Rather than negotiating on the numerical combination (which isn't inherently bad), you might want to start by clearly laying out:

1. What the goals are.
2. How someone with malicious intent could game the system you propose.
3. What measures and provisions could be added to lessen the risk from #2.

It's much different to aim at having people who are consistently active than having people who will return before the 6 months just to keep the requirement, or any other possibility in between. There is no perfect system, but thinking like someone who's trying to game it can help fix whatever flaws it has that you might have missed.

I'd suggest more the activity route, since that's what legislator status relies on. Maybe X% of votes over a 3-4 month span. Or X months of service within the last X months.

I agree with Kris and will return later tonight to think through possible gaming the system.

I also like the idea of PM and the cabinet having activity requirements that are above and beyond the legislator which should have its own.

Finally, there should be some sort of emeritus status given to players who have been active and trustworthy for years of service (thinking in terms like if Tsu takes a break and then comes back or like Rebels or me).

I have a somewhat more controversial idea that will surely get shot down. Instead of just leaving us wide open to anybody just applying and then stacking our votes, let's demand a small token show of dedication to our great region from those that wish to serve in its primary legislative body. Let's demand their WA. If you want to be a legislator, either your WA nation is in the South Pacific endorsing the legally elected Delegate, or is placed elsewhere with assent of the SPSF General Corps or the CRS.

I was thinking something similar, but I believed it to be extreme. Radical move, but I support it to an extent.

I don't think time requirements, outside of ridiculously long ones like 6+ months are very effective in preventing voter importation. The type of people who would undertake a massive scheme of voter importation to subvert our democracy to their own ends, are the same type of people who are capable of thinking more than a month or two in advance.

Either there needs to be much more stringent procedures for accepting legislators, like, y'know, asking any information about them at all. Or like Roavin said we need them to contribute their WA to TSP for an extended period of time.

Asking for WA is one way to help these types of situations.
I would also agree that we need to revamp the Legislator app.
Right now we don't ask anything on the application, far from what we use to require. Let's start there right now, and work toward whatever legislation we decide on.

A activity requirement sounds quite reasonable, I fully support that. 

Emeritus status to older players, while being a nice way to honor great contributors, could be another step towards empowering oligarchy in the region...something that exists within all GCRs but is nevertheless quite dangerous and and contrary to our longstanding ideals of democracy.
