Because of the war in the former Sporaltryus, President Margaret Harrison wants to make it clear that the "winning" party of the war, with no exception to whatever party it may be, will not be recognized. The next government in the area will only be recognized if a fair, transparent election is held and the results of which shall be respected by all of the parties that partook in the election. The President has also said that Qvait will remain neutral in the conflict, but because Chancellor Ottov Rasmick of Sporal lied to her and said that groups refusing to rejoin the Union would be treated with behavior consistent with democracy, Chancellor Rasmick has been banned from entering Qvait by Executive Exclusion Order 1, becoming the first person under the new Constitution to be banned from entering Qvait.
