"The Council on Regional Security has invoked Section 1(1) of the Security Powers Act with regards to Belschaft, having determined that there is compelling information that Belschaft poses a risk to regional security. The information received and analyzed by the Council on Regional Security strongly connects Belschaft to a founding member of the Empire group, a legally Prohibited Group. The member in question is Neo Kervoskia, who also serves as Pharaoh of Osiris. The specific risk to regional security is an offer given by Belschaft to serve as a "back channel" for Neo Kervoskia, and to "work to discourage any 'Osiris bad, Empire bad' thinking" in The South Pacific.

Specifically, we have determined that the best course of action, while remaining lenient during this period, is to invoke sections 2( c), 2(d), and 2(i), with an endorsement limit of 70% of the endorsement cap under 2(i). This triggers a require investigatory period. While the Council has already conducted a thorough investigation prior to the enactment of the Security Powers Act, we will provide opportunity for Belschaft to deliver confidential testimony on his behalf.
