Well ... let's say I was recalled by a possibly invading force. Technically, the subsequent government would be legal, but ... the way it was instituted might not be.
(And yes, I know we have safeguards in place to prevent, but my guess is that not all regions are so thorough.)
EDIT: What I'm trying to say is that they are concerned about someone being able to manipulate our laws into power, not so much otherwise.
