I honestly don't know. I only know that cake and pie started being a thing around the time of Escade (late 2013), but I can't say if there was anything like that before that.

What was the government's stance on Cake and Pie throughout the years? What about individual members (including those involved in coups)?

I outlawed cake when I was Delegate. That's one stance.
