DRAFT: Delegate as Head of State

Just a quick draft of what kind of framework we might want for a Delegate serving as Head of State;

Quote:Article X: The Delegate

1. The Delegate serves as the Head of State of the South Pacific

2. The Delegate will be elected by a ballot of native WA members of the South Pacific, subsequent to a preliminary round of voting by the Assembly to select the candidates
3. The Delegate will be responsible for the moderation of the Regional Message Board and offsite forums of the South Pacific
4. The Delegate may exercise a limited right of veto over any legislative bussiness or executive policy that has not attained the approval of 60% of the Assembly
5. The Delegate, upon election, shall nominate to the Assembly two citizens to serve as Vice-Delegates
6. The Vice-Delegates will assist the Delegate in the exercise of their duties
7. In the event of the resignation, recall or absence of the Delegate, or the dereliction of that office, a Vice-Delegate will assume the office for the remainer of the term of office

Deputy Regional Minister of the Planning and Development Agency(March 8-May 19, 2014)

Local Council Member(April 24-August 11)

Court Justice of TSP(August 15-December 7)

Whichever they agreed on? Whichever one of them had more endorsements and thus acquired the Delegacy? I left it intentionally vague.

And how does this interact with every single other part of our laws? This is why whole proposals need to be posted, rather than piecemeal articles. We're at the stage where we're actually writing the laws, and it's important to see how everything is supposed to work together in a unified set of laws.

But we also need to spend time discussing individual reforms, and hardening up what they are going to be. Is this an entire proposal? No. What it is, however, is an indication of what kind of powers and responsibilities a Head of State might have; a building block which can be used to move forwards.

I think people putting forward their own complete drafts, which inevitably will be 90% their own pet projects and only 10% GC reforms, is a bad idea.

What we want is full draft that INCLUDE the agreed upon sections of the GC.
We need to make what we agreed on here work with the existing Charter/CoL, and then mold it to fit.

But before that wouldn't it be a good idea to narrow down what we want to achieve from "broad" solutions?
