I agree with Omega and Roa on this one; once the CoA has made the determination that an in-game plebiscite is required the responsibility for conducting such would lie with the Delegate and Local Council.

As much as I approve of the sentiment, this EO is in explicit violation of the election act which prohibits the Delegate from serving as an EC.

The understanding all around has been that I'm only EC until we get someone else to take over.

This EO is a one-shot augmentation of law for the current situation, and as such it can be considered to have temporarily modified the EC to allow the Delegate as EC for the Local Council. Again, an EO's purpose is to "address an immediate and pressing issue", and it is in this spirit that the Cabinet opted to select the Delegate as EC for this one election, despite the usual restrictions that would have resulted in a possibly not-so-immediate solution if adhered to.

It's functionally moot now. But with all due respect Roa, you're only quoting half that clause. There's no ambiguity or holes in the EC law the Cabinet is trying to address.

I'm not sure there's a clause for what happens when a piece of legislation is't appropriately passed.

Second, I'd also point out that most of the members of the forum administration, the CRS and the Permanent Justice were all in violation of the law before I took action. Perhaps we should update the Election Act to have consequences for when most of the region fails to act.

The "hole in law" part is applicable, since while the bill had been passed it was (and still isn't) in the normative copy since gameside approval is still missing.
