International Broadcast #1: ''On the Whistleblower Situation'' A whistleblowing investigator, [REDACTED] from the Department of Information within the Ministry of Law Enforcement has de-classified information relating to threats of internal instability. The document was dispatched to his superior, Head Commander, [REDACTED] - Department of Information and to the Office of the Head of State of Viliakmon.
The Document reveals corruption within the Ministry of Law Enforcement, claiming that it's become "a vassal government body working for a large faction coming from the Ministry of the Secret Agency". It appears that certain Departments, contrary to The Constitution, have allowed cooperation of certain criminal organizations with certain employees of the Agency. Per usual circumstances, this would be breaking the Omerta rule outlined in Article III of The Constitution and any such cooperation would leave the criminal organization arrested by the Law Enforcement and prosecuted. The Document continues to note that "this state within a state" is constructed by employees within: The Ministry of Law Enforcement, The Ministry of the Secret Agency, "foreign factions who are traitors within their own countries", Viliakmoni and international crime cartels, certain mountainous clans situated near Prilyep others. The whistleblower has warned both the international community and the Associated Clans of Viliakmon to further inspect this threat as "their plans appear to be global - I have not been able to gather whether they want instability, control, money or something else, but I suspect something else is involved". The Document contains specific names of employees within The Ministries of Law Enforcement and the Secret Agency, as well as their allies within organized crime. The Document was thoroughly inspected and its' content have been proven to be "well-researched, error-proof and thus true". This specific set of information involving specific names is disclosed, both to the general public of Viliakmon as well as the international community. Thank you for your time. International Broadcast #2: ''With Blood On My Hands'' Following the announcement of “Operation Shutdown”, it appears that the underground has already begun a similar procedure among their own ranks. On the 10th, a house on Terkdo St. in the city of Prilyep was molotoved to the ground, killing 18 members of the Pahsmeta Clan. The police found only a letter written in blood. The same letter can be traced to two other similar events. On the 11th to 12th, 7 cars have exploded in Sisli, Ikaranara. Investigations found that they were used by 14 different Viliakmoni nationals, all finding the same letter written in blood. Furthermore, they appear to have been supplying a rebellious group in Ikaranara with firearms, called “The Sislian Brotherhood”. Finally, this morning on the 12th, a drive-by shooting on Shoot up St. in Vailen, Emerald killed 9 Viliakmoni nationals, leaving behind the same letter. The 9 victims were later found to be selling illicit drugs, which were even found in their clothing upon being killed, to the locals. The money was used traced to Lt. Governor Count of Nord-Danvir, a government official of Denver. It was soon discovered that all 23 deaths carried with them the same Pahsmeta surname. The blood-written letter related to these murders says the following in Arromanean of Cielopiek dialect, a specific dialect only used by Bregoderian Clans in Viliakmon. “Cine rad a nomu protiva semen sau e prost ali las. Cine nu brana fara nomu e dauli. Semen pliguitu belki ashi sa maora si sa-si revina si sa-si ucida atacatorul. Cine cooperad cu nomi aca semeni - vrea sa ashi atacat ca borgi si nikodat razbunit.” Translated to Austral, it reads: “Whoever appeals to the law against his fellow man is either a fool or a coward. Whoever cannot take care of himself without that law is both. A wounded fellow man may either die and forgive his assailant or recover and avenge themselves. With the following events, all members of the Pahsmeta Clan cease to be alive. The ethnic background of both the Pahsmeta Clan and their assassinators appear to be Bregoderian. The police confirms that the Pahsmeta Clan was part of the conspiracy and was subject to arrest either way. The former Commander of the Military Police, now acting Minister of Law Enforcement and Secret Agency, Emin Tamir, said “The Pahsmeta were one of the major Clans in the conspiracy, but 7 more remain. The Viliakmoni government officials they’ve cooperated with are still under interrogation in order to extract more information.” As for the international connections, Tamir added “The Pahsmeta were bad at their job, Lt. International Broadcast #3: ”From Mount Tekar to Mount Mount Hope” Part 1: Battle of Hill 051 13th: Following the votes in the Parliament about Decree #8, two Clan representatives who voted against were later spotted with their Clans, by GCDP Watchtower between Mount “Tekar” and 051, crossing the border into territory 051. The GCDP informed the Military Police who started tracking them down. 14th: There appears to be a cave system connecting Mount Tekar to the hill ranged of Territory 051. A shootout lead to a cave-in. Someone of clan Buggddi decided to throw a hand grenade, killing the whole Clan together with 18 MPs. 2 remaining MPs used transmission to ask the V.A.F. for help. Helicopter Mockingbird landed near plateau incline as it couldn’t reach the destination. The “Platoon” was spotted by Clan Hafashashiri, leading Barletty to now say “This is probably why they got the defenses already up before we arrived”. 16th: “Thanks to the Recon Coprorals with us, we gathered information of the defenses on Hill 051. If we haven’t had that, we probably would’ve all died by sniper positions set on hilltops of the Senjo River.” The Platoon decided to split into two arrangements, moving past the defenses and attacking what appears to be former Base of Operations for dissidents of MSA. “The terrain is unmapped. Our troops are trained to fight both in mountains and in deserts, but this was eternal ice. Hill 051 was later estimated to be 6200km high by our Mountaineer Corporals.” 17th: The flank shock attack lead to us killing most of MSA dissidents along with all of Clan Hafashashiri. They’ve killed 35 members of the “Platoon”, mainly foot soldiers. Due to the terrain being incredibly volatile, after wounding the former Minister Blyutanov, both sides began retreating. Members of the “Platoon” were awarded medals of honor upon their arrival. Part 2: Interrogation: Two Hafashashiri who were not killed in the combat were already placed under arrest by the MP under the orders of MP Emin Tamir. Interrogations of dissident police and agency members has ended. Declassification of (some) information can now be revealed. Commenting on this entire event, Iakov Xhuglini said that “Viliakmon is stable and the transition of power appears to be stable, with the former Minister of Infrastructure retiring in Vertigo City and his Deputy temporarily staying in Karnetgrad until the borders open again. The entire event is a conflict within the Ministries of Law Enforcement, MSA and the criminal underground between those which saw benefits from the legal loophole and those that saw an issue with it.” The remaining 40 MSA dissidents will likely be captured by Tekarai officials, while the remaining 5 very powerful Clans have already been struggling against the other also very powerful 5 clans. T.C.P. International Broadcast #4: ”End of Operation Shakedown, Beginning of War of Five Clans” 40 MSA dissidents lead by Blyutanov were captured by officials in Tekarai. Despite shipping them to the city of Passsa, Founder Xhuglini sent a letter of invitation to meet the Head of State of Tekarai in Ochridae upon the extradition. The talk were held in “State Square” of Ochridae – full of monumental buildings of white marble, wide boulevards and greenery. The talks were held for 12 hours – contents of which we do not know yet.

He was put under house arrest conditional on him revealing everything he knows. It appears that compliance was accomplished, given the fact that Blyutanov is under house arrest back in his resort, surrounded by 50 military policemen.
Tamil has said “All of the information he could have gotten he revealed – I know this because we’ve already uncovered all the information from previous MSA. For betrayal, they will all receive 35 year long prison sentences with no right to trial or parole, after which they will need to be expulsed from Viliakmon. Such is the law.” Further, he said “The Operation is still continuing but I believe that the criminal underground will settle this themselves. Given the locations of each 10 families, I believe Viliakmon should now open its borders, but that’s not my decision.” Xhuglini has agreed and issued a final Decree of opening borders on the 19th, returning Viliakmon to its usual state. International Broadcast #5: ”The Manifest of Independents” With the resignation of the former Minister for Infrastructure and his retirement in Vertigo City; the Parliament appointed his former Vice Minister Ms. Rhea Nousi as the new Minister of Infrastructure. With that, the new Ten Ministries have all been re-appointed, forming the new government. On their regular inauguration and plenary session in front of the Parliament, they set a precedent by proposing a new policy during it. The new policy was constructed by "The Commission" consisting of: -High Commander of the Military Police, Tamil - now directly (HoS) appointed Minister of Secret Agency which has been rebranded as the 'Ministry of Secret Service'. -Ms. Aandersin, owner of "Blackwater Inc." in Esfalsa - now appointed Minister of Mining and Energy. -Mr. Lenko Panteliev of unclassified background who refused appointment as the Minister of Legal Affairs. Together, they drafted "The Manifest of Independents", which has been accepted by the rest of the Ten Ministries as a policy proposal. A quick run-down of the whole Manifest is as follows: The Manifest of Independents (policy proposal) Believing that Viliakmon has proven to be capable in providing security inside itself and abroad, we believe that this policy should adequately serve as a more...ambitious replacement instead of the Foreign Policy enacted by the Office of the Head of State.
-The Associated Clans of Viliakmon will provide security to the following areas: 049; 051; 058; 059. -V.A.F. Navy add patrol routes of additional 25nm outside of usual territorial waters of these territories and warn these territories of suspicious activities approaching. -The GCDP Border Watchtower and Border Security is to be more lax when met with regular citizens, private enterprises and regular militias of these territories. -V.A.F. Emergency Alarm System will include the borderlands of these territories if suspicious activity is noticed to be imminent. -V.A.F. will consider ANY attack on areas 049, 051, 058, 059 an attack on its' own sovereign territory and will aid these areas in defense, together with their own armed forces. -Should altercations occur between the four territories among each other, Viliakmon is to stay neutral but at the same time encourage a diplomatic solution to the issues, mediated by Viliakmon. -Viliakmon will provide aid (in military equipment and training, humanitarian medicinal research, lowered tariffs and a quicker refugee/asylum seeking refuge procedure. -These provisions bind only Viliakmon and it offers but does not demand the four areas to enact the same procedures. Voting is yet to occur in the Parliament, though unless the Office of the Head of State announces otherwise, the already enacted Foreign Affairs Strategy holds supremacy over this policy.
