On behalf of our sovereign people, the Imperium of Pax Dracon greets you.
As of today, we are pleased to announce that, by decree of the Imperial Senate and by the grace of Her Imperial Majesty, we are ending our centuries-long isolation and opening our borders to the rest of the planet.
While some of you may be understandably worried about a nation suddenly revealing itself, rest assured that you have little to fear.
We merely wish to interact with this world peacefully.  Show us mutual respect, and there in naught to worry about.
We look forward to any diplomatic relations, embassies, or trade routes that will result from this new policy.

"Whilst we are unfamiliar with this spectrum, the Drakari (our term for our citizens) people are a democratic society that is governed by the Senate and Grand Minister (both of whom are elected by the populace). While we have a ruling Imperial Family, they have very little power save in times of crisis, and even then the Senate must decide to invoke that clause of the Carta Magnificum Imperium. Thankfully such crises have only occurred a handful of times over the past thousand years. And as of our elections last year, the Senate majority is held by the Drakari Social-Democratic Coalition."
