It's the latter that they would need to do, but in my experience with the free support, the moment users start saying the issues are because of the anti-spam system, tech support stops responding. When the system was first installed, they were open to making tweaks, but they did say they (1) wouldn't ever disable it for free accounts and (2) could only tweak it so much before it didn't accomplish what they wanted it to.
