What does this actually constitute?

It means the council may implement a system to ensure that threads that may not be released after 8 months aren't and threads that could be released earlier are.
It would also allow for them to redact things in a thread that can't be released when the whole thread can be released.

Your replacement is clunky, not very well written, and in general, I still hate it. I would much rather something a bit more succinct, along the lines of what I've got below.

(2) The Council may elect not to release threads, or parts of threads, that address ongoing issues, or threaten regional security. These threads must be released as soon as reasonably possible and appropriate.
