Clerical fixes applied.
The EC language has been changed to require the relevant bodies to make their appointments within 48 hours of passage. I don't even know if the current CSS has been debating who to appoint at all. Also, I readded language that allows those bodies to appoint surrogates, just in case there isn't a member from each that can be on the EC.
With that, I'm fairly certain this proposal is completed in full.

Hi quick legal problem, you state in the Charter delegate elections will happen every 6 months, but in the elections act they occur every 4 months. Just pointing that out.
