Why would I want to coordinate who will and will not kill the living population, when my objective is to avoid killing at all?

I'm not saying to pick who will kill and cure, I'm talking about working with the guys who are going to choose the kill option anyway.

Torchwood and I have a system worked out that involves coordinators, basically you'll have two coordinators one will be over the curing nations and will tell them where to provide assistance. The coordinator for the kill nations will tell the ones on the front lines who to strike and whose the biggest threats. If one of the kill nations is severely infected we'll try to have one of the cure nations help us rather than have another kill nation kill off the hoard. We've also been talking about a shift system, since last year most casualties happened after a majority of the region went to bed. Torchwood and I were hoping you would be over the curing nations.

You still don't get the point. This whole system assumes that I think of killing as a valid part of our strategy. I don't. If it were up to me I would disable killing for all nations in the region, because it's a ridiculous option when we could all cure and get a vaccine faster than last time.
I can't support a plan that involves different squads because I don't support killing in the first place.

All parts are necessary Kris, if a cure nation is attacked a kill nation will try to dispatch the threat, if a kill-nation is getting seriously infected, hopefully a cure nation will help them. There is no better option. On the cure side, you're curing the nation of zombies, but you're practically playing tug of war with a zombie nation. On the kill side, you're taking away the zombie nation's troops, but that population can never come back. Both sides have their pros and cons.

I would rather take away the opponents troops and be absolutely that I win than play tug of war where the other guy still has a chance in winning.

That is the whole point. Your strategy to me is losing. You see victory as decreasing the number of zombies. I see victory as increasing the number of survivors. Killing is as much a way to lose as infecting is.
