Foreign Secretary Stanley Crawford lands at the Government Island Heliport with the Kringalian Delegation. His flight was not without turbulence, but now that he had landed he was determined to hold a swift and uneventful negotiation. He was received by the Mayor and taken to the Ocean Luxury Hotel, where he had reserved two rooms; one for his private use and another as a work and communications area.

"Karen, have the other delegations arrived yet?"

"Not yet sir" replied Karen Yeates, her Chief of Staff "we are the first delegation to arrive. Hotel management has just informed me that the conference room is ready for our use during the summit."

"That's good. Once delegations arrive, please tell them to immediately go to the conference room. We have delayed these negotiations long enough. The President is eager to sign an agreement soon."

As Karen left the room, Secretary Crawford went to the communications area, arriving just in time for his scheduled phone call with President Walsh. Already grey when he began his term, the President was even greyer, if that was at all possible. His military background had enabled him to endure the immense pressure of the subsequent international crises he was facing, but that still took a toll on him. Crawford wasn't in better shape himself, already getting circles around his eyes.

"Good evening, Mr President."

"Stanley, how was the flight?"

"It was good, sir. A bit turbulent, but nothing we couldn't handle."

"That's good to know." he paused "You need to get us a good deal in this summit, Stanley. Progressives in Congress are looking for excuses to block our bills; we need a foreign policy victory to show them who is in command here."

"I know sir. We have international pressure on our side. Ryccia won't be able to defy the Commission, it needs support, especially since the Carlson leaks."

"Remember what we discussed last night. Ryccia can keep a small amount of nuclear weapons, but the bulk of its arsenal is either dismantled or send to the Commission."

"I remember sir; don't worry, I'll get the job done."

"Good. I'll wait for your call tomorrow."

Walsh finished the call, and Crawford now only had to wait for the other delegations to arrive. In the meantime, an analyst was walking him through the profiles of the different delegates, but his mind was elsewhere. He was thinking about the Carlston leak, and the implications that the incident would have for the President's foreign policy. So far they had followed the diplomatic route, and it had certainly worked for them, but the risk of a coup in Sporaltryus was just the kind of situation that they needed to pursue their militatistic policy...

Government Island

On his private jet, King Edward I, with a group of delegates including newly elected Prime Minister Wallace Tikosery, Minister of Defence Luis Carbono, Minister of Foreign Affairs Alice Gevaborgani, new Minister of State Luciana Rozvella, new Minister of Finance Daniel Lynior, General Major Augusto Pinechel and 10 other delegates, were headed to Government Island. They then landed, and went to Ocean Luxury Hotel, where they reserved 19 rooms, one for each person of the flight.

The King and Prime Minister went to a cafe in town to discuss about the situation.

"Your majesty" said Wallace "A delegation arrived before us"

"Who?"

"The Kringalian delegation"

Holding a deep breath, the King said:

"Any other delegations?"

"So far, no"

"Hmm. This will be a talk to endure. We'll need to be serious and alert in these talks. I won't allow a war again to touch Ryccia"

Water flung off itself. Blades whooshing through the air. The helicopter danced through the night, often landing on a Carrier-Destroyer in order to refuel. Carefully planned for the entire route, Robert Belfonsue, Secretary of Foreign Relations, rode in the helicopter along with his aides and the pilots towards Government Island.

The helicopter traveled throughout the night, with the heads of the Department of Foreign Relations slaving away at paperwork. "We really ought to get computers for this sort of thing." said Belfonsue. But then corrected himself, "Or at least a better process."

The helicopter sped through the night.

Upon landing, the team got off and carried all the equipment brought with them, due to the President's orders and due to an insane amount of work having to be done. They got to a small motel and unloaded their work. Belfonsue called for the aides to stay here and set up the desk brought along. He got ready to meet the other representatives, and dresses in a suit and bowler. A large change from the dirty button-up and the shorts he wore on the ride here.

He left for the hotel where the meeting was to take place.

'Secretary, the helicopter will land on Government Island shortly' the pilot announced over the headset, while preparing for landing.

This was to be Secretary Fernandez's first undertaking abroad since being appointed Secretary for Foreign Affairs. For a man of notably significant stature, he was soft spoken, but firm in his views, and had the resolve to pull through what would seem to be long, arduous negotiations in the days to come. While he was raised in relative poverty during the brief period of the Communist government in Awesomiasa, the government back then had only resorted to restricting civil liberties 'for the greater good of the Communist ideology', much unlike this gross violation of human rights that the Ryccian government was carrying out.

As the helicopter slowly circled around the helipad, Secretary Fernandez recalled the President's words to him earlier in the day.

'Colin, there is only one outcome which the Awesomiasan government will desire, that of stability in Ryccia. I mean, we all know that the nation is under the fist of a unruly miscreant, who probably has no concept of government whatsoever. It shall thus be the onus of the international community to restore peace to Ryccia. Remember, talks first. The armed forces will only be mobilised as a last resort, shall negotiations fail or tensions escalate. I have faith that we will have the upper hand here.'

As the helicopter landed, Secretary Fernandez readjusted his suit and tie, leading the delegation and his personal staff that trailed closely behind.

A small private jet descends toward Government Island. In it, Ronald Thompson and four advisers ready themselves for the landing, and the multitude of meetings and negotiating to come. As the plane lands, and taxis to the hanger, Ron makes sure he briefs his head aide on this trip, Regina Hughes; the woman whom he hopes promote to the permanent job of delegation to the SCO. That title weighs in the balance of this summit.

"Regina. Remember that the title of Permanent Delegation to the S.C.O. is on the other side of this summit."
"Yes, Sir."
"And The South Pacific doesn't want war. If war is what comes out of this summit, then we are surely headed straight to hell."
"Yes, Sir. I understand."

A woman of few words, but not so shy as to not stand up for herself or her nation. That's what President Randal always liked about her. So much so that Thompson was not given a choice that she be his choice for a prestigious position within his office. She grew up wearing pant-suits and fancy dresses - Always in the national spotlight thanks to a father who owned the biggest corporation in Rebeltopia. Her mother taught her how to be a lady in public, but that didnt stop her from becoming unruly if the situation called for it.
Ron stops at the door of the plane, and looks back at his advisers. "Remember the briefing from the president. That is why we are here." They all nodded, and headed down the steps to the limo waiting to take them to the hotel.

General Rey sighed as his plane touched down on Government Island. He regretted being dragged along to this conference, his media representatives claiming nonsense like "addressing the concerns over the stability of Farengeto". He had long grown tired of the briefings on Ryccia's latest disaster and had delayed things as long as possible. A few miles offshore their fighters had broken off, continuing east to their rendezvous with the Cephio Fleet.

Exiting the aircraft he was greeted by the welcoming delegation. He greeted them with a fake smile, reciting the rehearsed greeting his staff had fed him. He cared little for these empty diplomatic niceties. Beside him stood a delegation of his most trusted officers and his supporters in the Foreign Ministry.

Kailee Nicolson had proven to be a valuable asset as his Foreign Minister. With his SCO representative embracing the revolution with a certain zealousness, she had proven crucial in smoothing the international uneasiness of his rise to power. At her suggestion he had ordered them and their delegation directly to the summit's hall. "The other nations are impatient, especially the Ryccians. Everyone's frustrations will be high, and we can use that. Just keep quiet and please don't screw this up. The crisis may be good for your propaganda, but you know we can't afford a war right now."

Since all the delegations have arrived, I believe that it'll be prudent to begin discussions immediately.

The most important issue of all is that all combatants from both the Ryccian government's, as well as the opposition's side of the Ryccian conflict be brought to trial before an international tribunal for crimes against humanity, including grave violations of human rights.

First, may I request that the Ryccian authorities provide a list of all commanding participants, including political leaders, leaders of the armed forces, generals, commanding officers, from both the government and the opposing side of the Ryccian Civil Wars?

Second, can the International Oversight Commission be allowed entry into Ryccian territory to ensure that any legal proceedings undertaken by the Ryccian authorities have been terminated, such that the legal arm of the Commission can establish an International Tribunal to ensure the fairness of proceedings for the crimes against humanity, in accordance with international standards?
