That is why I added the temporarily unavailable clause. Most VD's should at least let someone know that they are not going to be around for a few days. This would allow the Cabinet to appoint someone to process applications. Or if 6 days have passed the Cabinet can still process the app.

We can allow for the same procedures that currently exist in 1.2.3 of the Charter for forum admin security checks.

Upon the applicant being conditionally approved the forum administration staff will conduct a security check to ensure the applicant is not using a proxy, is not trying to avoid a forum ban, and is not a citizen using a different nation. In the event that an applicant is found to be using a proxy, attempting to avoid a forum ban, or applying for citizenship on multiple nations their application will be denied and not subject to appeal.

5. In the event that an application has not been processed for a period of 7 days the applicant will be considered a Citizen. All applicants must still satisfy Article 1.2.3 of the Charter. Applications filed during an election cycle may be processed during the 7 days immediately following the conclusion of the cycle.

10. If the Vice Delegate position is vacant or the Vice Delegate is temporarily unavailable for more then a 10 day period to process applications, the Cabinet must designate a member to take over the above mentioned duties so that citizenship applications are processed in a timely manner.


Unfortunately, Hile I remember when I first joined TSP and the VD disappeared without a trace. The above I think works to make sure that there is no extraneous delay but also that applicants aren't auto processed willy nilly.

While I appreciate this discussion, I don't really like the idea of holding up citizenship before elections. We've been going to opposite direction — allowing apps to be processed if completed before — and the hold up this time was a personal/security issue more than anything.

I think our current process is fine.

Then Tsunamy, you'll have to explain what Todd has been going on and on about for the past few days regarding the citizenship applications on hold. Since there is no official explanation.

The discussion behind the scenes was a fear that people were solely coming here for the election. As even some of the applicants have suggested, the massive rush of applicants could be misinterpreted.

That coupled with IRL issues and Cabinet issues (ie. Raven's resignation) lead the Cabinet to be slower to respond than ideal.

The Cabinet recently (ie. today) voted to process the applications, so as soon as Pen is online she is going to process them and they will be ready in time for the election.

Well I understand and the fears of massive applicants rushing in was a legitimate fear.

However, considering that this isn't the first time there have been citizenship processing delays around election time, why not codify the law so that there is no reason for people being riled up and a clear process is in place?

Well, more accurately I suppose, I don't think we should have a delay applications more.

I'd sooner people be able to apply for citizenship up until the moment elections start. I think that's what works best for activity. We already have a substantial period of elections in which people can't apply for citizenship.

So what are you proposing in concrete terms? There is a nebulous time frame currently that allows applications to be put on hold.

Are you advocating for the removal of such holds completely?

Essentially the removal. I feel like we don't have a huge history of freezing applications ahead of election (do we?) — the current situation is an abnormality that came out of a security concern.

I remember the law froze applications a week before elections, as Hile has shown us. So the history is certainly there.
