No, it really isn't. If you think the idea behind polandball is to use as much 'engrish' as possible you've entirely missed the point.

There's only 5 countries in Polandball that use proper English. The rest use whatever crap the author can think of. It's kind of well known that when Japanese and Korean learn English their accents are very strong and they have trouble pronouncing letters cos it's not in their languages. After speaking it for a while they get better.
Polandball is about the stereotypes. You're making a big deal out of it when it shouldn't be. Contrary to popular belief (actually contrary to SJW belief) stereotypes does not mean racism. They are two completely different things. There are racist stereotypes, but aren't really common if you know the dictionary definition of racism. This cartoon was not racist.

I am well aware that aside from the Anglosphere countries use engrish in Polandball; I am not criticising it for such. I'm criticising it for overuse of it. There is a clear distinction.
Polandball needs to carefully straddle a line on this - enough references to national stereotypes and engrish to be amusing, but not so much as to cross said line and 1; kill the joke 2; be racist. I think it's a mistake to get trapped in trying to come up with a definition, as it is often hard to produce one sufficiently broad whilst at the same time precise.
What I would say is that any definition would need to include "An almy malches on is stomach, not blainwash of communist famine fuck" as that is fairly blatant. Minister of Media, Subversion and Sandwich Making
