First Huawan - CE talks
#1

She had sent the letter.

The letter for the government Island summit had been signed and sent off through the Ambassador's communique. She took off her glasses and sighed before pinching the bridge of her nose. She looked outside, the sound of the sea followed the slow rocking of the ship.

[Image: OIP.JNeg6CUYatAp5QrNIa6NUwHaE4?pid=ImgDet&rs=1]
As the reenactment of the Jade Voyage went along, the ships sailed the original paths of history. 8 large floating cities 140 metres long and 60 metres wide, at its time carrying over 500 to 1000 tradesmen, diplomats and expenditionaries.

Now these ships sailed after extensive reworkings, and refurbishing for the reenactment. The ships were divided into two fleets, accompanied by a large fleet of modern warships escorting these impeccable monoliths of Peonic naval history, innovation and cartography. The voyage was filled with historians, sailors, marine conservation societies, tourists, and holidaymakers capitalising on an "around the world" voyage.

The Peony herself went on one the flagship of the 2nd fleet for a week, to have meetings with some ocean conservationists, the historic naval society of The South Pacific, and the revered South Pacifican Cartographers society. Although she had to cancel a couple of her arrangements for an important one.

The CE gave the Peocracy the needed follow-up for their requested meeting, and The Peony understood the importance of meeting with the newly formed CE. Although it wasn't as important as meeting with the heads of states of her founders, it would be best to be acquainted with the CE and voice Peonic... opinions.

[Image: R.8ae748bfe2c616f56b34b23312eab803?rik=5...ImgRaw&r=0]
As she gazed longingly at the sea and the horizon off 20 degrees east and 60 degrees south of The South Pacific, a message popped up on her tablet, the CE secretary general has recently landed in the RPNV Sakura, which was a Jobu-Masako 10th Generation Nuclear Aircraft Carrier, and the modern pride of the Peonic navy. A helicopter has picked up the delegation and is moving to the treasure ship.

"How fitting," she thought, that after 600 years of the voyage, the pride of the Peonic navy sees its 600-year-old ancestor, with both a testament to Peonic influence over the waters of the planet. Passing of a torch, or a testament for the strength of an empire moulded by centuries of rich culture, history and effort that decorates the silk road it walks on.

But one thing is for sure, when the helicopter lands on the stern of Treasure ship in a temporary helipad, the newly appointed CE secretary general, and the Concordia Entente itself, will understand the importance of a Peonic partnership, if not a clientship. So The Peony stood, and moves out of the admiral's study, along with her guardians to the meeting spot.

No need for any ceremony, a one-on-one talk, on a table situated on the plaza of the treasure ship with its gigantic sails towering over it. The Peony was to meet the secretary general in person, before moving her for a cup of tea, coffee and a much needed discussion.

"And a needed discussion, they shall have," said The Peony, looking over a shadow of a helicopter approaching, with the winds blowing where the future shall be.

The helicopter was a Black Shrike, a renowned Sallodesian utility helicopter used worldwide and battle tested in numerous fronts. The Secretary-General was in truth frustrated at this whole situation. She had preferred to finish the job in Bareland before fully committing to her new role, but political bickering between allies and the Peocracy as well as talks of foreign bases in Huawan required her immediate attention. She even felt that she had betrayed her troops in Bareland for this whole visit, despite the Joint Command giving her their approval. It still tasted bitter.
Finally the helicopter landed on the deck of the treasure ship amidst the Peonic fleet. Sure the Peony wanted to send a message, but in Corina's eyes it seemed too grand for all this. Though she blamed her Stoinian perception. Stoinians weren't famous for their megalomania and rarely understood such drives. Preferring to leave each nation to their own strengths in their own corner. However, times had changed and Corina was chosen to the position perhaps for her very Stoinian attitude.
Corina had chosen to wear her battle uniform over any form of dress uniform. She wanted to show that in fact she still believed she belonged with her troops in Bareland. As the helicopter's rotatory stopped, she jumped out of it. Putting her boots on the wooden ground and making a loud noise while doings so. She had arrived and quickly put on a smile as wind flared up her hair in every direction.
- "Your Majesty, permission to come aboard?"

"Permission granted!" said The Peony as she welcomed the secretary-general. She looked at the sharply dressed Stoinian general, battle tested, battle worn with a newly fashioned "CE" uniform. The helicopter stopped its rotors as the general took off from it.

"Salutări, excelența voastră" said The Peony, bowing a bit at the general before shaking her hand, she respected the general. As a sign of good faith she dusted off her old language book when she studied in Stoinia, "it is a pleasure to be of acquaintance with the secretary-general of the Concordia Entente. Please follow me, it'll be a bit of a walk to the table."

The guardians motioned to position themselves, and The Peony made way with the Secretary-General by her side and her trusted guardian Rin Kagamine walking behind them. Continuing to speak near fluent Stoinian

"The voyage is currently en route to Ikreijin while the other fleet is arriving soon to Besern. I believe within a couple of months they will arrive to Stoinia, much like the previous Jade voyage was." mentioned The Peony, " I do hope you like tea or coffee, honoured Secretary General."

Noica was a bit surprised by the Peony's Tarnese. Sure she knew the Peony had studied in Stoinia, but she didn't expect such a welcome. Despite her best efforts to recall one of the Peonic languages, she didn't know for certain. She replied to the Peony in her native tongue as she bowed.
- "Thank you, your Majesty. I'm afraid my Huawanese isn't at the level of your Tarnese, but I welcome the gesture."
Noica eagerly followed her alone as she gestured to her personnel to stay put.
- "I'm fascinated to see these reconstructions. Stoinia hasn't been much of a sea-faring nation, that was more of Sedunn's department. Personally, I'm more of a tea fan. Does your Majesty perhaps have some green tea in the offering?"

"Yes, these behemoths of the sea were one of the largest marvels of this world." Said The Peony, as she sieved some matcha powder before properly steeping and whisking it with a traditional bamboo whisk.

"The Jade Voyage allowed the Feng Dynasty to secure trade routes and foreign diplomacy for centuries to come. The Feng dynasty brought technology, influence and goodness of our lands to all, in exchange for the treasures and goodwill of every nation the voyage visited, displaying it in our respectable alms. These efforts sought to bring the region closer together with these floating cities, as well as chart this magnificent region."

[Image: R.b08e1cab58894cde6e17318588c19f7d?rik=p...ImgRaw&r=0]
After finishing the proper whisking, The Peony took the cup of matcha and presented it to Secretary-General Noica with reserved respect. She sipped the perfectly prepared matcha tea before looking out to the sea.

"I am proud that our people inherited the spirit of those that built these floating cities, and I am proud to be her guardian." Said The Peony, "our will to explore and our will to continue to push through the limits for the sake of peace, prosperity, and progress. Hand in hand, with our allies."

The Peony looked wistfully at Secretary-General Noica, and closed her eyes before staring with an austerity she reserves on specific occasions. She was the Empress of The Peocracy, and she hopes that the bitterness and mellowness of the matcha be an indication of her tone. She decides to speak this in Austral, to ensure that her words are clear.

"I shall be blunt, The Unitary Peocracy of Huawan shall exercise its rights of sovereignty and act towards its interests of its statesmen and no others. We wish to cooperate with whomever we believe would allow us to progress further towards our goals. Our nation has helped the allies beat the imperialists in the Great War, create the great joint aircraft production venture of Aeronaut, become a founding member of the World Forum and continues to champion peace and innovation above all. We try to bring prosperity and order amongst the everlasting turbulence this region experiences and seek to use every opportunity to advance ourselves through truth, honesty, and fair effort." Said The Peony,

"It is our sincere belief that the CE is built for it, to try and stabilize the conflicts that we have on our plate. Whether it be against the RIM, the Ryccian Junta, Point Rain Armories, Nicholas and Great Britain, the strain between Eareamia and Rondenia, as well as the current conflicts in Bareland that you know all too well."

The Peony paused to sip her tea, before continuing.

"Allow me to explain beforehand of the attitude of the Royal Palace and our legislative representatives. Our government believes that in these turbulent times, the taking of sides is counterproductive." Said The Peony, "Between you and I, as it stands The Peocracy believes that if we were to start joining the so-called "Izaakian bloc", or the "CE bloc". Rest assured we will shut ourselves in, our borders closed, our people apart and cooperation impotent."

[Image: R.34c4c3af7c1c4f79036469fd3a8bfebf?rik=%...ImgRaw&r=0]
"Surely even now you realize that several states in Northern Cordilia and several powers like Izaakia and Besern view the CE with guarded mistrust, and member nations of the CE have viewed those willing to work with other non-members as sheep to a shepherd. The current geopolitical alignments in Northern Cordilia is a telltale." said The Peony, "I'm sure you would agree that this tempo is unbefitting, and this world could not progress without the cooperation and willpower of others. Hereby, our adoption of the "non-alignment policy" would allow us to open our arms to all that wish to sail with us into the ever-bright horizons in front of us, our refusal to build walls and continue to extend our hands in good faith, and that is what I ask from you."

"As it stands the Peonic government would not consider nor pass an edict for a membership with the CE, if its true agenda is the containment of progress from those who aren't a part of it. Therefore, we would like your assurance that the CE would operate true to its principles, not a secluded club of countries, but one willing to cooperate with others and open to partnerships." Expressed The Peony, sipping her matcha before continuing.

"It is therefore our express wish for the CE to formally view us and any countries willing, as formal partners, nationstates with areas of mutual interest, including the current emerging security challenges, and some may contribute actively to CE operations either militarily or in some other way. We understand that the current events in Bareland have been an Achilles heel in the formal formation of this organization, but I assure you that partnerships are easier to write than pulling the trigger of a gun."

The Peony opened her palm and asked for her High guardian to come, Rin walked with poise, knelt down to General Noica and presented a letter on both her hands.

[Image: OIP.OknLM3TVdrFBrMjrfIllhgHaE7?pid=ImgDet&rs=1]
"We also wish to formally invite the CE to the Syldavian conferences in Government Island to try and clear any doubt for its non-member nations of its intentions and structure, so that we can clear any misconception of this organization. I am sure this will also aid in the CE to gain further partnerships, and defuse any conflict with the USI" Said The Peony, "as a sign of our readiness to partner with the CE in its operations, we are prepared to provide sufficient military intervention against the Denver Nationalists and the RIM alongside the CE command and the Izaakian garrison in Bareland. Our forces are mobilized in Kai Fa, Myria and our naval fleets in the region are able to attack at my command."

The Peony then opened her tablet and gave it to General Noica, a signed agreement between The Peocracy and the United Kingdom of Emerald and Denver. She continued to mention, "I've also made a formal agreement with the government of the United Kingdom and we have agreed to help reconstruction of vital infrastructure and public service as well as an extensive provision of needed humanitarian aid to ensure a brighter future for the United Kingdom. We are also willing to provide similar aid for Spiras, and ensure the stabilization of Bareland. Of course, this might be too much to discuss in one teatime, we can discuss further the terms of our partnership status after the Syldavian conferences, which I hope for the CE's attendance."

The Peony repositioned herself and took a small macaron. She switched back to Tarnese.

"I commend King Andrei to push for Stoinia to take the reigns of this organization, as we see Stoinia and the Sunrise Triad as faithful partners for development, and we have much trust in you to be a great ally of Huawan. As such I have no doubt that this organization would appreciate our partnership, in the same way other states would appreciate yours" She bit a macaron before asking General Noica, seemingly overwhelmed by the exposition "....Please honorable General, pray entertain me with your thoughts."

Noica enjoyed the process of tea making by the Peony as she further studied the construction of the ship. Truly the Huawanese had earned the right to be considered a naval power centuries past. The commerce and wealth they had gained from it had helped built their modern reputation. While the Huawanese were rightfully proudful of their history of trade & so too were the Stoinians. Perhaps they weren't as internationally oriented as other nations, but they too had their achievements. Although it was the firm belief of the Stoinians that every nation had the right to remain in their little corner of Pacifica as they wished only for it be be put aside in large cataclysm such as the Great War and the Seven Pillars Tragedy.
- "I believe the Entente members have similar goals your Majesty.Thank you." Shed said in Tarnese as she accepted the tea and took a first sip from it.
She tasted the bitterness and she had heard how the royalty was a fan of subtleties. For a split-second Noica's bluntness and lightning stare came to light, but she quickly suppressed it as she didn't want to anger the Peony. Noica was a military woman in nearly every sense which combined with Stoinian bluntness likely would clash with the subtleties required as part of her new job as the Secretary-General of the CE. However, she had learned a thing or two from the Defence Minister Gen. Codreanu, a close friend of hers. She was however relieved by the Peony's bluntness. She listened carefully to the Peony's words and tone, scanning for any subtleties. After the Peony's little monologue she too continued in Asutral.
- "Entente members too have proven to be partners ushering innovations and projects to maintain peace. Be it founding as members of the World Forum, Aeronaut & SkyHopper, CMEC, peace keeping missions across the South Pacific and the CPSC. We stand amidst the nations that helped build a brighter world together with you. Despite our many differences, we've come together once again to form a defensive pact. It should be noted that our joint Bareland operations only came after an invasion and intervention of another. Nor are all CE members involved in Bareland. We are a defensive alliance foremost, not a political one. The way we act shows that, be it Snolland in Hazelbrust or the Imperial Frost Federation in Spiras. As of yet we aren't a consistent political bloc nor is it our intention to strive towards the ideology of one nation. I saw it first-hand when negotiating with the IFF concerning the goals of each members military operation and aligning them together." She took another sip from the bitter tea before continuing. "What other nations such as Besern and Izaakia are concerned, they are under the wrong perception that we are a united political front. That we are not, instead we are purely defensive and they wrongfully see actions of member states as actions by the Entente. It is regrettable, but alas a misconception that has been allowed too long to spread and something I will address. However... I will be blunt with you as well as you were with me. One has to question Huawan's "non-alignment" policy. I'm a military woman and to me actions are more important than words and so far Huawan has shown sign towards an "Izaakian bloc" through increased trade agreements. That is of course your God given right, but when you start to operate overseas military bases with such a bloc, people begin to wonder how neutral such a non-alignment policy is. While I wish I could be assured by your words, your actions perhaps speak otherwise."
She took one final sip before putting the tea cup down on the table.
- "As for your perception of containment of progress, it is misplaced. The Entente's foundation is that of cooperation with democratic nations. You can argue with Izaakian tabloids about what is truly democratic, but I believe the Entente's vision is a nation's intention for a democratic process. Our members show that we accept many types of government and that we have a strong willingness to work with many nations out there and not contain our prosperity for ourselves. Once the organizational structures are finalized, we will take any membership application in serious consideration. From Livana to Andrendia, to even the nuclear regions from Denver to the shores of Kosbareland, the Concordia Entente wishes to work with all of them. Peace and prosperity for all is the drive of our organization. I say that as the Secretary-General and as a Stoinian: A maioribus nostris, pro filiis nostris."
Noica then proceed to read the letter. She was both overjoyed and frustrated. The Peocracy had shown a step towards the CE now, but the personal battle plans she had made could have been for nothing.
- "I thank you for the invitation and I most certainly will be there at the conferences. Although I may speak very little in the name of the foreign affair of Entente members, I will put the minds at ease concerning the Entente itself. I must say I'm a little surprised the Union government didn't discuss such operations with us. Military operations are my expertise and I can tell you they are quite complex. However, I believe it may be possible for Huawan to join our efforts. I would suggest your military officers in charge of your nearby strike forces to contact me so I can coordinate our forces with them. As for the humanitarian aid, Stoinia will most definitely be pleased to hear they won't be alone in reconstruction efforts. Though the Entente will leave reconstruction efforts up to its members which likely also will accept your summit's invitation, so far the most vocal of them has been Stoinia. We welcome the gracious partnership Huawan is offering us, a testament to our shared will for a prosperous future."

The Peony was glad as she listened while eating her macaron, they were getting somewhere, and she has to press on.

"You know how matcha is prepared?" asked The Peony, "from the shade-grown tea leaves prepared before harvest. Where instead of being given to sun like other tea, they are sheltered to slow down growth, increasing the chlorophyll level and increase the amino acid."

[Image: OIP.44yIBBvatUPv-PAbgZlweAHaE8?pid=ImgDet&rs=1]
She prepares another cup of matcha, sieving the clumps from the jar. "As you harvest them, they are laid out instead of rolled up. And so the age would cause them to crumble, into what we know as tencha. Afterward they will be deveined, destemmed, and finely ground to matcha." explained The Peony, as she took some water and steeped it once more, differently, this time, as the aroma of fine matcha wafts in the air and dances with the smell of the sea.

"Of course, its taste and nutrition would differ on where and how it's been grown." she provided General Noica with her own cup, and invites her to deeply inhale and savor the matcha's aroma. "that is delightful... naturally the highest quality of matcha will taste naturally sweet without any sweetener, tasting nutty or malty as well as a floral and refreshing flavour, I can do detect a hint of umami as well. Yet... you can never get rid of a hint of bitterness once you've thought about it, much like coffee, you can put matcha on cakes, milk, noodles, yet it will have a sense of bitterness."

[Image: R.682c6134548588d765fdfd63af0fe185?rik=J...ImgRaw&r=0]
"Yet bitterness is not always astringency nor unwanted, it is pleasant if one would be able to use it to compliment the other flavours available." Explained The Peony, inviting General Noica to drink. The Peony sighed as she appreciated the matcha to calm her nerves "....It is the ultimate mental and medical remedy, and it makes one's life whole and complete. High regard and respect to it that you prepare them with such tender love and care, as the tea master Sen no Rikyu once said: "Though you wipe your hands and brush off the dust and dirt from the vessels, what is the use of all this fuss if the heart is still impure?" That is our philosophy towards tea, or one might say life, kindness and favour is invalidated with impure intentions."

The Peony took another sip at the cup of matcha, appreciating its complexity and its calmness after training in the Royal Court as a child. "The matcha is among the goodness we showed the world, boxes of it were given to monarchs and empires of old, it is a luxury of the noble and wealthy, but now its luxury is only accessible to anyone who would appreciate this verdant beverage."

The Peony paused to enjoy the wafts of the sea and the smell of matcha in silence. Trying to reduce the tension, before continuing with her explanation.

"The current details of our policy of non-alignment does not mean an autarky like our empires before, our policy of non-alignment meant a foreign policy which while keeping herself free from stringent military alliances, actively participates in international relations," explained The Peony with clarity, "it means a foreign policy based on national interest as well as on the demands of international objectives of peace and security. The sole goal is not only neutrality but also... what's the word...non-dependence. Our statesmen will definitely refuse to be transformed into a single predetermined group. Regardless of which foreign agenda. This is what my government is trying to distance against the isolationism our ancestors promote, which would be detrimental to Huawan and the power balance of the region."

[Image: R.f2988438799d00b77ebb07984c0a43e4?rik=t...ImgRaw&r=0]
The Peony continued, with calmness and friendliness to the general. "Our partnership with Izaakia is primarily for the security of Keylian waters, and for the international settlement of Peonic Expedition in the Arctic as well as the safety of Peonic vessels operating in Keyli. Which has been threatened constantly as of late. We view unilateral dependence with Izaakia flawed, yet co-dependence is a fruitful venture."

"The main purpose of our inclusion is primarily for the southwestern quadrant of The South Pacific houses Izaakia and Techganet, two of the most powerful nations in The South Pacific. A needed stabilization of the balance of power in the corridor of the Gulf of Good Omen, which is currently the only ocean highway that links the two continents together." Explained The Peony, with a serious brow, "It is in the interest of Huawan and central Cordilia to ensure that this ocean highway remains open, and ensure transport between Cordilia and Keyli continues to be accessible. Ranging a transport from Ceretania to Izaakia."

The Peony took another sip of the matcha she prepared, before continuing, this time in Austral. She hit the boundary of her limited vocabulary "The USI, Techganet and Huawan knew of this delicate power balance in the region, and we deem cooperation highly necessary to ensure this area remains open, and I'm sure the President of Karnetvor has mentioned the importance of this corridor to the CE," said The Peony,

[Image: R.3411af5fa6d2a3cc1ac706f0528785c8?rik=S...ImgRaw&r=0]
"Our cooperation with the USI is based in historical and cultural ties which both of us hold dear in sisterhood, but as timeless as our affection is, our partnership is based in this delicate power balance, and a united front against aggression of our sovereign right. Yet our foreign relations could not solely depend on each other's reactions, which I'm sure the USI understood. Regardless, I hope that the inclusion of the CE in the Syldavian conferences would try to defuse these tensions and clear any... regretful miscommunications."

"Furthermore, there is never any rest with the usual instabilities in the region, especially with the looming Ryccian aggression and the RIM sponsoring every inkling of insurgency with a blank cheque." Continued The Peony, "Lest we not forget that in the case of the Ryccian Mirrey, I understood a communique was sent to the CE detailing a formal request for help, provided that Ryccia would severely demilitarize and denuclearize, something the Mirrey government wouldn't agree to, rather clinging to their missiles like dolls. They are also uncompromising in providing an equal value of return to those that wish to help Mirrey, we understood since both the Sunrise Triad and Huawan offered such to Mirrey."

The Peony then sat silently. Taking a breather to compose her words, she gave an earnest smile to the general.

[Image: OIP.MDQgaD-83H4Sjs__Ld8xdAAAAA?pid=ImgDet&rs=1]
"The actions of my government is understood to be somewhat similar to a patient that has MPD, I can't really blame such an assessment, especially with such a turbulent air in the region, nations deem it fashionable to start drawing lines and I know fashion to understand that trend is everything." Explained The Peony, "Nevertheless, we would not compromise our national interests for the sake of trends, that is not who we are, The Peocracy of Huawan is prepared to partner with all of those that have good faith in its dealings, honesty in their words and justice in their cause. If our current actions with the Syldavian Conference and multiple agreements with nationstates, including total aid to the stabilization of Bareland and Crabry are nothing but good faith. Pray tell me, what must we do for the CE to ensure we are in good faith to all?"

- "Rest assured that the Entente wishes not to change the power balance of the Cordillian corner. While Karnetvor is our ally, we haven't made any movements to provoke anyone in said corner. We understood that once we do such actions, people are rightfully worried, but that hasn't happened. Our current focus of military operations lies in Bareland after all. All members of the Entente have no wish to escalate tensions in the world. The alliance was created to preserve the existing bonds between our nations. While we understand your actions, we do wonder if a military partnership with Izaakia is the only course to achieve your wish to secure trade routes. Your government mentioned before how Huawan is a valuable member of the World Forum and as such an experienced diplomat. Members of the CE however remained shocked by the perceived radical move. I believe that to ensure good faith between the Peocracy and the Entente diplomacy will be of vital importance. Let us continue to have a dialogue to voice our concerns. Not just with the Entente at large, but with its member states as well. I've learned throughout my experience that talking as a team grants you the best results instead as rivals. Your aid to stabilize Bareland will be noted and show your willingness, but keep in mind that moving to any military actions & partnerships without diplomatic talks will undoubtedly lead to wrongfully perceived intentions. So in summary, I think we need to continue to be honest with one another."
Noica smiled before taking a sip from her tea again.

The Peony nibbled on some macaron as she tried to construct the words on her mind. She continued

"It is not the only course, but it is, what my government deems, the best course in this particular point in time. Nevertheless, I trust my councillors and ministers to ensure that the decision they make is true for the statesmen of Huawan and I shall use my royal prerogative with fairness. We will do our level best for good governance." Said The Peony, "as such, we humbly expect that the CE would carry out well-thought decisions and fair relations with the Peonic commonwealth, with a sound manner, General Noica."

The Peony finished her matcha, she wiped her mouth with the tissue. "Soundness" she thought. She knew that the meeting was enough to relax the tensions between the CE and Huawan, while there are more things that could be discussed, top-level discussions with her government would have to occur. There will be much larger things to unpack before and after the government island summit.

"Assembly," she thought, as the High Commodore taught her, "assembly."

The Peony was satisfied, her agenda was completed with flying colours. The Secretary-General CE has privately understood that an external Peonic partnership is a prospect worth looking into, though not easily cheapened from The Peony's own generosity. She took this as a win.

"Attend me." she said in mandarin, when one of the Peonic guardians, Sebastien Lister, carried a gift box and presented it to The Peony and her guest.

[Image: OIP.y2LG3rsgAJKAYDvN9WmGAgHaHa?pid=ImgDet&rs=1]
The box included fine mandarin porcelain for a matcha container with traditional markings yet very sophisticated construction, filled to the brim with matcha that's adjusted for normal process, and not strictly for ceremonial use, yet still as wonderful and better for mixed consumption. Next to it is a beige silk scarf with golden threads interwoven by fine craftsmen with elegant imagery of dragons and cherry blossoms flowers, signifying continuous prosperity. The silk scarf was tied with a jade islamic tasbeeh/paternoster, the knot was closed off with a red jade cut to symbolize the symbol of the yin and yang.

The Peony touched some of the gifts, particularly the jade and the silk to acknowledge their good quality and Peonic custom to imbue well sentiments of its giver to the receiver.

"I do hope you and your family would love matcha, and do not hesitate to tell our royal ambassador to the CE should you need more." whispered The Peony, subtly hinting, "this scarf would be excellent for the cold summer of government island, silk is a nice insulator for the cold even in the arctics of Keyli."

It was a nice gesture and a nice message to the CE secretary general about what she might expect in her tenure. "All the best and nothing lesser" was the only thing the Peony wished. After the General's attache accepted the gift, The Peony drank her final sip of the matcha.

"I believe we are done now. Is there anything else you'd like to discuss, honourable general?" Asked The Peony

Noica understood the subtleties from the explanation the Peony gave her, however she was a military woman first and wouldn't wear such jewelries as part of her political career. She also felt it wouldn't be a wanted sign towards the Peony as well as the Entente's members. Nonetheless, she needed to play it cool for now.
 - "I thank you for these gifts, your Majesty. I'm afraid I didn't come prepared with such eccentricities. Let us just say that my gift will be to finish the Denverian Civil War as soon as possible. To you and the entire world."
She gave the Peony one final smile before bidding her final goodbye and well wishes before leaving. The tensions were lessened and the two factions had voiced their concerns eye to eye. This had been a win in itself, but Noica couldn't help but wonder how Entente members would react to the Peony's future actions. Alas, right now she had to return to her duties in Bareland.
