Yes, I think changing it to Chief Justice would be much better.
And yes, 5.7 looks better.

I actually think the court should be fixed a bit, this is just a suggestion of course, but how would we feel about getting rid of the pool of jurors altogether, and have the Chancellor nominate the two lesser justices after their inauguration, and have the Chief Justice be elected by the people? In the event of a juror needs to be recused, the chancellor nominates a temporary justice to hear the case (in the case of a criminal trial). Finally if the Chief Justice must recuse their self, then the chief justice will choose one of the remaining two to serve in their place. How would this work?

Well if we allowed the Chief Justice to be elected it could lead to corruption and bias in a theoretically unbiased court.

I've learned overtime that you cant get rid of bias totally. You can only reduce it. If you open up the Chief Justice election to all the people, it reduces the clout the cabinet could have to select a judge that will be favorable to their policies, rather the judge would have to appeal to the citizens (which there are a lot more of).

I suggest that the creators of the proposed Charters work together and fuse them together to create one very strong Charter. From there we will open up one more discussion over the final bugs, then a vote.

I think a lot have things very similar to each other. However I would be open to this.

Effective immediately the APC will retract their proposed charter from the Great Council. We believe that we got discussion started and have helped to further the political discussion in our region. However, we do agree that both remaining drafts are high quality and would serve our region we are choosing to support the proposal set out by Tsunamy. 
We would like to continue to encourage APC members to participate in the Great Council to help further the causes we stand for as members. The APC will continue to advocate for a responsive goverment of, for, and by the people.
