Can you explain to me where you found this text in the Charter? Perhaps you are using an outdated Charter. Read the Charter here, it is up-to-date. With the current version of the Charter, I believe that we must invoke Article 4, Section 5 of the Charter. An attack against one of us is an attack against all of us. However, we cannot "ground Ryccia into ashes once and for all." The civilians are not the enemy.

We need to take out the Ryccian Government and install a new one, overlooked by a member nation. It is also best if we provide soldiers amnesty if they surrender after we have initially fought them.

I feel that such an operation would be too invasive. We should look to impose harsh economic sanctions against Ryccia and set up a no-fly zone instead of resorting to a violent change of regime which could permanently destabilize the Ryccian region.

The Ryccian region is already beyond repair, and needs an actual leader. Sanctions are only short term, they're still surviving without aid from other and they'll keep advancing into the Union.

After receiving a message from my President, I am going to change the tone of this discussion. I believe that we should delegate Ryccia's punishment to the SCO while we concentrate our attention to the defense of Kys.
