After carefully reviewing the proposal again, I am now concerned with another provision. In the second article, there is a ten-year deadline for SCO members. I believe that this should be removed because all SCO members should be allowed to join, even after the year of 2026. Another weakness in this provision would be if countries join the SCO after 2026, making it impossible for such members to join this area. This deadline also only applies to SCO members and not non-SCO members, allowing non-SCO members to join after 2026. I would like to see this provision removed in the final draft. On a previous point, I would you to add an explicit provision stating that member countries may decide whether or not to join this area in accordance with their own constitutional requirements.

The proposal is certainly interesting, but I have some concerns.

1- Section 2, the part which reads "joining this bloc is optional for all nations, but to those who don't rule out the possibility of joining the bloc, it is mandatory to join" is needlessly confusing. I agree with Ambassador Stevenson here that there should be an explicit provision stating that member states may decide or not to join the area. If it's supposed to be optional, it shouldn't be mandatory.

2- I agree with the earlier revision, as Karnetvor's Constitution also restricts the right to participate in the political process to Karnetvorian citizens.

3- In Section 6, the part which reads "SCO Area Citizens living in the requesting country must be offered citizenship or an exit from the requesting nation after the transition has concluded, and the exit comes into effect" only gives those two options; either to give citizenship or to repatriate foreign citizens, if I'm understanding it right. What if a SCO Area citizen living in a country in the process of leaving the bloc wants to remain in that country but rejects citizenship? Besides, some countries, like mine, only offer citizenship after a certain amount of time living in the country (in Karnetvor's case, 5 years); if somebody has been living for a month in such a country, he needs to be offered citizenship? Some don't allow double citizenship; what if somebody wishes to remain in such a country but doesn't wan't to renounce his native citizenship?

4- Section 7, which reads "member nations can accept or deny currency as legal tender in their territory from another bloc nation. After accepting, the nation must treat it as legal tender, but if they wish to reject it, they must negotiate with the other bloc nation the nullification of this currency and the citizens who have their savings in this currency must be compensated" is a bit problematic. If a country doesn't wish to accept a foreign currency as legal tender, that should be it. I don't think any negotiation should be necessary, let alone compensation. Besides, what kind of compensation are we contemplating here?

I agree with my Karnetvorian counterpart, especially when it comes to points three and four. I would like to expand on point four as citizens could simply go to the foreign exchange and trade currencies.

3. While exiting nations can issue other options, these two must be offered. These are not the only options a nation can offer.

4. Let's say the Union accepts your currency as legal tender in our nation. If we wish to not recognize it anymore in the future, a settlement must be reached with your nation and a compensation must be issued to all citizens who had their savings in your currency in our country. This is what this means.

I have a series of proposals concerning the semantics of the draft. I propose the modification of "SCO Area Citizens" in this draft to be revised to "citizens of countries member to the SCO Area." In the second article where it reads, "SCO Area Citizens living in the member nation must follow the laws of the nation like any other citizen of the member nation," I propose for it to be modified to "Citizens of countries member to the SCO Area residing in foreign countries also member to the SCO Area shall abide by the laws of the country that they are currently residing." In the third article, for the sake of clarity, I propose for "non-SCO members" to be revised to "Countries not member to the SCO." Furthermore, "Non-bloc SCO members" should be revised to "countries member to the SCO but not member to the bloc."
