As I've stated here and on Discord Awe's the most suitable candidate and the only one that meets your criteria. It doesn't violate any regional law of any kind, there's no responsibility to gameside that we'd be somehow violating with this purely forumside position. Meanwhile as we argue over what for the moment is an almost ceremonial role a Cabinet position has remained empty for over four days.
In the interest of resolving this debate I propose we vote on reappointing Awe as CoA, to which I vote AYE.
I think it's ridiculous in any situation to reappoint the person who just lost citizenship back into the position, ceremonial or not.
Nothing against Awe, but that isn't the way it should be handled. As it stands now, I don't think anyone realizes what happened, but if we reappoint Awe people will figure it out and there will be backlash I'm sure. The position has been empty for 4 days due to the prolonged gap between when the issue occurred and this current discussion. Noiw we are trying to rush the issue without really looking into our options. Semi-Unretired

We've already ruled out Bel, Sam, Kris and GR for being too controversial.
We've ruled out others such as HEM because they're just plain inactive. We apparently don't want the still very active past CoA Awe. I've somewhat seriously suggested myself since I'm probably the only other qualified (and still active) candidate. If you have some CoA candidate please say it, but I'm not seeing anyone else.
If we're going to rule out essentially everyone else, then I'll suggest we reconsider those "too controversial" options. We're focusing too much on trying to appease everyone here to the point that we'll be appeasing nobody.

There, that's a majority vote of Cabinet for Awe (myself, Punchwood, Resentine). Can we just get this over with now?
Alright — I just talked to DM, we'll reappoint Awe with a vote of 4-1.
But guys, can we *please* make sure we keep our nations up to date and — even more strongly encouraged — try to have somewhat of an RMB presence for the next bit? I know it's easy to retreat into the Cabinet/GC/Discord, but lets actually mingle with the peeps for a bit. Mmkay?
