Finland is sitting in the front seat in climate change. As being a country that experienced long months of cold temperature; the annual mean temperature was about -3°C degrees, now the annual mean temperature in Finland has risen by 1.4°C, almost a degree higher than the average global temperature rise, and it is estimated that in 2070, the temperature increase in Finland is expected to be about 1.5 times higher than the global average temperature rise. This fact was based on the systematic meteorological observations initiated in 1846 by the Finnish Meteorological Institute and The Finnish Society of Sciences and Letters. The consequences of climate change gives an amazing burden to poor developing countries and the global world. According to polar bears international and national geographic, the diminishing arctic sea ice are severely making life for arctic animals such as the polar bear harder, without the arctic sea ice, their access to food have drastically reduced, their body conditions drop, and there’ll be an increase in cannibalism, these outcomes would result in the dwindling polar-bear population, increasing the pressure on their ‘endangered’ status by the WWF. The similar trend are happening all over the world, such as with the Adélie penguin, the golden frog, and various sea creatures.  As claimed by the fifth report submitted by Finland to the UNFCCC: It is to be predicted that the annual mean temperature will increase +3°C to +6°C between the periods 1971–2000 and 2070–2099. According to statistics based solely on observations in Helsinki, the probability of exceeding the highest measured January mean temperature of +1.4°C during the coming five years due to natural variability is about 6 per cent. When the projected mean temperature changes are taken into account, the probability of setting a new record grows to 19 per cent. An increase of 10 to 25 per cent in annual precipitation between the periods 1971–2000 and 2070–2099, and Greater frequency and length of heat waves. Part of the 21st century climatic changes will depend strongly on the emission path, and if continued, it was predicted that there will be major climatic changes in northern Europe, Northeastern Europe would feature a warmer climate, and that the only place that features a zero celsius temperature is around the Finnish Lapland by 2055. The Finnish Ministry of the Environment, has highlighted climate change being the greatest global obstacle today. Climate change has wide-ranging impacts, so actions to combat it must be incorporated into all aspects of societal policy, including foreign policy, security policy, trade policy and development policy. Reminded by the startling data, The Republic of Finland shall therefore enthusiastically march towards reaching the 13th Sustainable Development Goal, ‘Stop Climate Change.’

Points to be adopted from Past Initiatives


Kyoto Protocol  
Parts in the Kyoto Protocol that Finland wishes to be kept close by the council meeting in September are, but not limited to: Bringing national average annual emissions down to their 1990 level in the 2008–2012 period, Article 6‘s ‘Joint Implementation’ and the Clean Development Mechanism. Sadly economical powerhouses like USA has yet to ratify the protocol, and India and China have no obligations at all regarding the Kyoto Protocol. Finland considers that the root of the problem is the “Common but Differentiated Responsibilities” principle, making the burden uneven throughout different annex states. One of which is that an annex I nations are not bound to any responsibility in combatting climate change.

Bonn Conference
The Bonn International Conference supports the process behind the United Nations’ post-2015 Sustainable Development Goals. Advances made included agreement on the agenda item on methodological guidance for reducing emissions from deforestation and forest degradation in developing countries, and the role of conservation, sustainable management of forests, and enhancement of forest carbon stocks (REDD+), and the adoption of conclusions on response measures. Finland wishes to continue these discussions in further detail.

European Climate Change and Energy Package
The package was a set of binding legislations for the EU Climate Change movement. It has highlighted several key targets: 20% cut in greenhouse gas emissions (from 1990 levels), 20% of EU energy from renewables, 20% improvement in energy efficiency. A system that the European Council adopts is the Emissions Trading System (ETS), The ETS covers around 45% of the EU's greenhouse gas emissions. The package also include a directive for renewable energy sources (RES) and a legal framework on carbon capture and storage (CCS). The package makes sure that every EU nation shares the same responsibility in combatting climate change.

It's looking good. How much do you plan to go into each Past Initiatives and how you propose to apply them?

Well, there are some points that are great in the past initiatives. Though the Kyoto Protocol is considered to be a failure, it still laid out the foundation for climate change. In the conference, I shall propose some of these initiatives to be adopted to the draft resolution.

Anyway, these are my proposed solution:

Proposed Solutions

Encourage member states to utilize the Emissions Trading System (ETS) under the UNFCCC.

Increase transparency and cooperation of the UNFCCC with other UN bodies, International Organizations and NGO’s

Reinforce a submission of an annual report by UN member states concerning NAMAS, current conditions, emissions produced, initiatives taken, and carbon trading statistics to the UNFCCC.

Supplement and extend the targets that was adopted by the EU Climate Change & Energy Package, and the Kyoto Protocol

Provide economical incentives to nations that kept their emission levels low/uses green technology.

Increase the option and market for industrial sectors that use a miniscule portion of their emission allowance, and provide incentives to corporations that done so (Showbiz, Agriculture, R&D)

Implore that all nations with forests to conserve their trees.

Create a program with (UN Education) to give out 1000 annual scholarships + research grant for talented environmental students.

Create a cap/subsidy for the price of green tech.
