A proposed change to the international law governing Genocide.

Terelia hereby calls upon all nations, in a meeting to modify the definition of genocide, agreed upon in international law.
Our proposed change is:
a crime committed with the intent to destroy a national, ethnic, racial or religious group of people or animals who have not violated internationally agreed laws, in whole or in part.

We hereby propose this change, seeing that the original does not include the intent to destroy political, social, economic, gender or sexual groups in it's definition, thus meaning legally they couldn't be called genocides.

The new definition is too vague from our perspective. A "group of people" consisting of persons, who are not sharing a single common trait, except maybe for being humans, could then be called genocide. A school schooting would then be genocide. A terrorist attack would be genocide. It becomes even more absurd, if you think about the fact, that multiple countries, including Gianatla, and the WFIC have laws or guidelines on how to punish the attempt or the action of genocide. Now every murder or act of severe violence would generally need to be considered potentially genocidal.
This does not make sense in our opinion.

As for animals I am not entirely sure, we should or can use the term genocide either. Animal protection laws around the world already state most of the time, that the killing of a species, especially if cruel or unnecessary, is not allowed. Climate accords also call for more biodiversity, meaning that we need to limit what animals we kill in which magnitudes. Also I doubt that the definition really would protect animals, since most of the time animals go extinct by accident or as collateral damage, not because people are seeking to destroy a certain animal population.

All in all, this proposal needs some major refinement before we could agree to draft an international law based on it.

Regarding the point about animal extinction only being a collateral, that's precisely the reason why we did not choose to remove the part stating that it must be done with intent.
While I see your point about "a group of people" being considered too vague, how do you suppose we shall change it to include many different groups (be they religious, ethnic, national, racial, gender, sexual etc). Perhaps by making it "A group of people who share a certain trait"?

Defining Genocide:

Subject to be addressed to the Committee of International Law and and The International Court if census is reached


I Definition:

1. Genocide is: Any of listed actions whose intention is to globally or partially cause the extinction or significant damage to a group.
2. Partial significant damage is: Proportionally measured, depending on the group in question.
3. Groups are: Any, official or not, association with a clearly distinct identity, cultural characteristics and/or practices.

II Responsibility:

1. Genocide may be caused by: Officials of a specific government; Non-civilian Officials of a specific government; Armed rebellions who have procured a territory of any size; The State in its entirety.
2. Genocide cannot be caused by: Any armed group whose targets are clearly not aimed at a specific "Group in Definitions"; The nation(s) of The State--->
--->While entire States can be tried for Genocide, The entire population of that State cannot.

III Sanctions:

1. Genocide caused by Government officials of any type is to be sanctioned by: Regular procedure.
2. Genocide caused by Armed rebellions is to be sanction by: An additional investigation and trial determining whether the entire Rebellious group has committed Genocide; Regular procedure.
3. Genocide caused by The State in its entirety: Regular procedure; The State is to be labelled "a Genocidal entity"; Genocidal entities are to be expulsed from the international community and are exempt from protection of the international community or other States--->
--->Should another State still provide any type of communication to the Genocidal entity; they are to be labelled "a Genocidal entity" themselves.
4. Genocidal entity rehabilitation: The label and sanctions of "Genocidal entity" ends upon The State ceasing to exist and having been properly replaced by a new legal entity which is to be a legitimate "State"--->
----> The new legitimate State must re-enter all international organizations and relations which the previous "Genocidal entity" has been expulsed from.

IV Genocidal actions:

1. Killing.
2. Intentionally causing significant injuries.
3. Enacting any birth rate codification in which the Group is discriminated in; whether by its inclusion or exclusion from the legal code.
