This is easier to read and I'm fine with the as is. However, I'm not positive we need a justice masking, but that's fine if we want it.
And -- my logic is passwording the Situation Room is that the only people who could have access outside the Senior Cabinet, would be Junior Cabinet, which I didn't see as a huge threat. But, we can keep two different levels for that if you prefer.
If we're all on the same page, I think our next steps should be ...
1) Announce this to everyone
2) Add the moderators as needed
3) Password as needed
4) Change maskings
5) Change permissions
Right? Am I missing anything?

I want the Justice masking mainly to recognise the fact that justices have in fact been elected to a certain office. I think it would be unfair to leave them masked as citizens when they aren't just citizens. I've removed Foreign Guest from the list, since it was mainly created to give access to the MoRA Planning Office, and that one would now be passworded.
I actually hadn't considered that. Now that you mention it, I guess having a passworded Situation Room would be fine.
Yes, I think that would be our procedure.
