Category: Global Disarmament Strength: Mild Proposed by: Hobbesistan Description: The esteemed General Assembly of this World Assembly, RECOGNIZING that unexploded, improperly placed, and intentionally disruptive cluster munitions injure, maim, and kill thousands of civilians yearly, BELIEVING that action by the World Assembly is necessary to protect innocent civilians and combatants alike, HOWEVER REAFFIRMING the right of nations, World Assembly or not, to defend themselves, ACKNOWLEDGING that a large amount of unexploded ordnance after a conflict are cluster munitions, DEFINING,

I'm inclined to vote AGAINST. I think a broader proposal governing quality control and fail-safes for all abandoned munitions would make more sense than this very narrowly targeted one.
It's also not clear how a particular "dud rate" for cluster munitions can be mandated by the World Assembly. You can require that nations endeavor to meet that target, but you can't really do much more than that...
I´d say that I agree with your argument that there should be more in such a motion. It´s otherwise just pointless to bring it up, as it would lack the necessary support.
