No the three islands that were previously unclaimed don't have a garrison. The remaining islands (the ones highlighted by Ryccia) have a garrison of 20-50k soldiers, and the entire armada consists of 240 warships (that includes auxilary non-combat ships) with more to come.
Things are deteriorating quickly. Hopefully diplomacy wins the day.

I forgot to mention this because its similar to the way I've set up Reizen island but the Non-canon Frost Empire is comprised of 3 Independently operated Regional governments. Which means that the Hyper aggressive Senran-Islands is a defacto independent state and only cooperates the other regional governments with trade and cooperates on the overall security of the Empire. However, each government is responsible for its own region and is given the freedom to secure their borders in any way they see fit. They also can't be reigned in by other regional governors when it comes to intra-regional matters.
I was totally planning a slow dramatic reveal of an indigenous culture and then Hammer drops one in, all casual as you like. [emoji14]
