I think this was simply a case of not having the right amount of time to do the job really well. The recall was borne out of frustration with the slow movement of votes and forgetfulness when it came to updating laws. Those things happen when you can't dedicate enough time.

It happens and you shouldn't feel like a horrible failure. People have resigned from positions for it a lot in TSP, and there's no shame in leaving the job when you can't give it the time it needs. You can run again when you're less busy, maybe in the summer!
