CoA already has the authority to approve applications in the meantime.  I have submitted a legal question to seek clarification of this.

It grandfathered in the Chair at the time the law passed. Which was Sandaoguo.

So are we ignoring the fact that his resignation took effect at the same time as the close of voting?  The law named a position, not a person.

Has the CRS at least vetted the pending applications?  so that once a committee is in place that is not used as a new reason to withhold approval of up to 15 potential new legislators?

This should be done already

While I obviously can neither speak for the CRS nor divulge too much, I can say that I have received information about a specific applicant from the CRS already.
