There isn't a Chair mask. The Chair is given mod powers over the Assembly and Welcome forums, and ACP user editing access. But no specific group masking.
As for replying in the application thread, you just need to quote the application by hitting the "reply" button.

It'd be helpful if you either gave me the ability to mask SPSF members for Base Camp or provide it for: Witchcraft and Sorcery , The Serres Republic, Alarii , Kaictus [Image: buddy_offline.png] , Somyrion

Sure. You should be able to add and remove members now, but going to the UserCP, Group Memberships tab. Click View Members on the Special Forces section, and there you'll see a list of SPSF masked members, and an option to add new members.
