legislator applicants): Do you accept that to maintain Legislatorship, you must vote in at least half of all assembly votes each month?
- (for first-time applicants no matter what for): Do you understand that the following is illegal in TSP: Corruption, Bribery, Leaking from secure channels, ...etc...

Building on Roavin's well-articulated thoughts, I suggest that we adopt something like this thread as our primary source of employment in the Welcoming and Registration Centre. We can either use the form currently written there or link a forum form with roughly the same questions.
