I think balancing it in a way where it is illegal for a seizure of power and where emergencies can be avoided would be best. I do agree with tsu that an assembly vote would be very political.

And, I'm happy to incorporate ideas. This a document that would effect all of us and all of us would have a hand in molding over the next several years. It would be nothing but unproductive to resist good changes Smile

For the moment — and for the ease of the GC — I'm going to withdraw my proposal.

While I maintain starting from our existing set is still a positive situation, I'm willing to yield for the "Working Group" draft to be voted on first. Glen and I have been discussing and some changes have been made toward what I proposed.

IF the vote on that fails, we can revisit my draft. But, for the moment, I'd like to table this discussion.

Which is exactly what the cabinet did in the first place to start this whole process. They perceived an issue and acted on it. Codified, it becomes a court nightmare and until that gets settled, it becomes a region nightmare.
How bout this:
2. Should the Regional Forum cease to exist,  become permanently unavailable, or by notification of the admin team or cabinet that a reason has arisen that makes a forum move feasible, then the Cabinet, with discussion and approval  from the forum admins is authorized to establish a replacement Regional Forum. This group will report a non binding recommendation to the assembly for discussion before a move takes place.
