I thank the Emissary for their outreach and for highlighting an issue of vital importance for the Organisation.
In my role as Secretary General, I find myself unable to hire individuals or incur in any activities that would represent an additional cost for the Organisation without the passage of a budget by the Southern Council. I may subtract from the allowances of the Secretariat to provide for translator on an interim basis, but I would advise that the Council attend to the matter of a translator corps and an administrative budget as soon as possible.
