He can, but he'd have to wait until March to do it. That's why DM wasn't just appointed VD, but instead was appointed just to handle cit apps. The resolution we passed doesn't suspend the vacancy law that says the Delegate can only appoint if the vacancy occurred in the month prior to the start of the next term.
