You need to change your primary masking to Citizen, and not Local Councillor. If your primary masking is Local Councillor, Fellowship Programme, or the SPSF, you won't be able to do anything but view the forum, as those groups do not have citizenship as a prerequisite. You can set this under the "Group Management" section of the UserCP. If this doesn't work, please respond.

You already have Senior Cabinet masking. If you're talking about permissions to add/remove people from the SPSF group, you've been made the Group Leader.
