The Federal Republic of Kliegme(Better Known as The Federal Republic of Kliegma) is a Federal Semi-Presidential Constitutional Republic Located in the Crabry Island. Ever since it's Independence from the Kingdom of Karnetvor, The Kliegmeans have mostly kept to themselves, and pursued a foreign policy of armed neutrality. It is Rich in Natural Resources and has Significant Industrial Capabilities, with it being capable of producing Electricity through Nuclear Reactors of Kliegmean Design.

In July 9, 2022, The Senate Declared a Revision of the Constitution to Officially change it's Name from the Federal Republic of Kliegma to the Federal Republic of Kliegme. The Reason being "with the reforms in linguistics, The Original "Kliegma" is now Written Kliegme."

The Government of Kliegme
The Federal Republic of Kliegme is, as written in the constitution, democratic federal law-bound State with a republican form of government.. The Power of the State is divided into a de jure Tripartite system. However, an underlying corruption and loopholes in the constitution resulted in the Juridicial Branch being reduced into a puppet for the Executive Branch. Therefore, the De Facto Power is split between the Executive and the Legislative Branch.

President of Kliegme
Kliegme's Head of State is the President(current President being Alexei Mikhailovich Boroshilov of the Democratic union of Kliegme Party), whom is elected by a Direct Election held every 5 years, with the term limit being limited to an 2 term limit. 
Presidential power includes execution of federal law, alongside the responsibility of appointing federal ministers, diplomatic, regulatory and judicial officers, and concluding treaties with foreign powers with the advice and consent of the State Duma and the Federal Senate. The president is further empowered to grant federal pardons and reprieves, and to convene and adjourn the Federal Assembly under extraordinary circumstances. The president also directs the foreign and domestic policy of the Federal Republic of Kliegme. The President is the Supreme Commander-in Chief of the Kliegmean Armed Forces. Presidential Duties also include Ceremonial roles, such as awarding State Awards. The President also holds ceremonial titles, such as the "Starosta Gavrnova", a Colonial Era administrative title that used to give the holder total control of the Federal city of Gawrnov. 

Legislatory Powers of the President
Under the procedure stipulated by the Constitution, the president exercises his right to submit draft legislation, as well as the right to sign bills into law or to veto them.
The president has the right to suspend laws and regulations issued by executive bodies of Russia's constituent territories if such laws and regulations contravene the Constitution, federal laws or international obligations of the Russian Federation, or violate human and civil rights and liberties, pending the resolution of the issue in an appropriate court. 
The president can issue by-laws by decree, so long as such decrees are not in contradiction with existing laws (both local and federal), Kliegme's international agreements or the Kliegmean Constitution.  
The president is further empowered to grant federal pardons and reprieves, and to convene and adjourn either or both houses of the Federal Assembly under extraordinary circumstances.
Other powers of the president in the sphere of legal activities and in his interaction with the parliament include calling elections to the State Duma, dissolving the State Duma in certain cases, and calling a referendum.
Foreign Policy Direction
The president is invested with extensive rights to implement the state's foreign policy. The president determines Kliegme's position in international affairs, along with the prime minister and the government of the federation, and represents the state in international relations, conducts negotiations and signs ratification documents. The president appoints and recalls diplomatic representatives of Kliegme to foreign states and international organizations. These appointments are preceded by consultations with the respective committees or commissions of the two houses of the Federal Assembly. The president signs international treaties. The president, after approval from the Federal Senate, may declare War.
Domestic Policy Direction
The President determines the objectives and targets of Domestic Policies with the prime minister and the government of the federal republic. They are to be implemented both by the president himself and by the Government of Kliegme within the bounds of their authority. The president’s fundamental positions on domestic policy issues are expressed in his written decisions regarding draft federal constitutional laws and draft federal laws, as well as his letters explaining the reasons for rejecting draft federal laws. Within the bounds of the authority granted to the head of state by the Constitution and other laws, the president also shapes the basic domestic policy guidelines by issuing legal regulations and through organizational and regulatory activity, such as issuing decrees and executive orders. Each year the president is required to make an Address to the Federal Assembly regarding the situation in the country and the internal and foreign policy of the state.



The Prime Minister of Kliegme
The PM of Kliegme(Honoka Kalinina of the DuK) is the de jure Head of Government of the Federal Republic of Kliegme, but due to the central role of the president of Kliegme in the political system, the activities of the executive branch (including the prime minister) are significantly influenced by the head of state (for example, it is the president who appoints and dismisses the prime minister and other members of the government; the president may chair the meetings of the cabinet and give obligatory orders to the prime minister and other members of the government; the president may also revoke any act of the government). Nontheless, The PM is entitled to the duties and authority of nominating members of the Cabinet and taking the lead in fully implementing domestic and foreign policy as formulated by the president.

Kliegme's Economy
Kliegme is a developed country guided by a mixed market economy system, with a Nominal GDP of 1.8 trillion. While traditionally being a country with a armed neutrality-foreign policy, choosing not to be involved in the affairs of the South Pacific, Kliegme trades often with other nations, exporting Kliegme's plentiful resources and manufactured goods(for an example, electronic goods), in exchange for Heavy Products such as Automobiles or Airplanes, and Medication. Kliegme's Main industry lies in Manufacturing, Mining, IT industry, and Tourism. 
Kliegme's Policies
Conscription- Conscription is used in Kliegme, the term of service is 12 months; and the eligible age is between 18 and 27 years old. Deferments are provided to undergraduate and graduate students, men supporting disabled relatives, parents of at least two children and—upon Presidential proclamation—to some employees of military-oriented enterprises. Men holding a Ph.D., as well as sons and brothers of servicemen killed or disabled during their military service, are released from conscription.

Federal Subjects of Kliegme
  • Federal Oblasts- Federal Oblasts are constituent political entities in a federal union with representation in the Federation Council, and serve as a first-level administrative division. Each oblast features a state government holding authority which is lead by the Governor, Proclaimed by the Federal Represantative of the House. A state legislature, the Oblast Parliament, is democratically elected by its Residents. Oblasts make up Federal Districts alongside Federal Cities.
  • Federal Districts- All of the federal subjects are grouped into four Federal Districts, each administered by an envoy appointed by the President of Kliegme. Federal districts' envoys serve as liaisons between the federal subjects and the federal government and are primarily responsible for overseeing the compliance of the federal subjects with the federal laws

Central District-Most Populated and Economically Developed
  • Federal City of Mumiea: The Capital of Kliegme, and the Largest Metropolis in the nation. It is home to Kliegme's Major Companies, which utilize Mumiea's Wealth pretty well. It also has nice parks, and a well-organized subway system. It also is the Centre of education, with Kliegme's most bright signing up to the University of Mumiea. A lot of Government Buildings are located here as well.
  • Hakoza Oblast: Due to it's well maintained infrastructure with Mumiea, Hakoza Oblast houses the Tsukumo International Airport, the gateway of Foreigners to Kliegme. There is also an Nuclear Power Plant located in the Oblast, giving power for the entire District. The City of Bealz, is too an port city, and houses a Casino. Only Foreigners can use it, however.
  • Federal City of Yatagaru: The Control Centre for Kliegme's Weather, GPS, and Research Satellites are located here, alongside the Tsukumo Observatory. The Island was connected to the Kliegmean Mainland in 2018.
  • Ourokro Oblast: The Industrial Core of not only the district, but the entire nation. Many factories and research labs are located here. Borossirk is the 4th most populated City in Kliegme.
  • Nadeyatsya Oblast: An Innnopolis. This oblast is home to many Government Research foundations, most importantly the Kliegmean Nuclear Power Research Foundation(KNPRF), and the Kliegmean Aerospace Research Institue(KARI) which is why Foreigners cannot tour the Oblast without Monitorization.
Itrysh District-Named after the River that Kansata Oblast's Capital, Phonixburg resides in. It is a well developed region.
  • Ceresia Oblast: a Tourist destination, Well known for its Natural Parks and Hot Springs, it is where people come to heal after a long week of work. Most of the region is protected by law as a National Park
  • Calia Oblast: the Hotspot for Kliegme's Entertainment industry, with many Entertainment companies. Bisei's concert hall can be expected to be having some kind of event almost every week. It also has a lot of Historical sites, such as the Karnetvorian Royalty's Summer retreat being located in this Oblast. Bisei is a populated port city, and has a small garrison of Sallodesian Marines to protect a Naval base Leased to Sallodesia
  • Federal City of Gawrnov: "The Second-Capital". In fact, it used to be Kliegme's First Capital, as this is where the Karnetvorian Colonial Office was formed. It was only during the Allied Mandate of Crabry that Mumiea was used as a Capital City. This history leads to it being not only an Economical giant, but also home to several historical buildings, and political offices. A good Example would be Akuloi Dvorets, which used to be the residence of the Governor of Kliegme, and in some cases, even the royalty themselves. Kliegme's First President, Dmitry Kerensky, and all after him, decided that they would continue the Palace's history of Governing Kliegme.(tl;dr: the president lives here)
  • Kansata Oblast:populated by Alman Diaspora whom arrived in Kliegme's Colonial Era, it's development was thanks to it being near the Irtysh river, an important(even today) waterway of transportation. Phonixburg is a beautiful city with Gothic Architecture, and home to Kliegme's most popular Fast Food Chain: KFP/Kansata Fried Phonix(sadly, it serves Chicken)
  • Amel Oblast:This Oblast is populated by Australs, and its economic status is part of why Austral is an Official language, while Alman is merely an "recognized minority language". It is the IT hotspot of Kliegme, with many developers and companies for said developers. It also houses the Kliegmean Engineering Institute. Watsonville is the Third Most populated City.
  • Ninome Oblast: an Artist's Haven. Many Poets, Artists, and Writers have lived here during the Karnetvor Colonial rule, and museums and statues are built in their honour. It still continues the Artistic legacy to this day.
Nepolav District-Agriculture and Industry
  • Laminsk Oblast: Economical Power of the region, only dwarfed by Polkola. It is home to Bootcamps for conscripts, and houses the Federal Military Academy, the Kliegmean Logistics Command, Central HQ(Combination of Army, Navy, and Airforce HQ). The Oblast's Economy is very closely tied with the Military.
  • Nemosuzu Oblast: A city developed by rail. It is a must-see for those infatuated with trains, as The Kliegmean Railroad Corporation was founded here. It is also the biggest producer of Copper and Iron in Kliegme.
  • Omaria Oblast: at the Crossways where Itrysh is branched off, this Oblast is similar to Phonixburg, an important trade city. There is a Hydroelectric Power Plant located in this Oblast.
  • Shirovskaya Oblast: A wintertime tourist destination. As the Romordian mountainrange is not exactly the most safe, many tourists instead use Ski ranges built in the mountainous terrain of Shirovskaya. Botansk is home to Kliegme's oldest brewery: Kliegmea Distillery
  • Aloyets Oblast: An Agricultural region. Cows grown here are considered Top grade.
Transromordia District-located on/near the Romordia Highlands, this District was originally its own nation, which broke away from Karnetvorian Crabry during the Great war. While there are no separatist movements(mostly because the region is ethnically closer to Kliegme than Romordia), the People of Transromordia pride themselves in the fact that they strived for independence first.
  • Kometya Oblast: The Kliegme Project For Astronomical Researches are Set in this location, as such, Tourists can visit the Museum of Aerospace, it is also the testsite for Jet Engines of Kliegmean Design.
  • Sakudyerev Oblast: an Economical Giant in Transromordia. It was also the site of conflict during the Transromordia-Karnetvor Independence War, where the Defeated Karnetvor army signed an armstitice guaranteeing the independence of Transromordia.
  • Tsunoa Oblast: an Agricultural Powerhouse. This Oblast alone produces 45% of all produce in the country. Thanks to its position(a river delta), it has been blessed with rich soil and abundance of water.
  • Tokoya Oblast: A trade city, just like Phonixburg and Polkola. It houses the biggest Steel Refinery in Kliegme as well.
  • Kiryatska Oblast:This Oblast houses many refineries to make the resources mined in Amania Usable, and has a Nuclear Power plant to power everything. It also houses an Air base for Sallodesia.
  • Kansata Oblast: The most resource rich Oblast in Kliegme. Oil, Natural Gas, and Gold are all being mined here. Thus, this region is quite fortified, and sadly, the most polluted.
  • Memori Oblast: While Resource deposits were discovered in the region, Memori's Historical sites and Artifacts prevent any significant Resource Mining. Kliegmean officials seem to be fine with that, thinking of it as a reserve for when Kansata is drained.

The Armed Forces of Kliegme

The Armed Forces of Kliegme are the combined military force of the Federal Republic of Kliegme. Its personnell are divided into 2 groups, Active Personnell, and reserve personnell. With 400,000 Active Personell, and at least 1.5 Million Reserve Personnell, it is divided into 3 main branches. The Kliegmean Army, The Federal Navy of Kliegme, and the Kliegmean Air force. It is also split into the Logistical Support Command, and the Special Operations Command. Kliegme keeps a policy of diverting 4.5% of the GDP(81B in 2020) to Military Spending.

Personnell
Conscription is used in Kliegme; the term of service is 12 months; and the eligible age is between 18 and 27 years old. Deferments are provided to undergraduate and graduate students, men supporting disabled relatives, parents of at least two children and—upon Presidential proclamation—to some employees of military-oriented enterprises. Men holding a Ph.D., as well as sons and brothers of servicemen killed or disabled during their military service, are released from conscription. Personnell after being discharged from Active Duty is designated as a Reserve Personnell, only being mobilized for annual drills, or in case of War. 

If a conscript deems military service as their career, they may sign a contract which will allow them to go to a special training course for NCOs. If their experience and capabilities become acceptable to standards, they may choose to take courses in Military Academies, which will set them on a course to Officer ranks. Or, one may choose to enlist to an Military Academy if their academic and physical capabilities are acceptable to standards if they want to become an officer. This will skip the NCO stage. Enlisted forces make up 74% of the Personnell, while NCOs and Officers make up 26% of the Personnell.

For the Army, a Rank system goes like this. This rank system is shared with the Air force, but an additional rank between Warrant and Junior officer(Kadet) is added to designate Pilot Cadets. In the Air Force, Every personnell whose rank is under Junior Officer is to support the pilots in maintaining airbases and figthers, guarding the base from enemy attack by manning anti-air stations, or be on radar duty.

Education in Kliegme


In Kliegme, the state provides most education services regulating education through the Ministry of Education. Regional authorities regulate education within their jurisdictions within the prevailing framework of federal laws. Kliegme's expenditure on education is 4.8% of the GDP.

A 2019 census puts the literacy rate in Kliegme at 99.7% (99.7% for men, 99.6% for women), with 64% of Kliegme's adults (25- to 64-year-olds) have attained a tertiary education or a professional education.

Due to Compulsary Elementary and Secondary Education, The Government is expected to pay for all tuitions in Elementary and Secondary Education

In Kliegme, the grade of a student is reset as the student progresses through elementary, middle and high school. To differentiate the grades between students, one would often state the grade based on the level of education he/she is in. While obtaining a higher education in Kliegme is not mandatory, it is abnormal to not have one. This is due to Higher education being an overwhelmingly serious issue in Kliegmean society, where it is viewed as one of the fundamental cornerstones Kligmean life. Education is regarded as a high priority for Kliegmean families, as success in education is crucial for improving one's socioeconomic position in Kliegmean society. Academic success is often a source of pride for families and society at large. Graduating from a top university is the ultimate indication of prestige, high socioeconomic status, promising marriage prospects, and a prestigious and respectable white collar career path. Many Kliegmean parents hold high educational expectations for their children, and to uphold the family honor, many Kliegmean children are expected to go on to university and take part in a prestigious white-collar occupation as their future career choice. An average Kliegman child's life revolves around education as Students are faced with immense pressure to succeed academically from their parents, teachers, peers and society. This is largely a result of a society that has entrenched a great amount of importance on higher education, with those lacking formal university education often facing social prejudice as well as significant life-long consequences such as a stagnant and lower socioeconomic status, diminishing marriage prospects, and low possibilities of securing a respectable white collar and professional career path.

While this zealous fervor on Education has provided Kliegme wjth comparatively high test results and played a major role in ushering Kliegme's economic development while creating one of the world's most educated workforces, The system's rigid and hierarchical structure has been criticized for stifling creativity and innovation; described as intensely and "brutally" competitive, The system is often blamed for the high suicide rate in Kliegme(27.5 per 10,0000 people), it is also criticised for causing labor shortages in various skilled blue collar labor and vocational occupations, where many go unfilled as the negative social stigma associated with vocational careers and not having a university degree continues to remain deep-rooted in kliegmean society.


Kindergartens
According to the 2012 census, 72% of children (78% urban and 47% rural) aged 5 were enrolled in kindergartens. Kindergartens, unlike schools, are regulated by regional and local authorities. The Ministry of Education regulates only a brief pre-school preparation program for the 5–6-year-old children. The number of kindergartens have increased as a result of more women entering the workforce, growth in the number of nuclear families where a grandparent is often unavailable to take care of children. Kliegmean kindergartens are expected to start teaching how to count, add, subtract, and read and write in Karnetvorian. Children in Kliegmean kindergartens are also taught using games focused on education and coordination to teach body parts, food and nutrition, and healthy spending habits. Elementary Education
Elementary Education is conducted by Elementary Schools, which consists of Grade 1 to Grade 6(6 to 12 in Age). The curriculum is usually as follows:

Usually, the class teacher covers most of the subjects; however, there are some specialised teachers in professions such as physical education and foreign languages. The Class Teacher is also tasked with providing a good care for the Class that they are in charge of.


Secondary Education-Middle School
Middle schools in Kliegme consist of three grades. Most students enter at age 12 and graduate at age 14 or 15. Middle school in Kliegme marks a considerable shift from primary school, with students expected to take their studies much more seriously. Most middle school students take seven lessons a day, and an optional eighth “lesson” of extracurricular activities, like clubs. Unlike high school, middle school curriculum do not vary much from school to school. Karnetvorian, Algebra, Geometry, Austral, social studies, and science form the core subjects, with students also receiving instruction in music, art, PE, Kliegmean history, ethics, home economics, secondary language, technology. The final year of middle school examination, is when scores become very important for top students hoping to gain entrance into top high schools, and for those in the middle hoping to get into an academic rather than a technical or vocational high school. Secondary Education-High School
High schools in Kliegme teach students for three years, from first grade (age 15–16) to third grade (age 17–18), and students commonly graduate at age 17 or 18. High school students are commonly expected to study increasingly long hours each year moving toward graduation, to become competitive and enter extremely attractive universities in Kliegme.

High schools in Kliegme can be divided into specialty tracks that accord with a student's interest and career path or a normal state high school. For special high schools, there are science (Science high school), foreign language, international, and art specialty high schools that students can attend by passing entrance examinations which are generally competitive. These schools are called special-purpose high schools. Autonomous private high schools are relatively free of the policy of the Ministry of Education. Also, there are schools for gifted students.

High school is not mandatory, unlike middle school education in Kliegme. However, 97% of Kliegme's young adults do complete high school.


Advanced Education-College and Universities
Higher education in Kliegme is provided primarily by universities (national research universities, industrial universities, teacher-training universities, broadcast and correspondence universities, cyber universities, graduate schools, open universities, and national universities of education) and colleges (cyber colleges, technical colleges, colleges in company, graduate school colleges) and various other research institutions.

Entrance to Kliegmean universities is based largely on the scores that students achieved on the Единый государственный экзамен(Unified State Examinations or ЕГЭ), which accounts for 60 percent of the admission criteria while the remaining 40 percent is dependent on grades from comprehensive high school records. In addition to the ЕГЭ scores, universities also take volunteer experience, extra-curricular activities, letters of recommendation, school awards, portfolios into consideration when assessing a prospective applicant.

Due to Stress from the past 12 years of Education, and the entrance itself, most Kliegmean Young adults tend to spend the first year of University being lazy, however, this is also due to the First Year of University being not accounted for a degree.
