Great Council Organizing Act

Article I - Purpose of a Great Council

A Great Council is called when a citizen believes that fundamental changes to the structure of the Coalition should be considered in a formal debate free from the preconditions of the existing body of laws and institutions. It is a constitutional convention, not merely an exercise in the mass amending of laws.

Article II - Calling a Great Council

1. All citizens have the inalienable right to call for the initiation of a Great Council.
2. Once called, a Great Council will proceed within a week, unless the citizen who proposed it rescinds their call.

Article III - Scope of a Great Council

1. The scope of a Great Council cannot be limited to any specific subjects. Once called, a Great Council is an open forum for any debate on any issue.
2. While a timeline may be proposed, a Great Council cannot end until a majority vote to conclude it passes. Voting on the last proposal may count as a vote of conclusion if it is expressly stated as such.
3. No government or forum official may prohibit the discussion of a topic, and may only exercise moderation authority to enforce the forum rules.

Article IV - Adoption of Procedures

1. At the beginning of a Great Council, all citizens will vote on a procedural resolution.
2. The procedural resolution must include the choice of a Chair of the Great Council, who will be responsible for administrative tasks, and a basic timeline. Additionally, the Great Council must decide how voting on proposals will occur.
3. In order to prevent possible conflicts of interests, the Chair of the Great Council is separate from the Chair of the Assembly, but the latter is not prohibited from serving in the position.
4. The timeline provided within this resolution may be altered at any time through a simple motion with the support of at least to other participants.
5. Submission of proposals may not occur until this resolution passes.

Article V - Proposals

1. Any citizen may write a proposed constitutional law or regular law.
2. All proposals submitted must be voted on, unless the author rescinds their submission.
3. Proposals that contradict each other must be voted on in competition. The vote shall be among the contradicting proposals with an option to adopt none.
4. Proposals may be in the form of individual sections of a constitution or code of laws, in addition to wholly new documents that would replace or supersede existing ones.

Article VI - Voting and Adoption

1. Voting may take place at a scheduled time, or on a rolling basis as proposals are motioned, as determined by the procedural resolution established at the beginning of the Great Council.
2. Proposals will be put up to vote by the Chair of the Great Council.
3. Upon conclusion of the Great Council, all new laws will be compiled and enter into force.
