Missed this earlier but my questions will be:
1. What does discussions cover? Does that include Discord where most of the government work is now conducted? Or?
2.

Not sure if I like this since it implies bad faith:
(3) The Council shall regularly update the classification status of its discussions and not abuse the classification system to prevent its discussions from being published.

Then there are slight language changes, for example:
(4) The Council may publish its discussions at earlier intervals if it wishes or has been petitioned to do so by a member.

I would tweak this:
(4) The Council may publish its discussions earlier at its discretion.

Not sure about the petition part since if 8 months is the norm then why would they be petitioned to release something earlier and also covered elsewhere.

1. Currently, the Sunshine Act has always been interpreted to mean discussions on the forums.

The regular update part is on there to try to encourage government groups to release things as soon as it would be safe to do so. Also, that is in there to stop people from hiding things for personal reasons, basically the court could go "oh why is this still hidden, it shouldn't be!" and point to that clause as justification for requiring the release of a thread.

I have fixed the first language thing but the second one I didn't understand.

The classification system and mention of abuse have been in the Sunshine Act since at least the last GC. All I did was clarify a bit of language throughout and bascially copy and past for each government organization. I added surprisingly little to the way things are released I just added to what groups have to release things.

I think if we're proposing something that might have been a little odd maybe clean it up as best? Take out the "abuse" stuff and make it more neutral. What other amendments do we have that insinuate against a cabinet etc.

The problem already being there isn't a reason to not fix it.

I'll fix it and post again when it has been corrected. However I am keeping the classification system. I will just remove the mentions of abuse.
