I've made Jay the leader of the Senior Cabinet group. They should now be able to manage members through their User CP. I will remind them that the term for the outgoing Cabinet has not yet concluded, so all incumbent ministers still remain in office.

I don't think we have an option to grand post-editing privileges to specific users (Glen can correct me if I'm wrong). This being the case, the options I see are to give the privilege to the Senior Cabinet group or to change thread ownership to you for whichever post you wish to edit.
