UF/CESTA Council Debate: Missile Defences (Closed)

Almost all - if not actually all - nations in The South Pacific posses some form of ballistic or cruise missile system. These can hit targets thousands of kilometers away with extreme precision and with multiple chemical, biological and thermonuclear warheads. Wars can be started and ended with the simple press of a button, the roar of a rocket booster and an explosion in the other side of the sea, and the number of these weapons in each nation yet grows.

Deny it as much as you want, but the only thing keeping some nations from completely annihilating others is Mutually Assured Destruction (MAD). The MAD doctrine assumes that each side has enough weapons of mass destruction to destroy the other side and that either side, if attacked for any reason by the other, would retaliate without fail with equal or greater force, eventually leading to the destruction of both attacker and defender. The payoff of the MAD doctrine is expected to be tense but stable global peace. However, as international tension rises a bit too much and some countries have most of their nuclear capacity stripped away, we fear the balance instiled by this doctrine as it is may not hold for long enough to achieve total peace.

Facing a threat that could devastate capitals within 30 minutes after launch, the Noctenosian Ministerium of Defence has been rather active in looking into the field of anti-ballistic missiles (ABM) and anti-cruise missiles (ACM) as well as other countermeasures. While we shall look into the issue anyway, it would be in our best interest to know what are other member nations' positions regarding the defence against such missiles? And before it becomes a necessity, should the UF/CESTA have a joint defence system against this kind of weaponry?

We have begun efforts to build an anti-missile system. Currently we can stop attacks on the large cities with 80% efficiency and on rural areas with 60% efficiency.

You are right about the doctrine of mutual assured destruction and that is the doctrine keeping Qvait and Sporaltryus from attacking each other. We utilize surface-to-air missiles (SAMs) to counteract attacking missiles. We think that it is necessary to have a joint defense system.
