A Farewell to Xoriet

Xoriet, Delegate of The East Pacific from late 2014 to early 2015, and former Overseering Officer of the Eastern Pacific Sovereign Army (EPSA), officially announced her departure from NationStates on November 11, 2017.

Xoriet explained why she abruptly left, citing personal circumstances, and gave a farewell. Later, she gave her farewell to the Regional Message Board of TEP.

Before Xoriet left, citizen Ramaeus nominated Xoriet for honorary citizenship. However, after considering that Xoriet, at the time, had no indication of returning to TEP, it was concluded that entry into the Hall of Heroes was the best way to honor Xoriet.

Xoriet returned to give a formal goodbye to everyone on NS, and in an RMB post described TEP as “the best,” with many in TEP expressing their goodbyes one last time. 

Xoriet was inducted into the Hall of Heroes for her outstanding contributions to The East Pacific, and we in the EPNS hopes that she has a wonderful life ahead of her.

What is Going on in the Government?

The regional government in TEP has been rather active following the months after summer, and TEP has become the 2nd most populous region in NationStates.

TEP’s growth ingame has been attributed to the reintroduction of a welcome telegram, and to officials that are active on the Regional Message Board encouraging users to not leave to other regions.

In the Magisterium, after Respublika Bielarus became Provost, 7 more Magisters have joined the Magisterium, altogether a record 24 Magisters. Additionally, among others, Xoriet was inducted into the Hall of Heroes (see A Farewell to Xoriet), Elfine was confirmed as Overseering Officer of EPSA and EPPS, Greyghost was confirmed as Vizier (see Greyghost Appointed as Vizier), and the Amendment to Article A, Section 3 of the Concordat passed the Magisterium (see Concordat Amendment at Vote)

In the Conclave, Viceroy Dali went AWOL after suspending citizenship applications on August 27th, 2017 pending a citizenship audit. Yuno quickly got together volunteers to help do the citizenship audit, finishing it almost a month later on September 23rd, 2017.

Viceroy Dali was later removed for inactivity by the Magisterium and was replaced by Arbiter Hobbes, accompanied by Aelitia (whose seat was renewed) and Aeneas Prime (AKA Cain, replacing Yuno’s seat after Yuno became Delegate). After A Slanted Black Stripe declined a second term as Arbiter, their seat was taken by Halo. Aelitia was chosen to be the Viceroy.

The Conclave was notified of a problem - something that could have been disastrous to the new TEP executive - a citizen by the name of Tiber Septim had leaked allegedly sensitive and defamatory information (see Tiber in Trouble). Aelitia was selected as Presiding Arbiter, and a Pre-Trial was scheduled. The Conclave deliberated, and a full trial of TEP v. Tiber Septim was certified under two counts of treason.

In the Executive, government activity was buzzing after a long hiatus. Starting with Mexregiona’s rousing campaign, Mexregiona immediately filled the Cabinet with willing TEPers. However, Mexregiona unfortunately could not take the in-game Delegate seat, and went under a hiatus before eventually resigning, leaving Aelitia Acting Delegate, until Yuno was elected.

For the first time in recent times, the University of the East Pacific was accepting applications, with classes in TEP civics and a guide to R/D. 

Concordat Amendment at Vote

On November 18, Viceroy Aelitia officially brought a proposed Concordat amendment at vote in a citizen referendum.

The amendment, which passed the Magisterium in an 11-4 vote, proposed the removal of a clause which stated that the Delegate had to represent the popular will in the World Assembly.

Before the amendment was proposed, there was a discussion about the role of the Delegate in the World Assembly, due to a string of WA resolutions that many nations voted for. These votes were attributed to an attractive title, though the resolutions themselves would later be repealed for an alleged lack of substance to them. The Delegate was often forced to vote for them, even though many users who read the resolution’s main contents raised many an objection, including the misspelling of the word “recognizing” as “regognizing [sic].”

Additionally, some proponents were concerned that the Delegate’s vote was decided by member WA nations who were not actively participating in TEP’s community. They believed it best if the Delegate’s vote was determined by the citizens’ WA vote, or if the Delegate chose how to vote themselves.

Some of the older, more experienced members of the community, like A Slanted Black Stripe and Bachtendekuppen, raised objections about the amendment. ASBS, most well known for liberating TEP from the Empire, wrote that “Lady Phedre [the illegitimate delegate under the Empire] skipped a lot of votes. The goal was to require the Delegate to do their job.”

Eventually, it could all be summed up to this question that ASBS phrased. “Is the Delegate elected to serve the region or lead the region?” And that question would be answered by the citizens’ vote on November 25th.

Tiber in Trouble

A user named Tiber Septim, who joined TEP on September 20, 2017, is facing two charges of treason and the Conclave issued an arrest warrant against them.

The trouble began almost immediately after Tiber Septim joined. They applied for citizenship immediately after joining the forum. Then, they made a few comments, and then applied to the Magisterium only five days after they joined the forum.

This did not go particularly well with then-Provost The Atlae Isles, but due to some heavy rules-lawyering, his application was accepted. When, in Tiber's Magister Candidacy thread, Then-Deputy Provost (now Provost) Republiska Bielarus inquired on Tiber's experience, Tiber tried to explain his plans for the Magisterium and sent PMs to Magisters imploring them to vote for him. However, due to lack of experience, many Magisters voted nay on his admission. Only 17 hours after the vote opened, Tiber sent a forum PM to then-Provost Atlae withdrawing their application.

Things mostly settled down after that. Tiber Septim joined the East Pacific Police Service, and applied to join the Ambassador Corps (Minister of Foreign Affairs Atlae did not respond), but trouble was brewing behind the scenes.

On October 19, Tiber released sensitive information. It was damning, questioning Yuno’s support in her Cabinet and various shady foreign affairs deals. The unedited version may be found in the pre-trial. Players who read the post responded negatively, culminating in Big Bad Badger outright accusing that Tiber was the leaker. One of those players was Altino, who said she would report Tiber’s activities to Osiris, where Tiber held a position. Tiber edited out the info on the post, and then used his main account to say that that statement is defamatory, and that he was immune, because he was in the EPPS. He renounced his citizenship from TEP and Osiris shortly afterwards. His account was banned from the Osiran regional forum shortly after.

Six days later, on October 25, the Delegate, Yuno, presented charges against Tiber Septim. In the resulting pre-trial, the charge of sedition was dropped, but the two other charges of committing treason was brought to trial.

However, Tiber Septim did not show up in his allotted time, so an arrest warrant was issued against him. Tiber’s nations were found to be deleted, and was possibly a Delete on Sight player.

Greyghost appointed as Vizier

Greyghost, former Overseeing Officer of the East Pacific Sovereign Army, was confirmed as Vizier by the Magisterium on November 17, 2017.

Greyghost, who resigned as Overseeing Officer of EPSA and EPPS on October 1, was later replaced by General Elfine.

On October 27, Yuno nominated Greyghost as Vizier, and the notion was brought to vote on November 10. Greyhost was confirmed as Vizier by an unanimous vote, bringing up the current amount of Viziers to 6.

Her addition was very popular among the Magisters, but some were concerned over the fact that the Regional Officer spots were at full capacity, so some Regional Officers offered to give up their posts.

Greyghost was glad to be nominated as Vizier, and now serves as a protector of the region.

A Message From the Delegate

Hai TEP! Feels weird to be writing something for the New Years release! Especially as your delegate. As you know this year we've done so much! We've been hiring an increasing amount of citizens when you look at the past years. Our Executive ministers are now more active than ever! With replacements lined up in order to keep them active. The transition to having myself as the Delegate was clean and easy thankfully! And lastly I've speared the full setup of having an Executive Government where confirmed citizens of TEP have the chance to get involved in one of our ministries to help progress our region!

2017: A Year in Review

2017 was a busy year for The East Pacific, let's take a look at what happened that year.

At the beginning of the year, Todd McCloud was Acting Delegate after the elected Delegate Aelitia was removed by the Viziers upon suspicions between Aelitia and another citizen. The suspicions were determined to be without merit and the removal was successfully appealed; leading to the re-assumption of the seat on February 8th. As Delegate, Aelitia issued 14 Executive Orders in total. Shortly after on March 15th issues arose with East Malaysia, a forum admin and a long-time resident in TEP was banjected due to surpassing the endocap, Aelitia received backlash before the Delegate election in which the incumbent Aelitia was defeated by the then-Viceroy Hobbes.

After overseeing the original N-Day on April 1st, Hobbes assumed the Delegacy April 27th. Hobbes first removed the East Pacific from CAIN (Coalition Against the Ideology of Nazism), calling into question the organization's objectives. Hobbes then signed the Endorsement Caps Act, repealing the Simplified Endorsement Cap Act (Third Amendment), which was used in the unpopular enforcement of East Malaysia's (temporary) ban from the East Pacific. Hobbes did not sign any executive orders, but he did develop the foreign affairs of the East Pacific, signing the Mutual Aid Treaty Between The Sovereign East Pacific and The Independent Order and the Best Pacifics Treaty between the East Pacific and the West Pacific.

In July, Mexregiona (also known as Mex) was elected Delegate. Although he never fully assumed the Delegate seat, Mex began the reconstruction of the East Pacific’s Executive, appointing many new players into government positions, and the University of the East Pacific (UTEP) was re-established under the Fourth Education Act. However, on August 15th, Mex found that he could not manage the Delegacy due to a lack of time, and resigned the Delegacy, so Aelitia, a Vizier, succeeding him in acting as in-game Delegate.

Then-Viceroy Dalimbar commenced a citizenship audit but disappeared before it was completed. Fellow then-Arbiter Yuno, among others, began finishing the citizenship audit after two weeks. A new Delegate election commenced in September, where Yuno defeated The Oan Isles and Aelitia in the election.

Yuno, as Delegate, re-organized the Executive originally set by Mex (see Executive Office Changes) and raised the endocap from 150 if one endorsed the Delegate and, 15 if they didn’t, to 200 if one endorsed the Delegate, and 20 if they didn't. Article A, Section 3 of the Concordat was also amended, giving the Delegate the prerogative over World Assembly votes rather than being chained to the arbitrary will of non-citizens. Yuno has issued two Executive Orders and opened an Executive Internal Activities Thread in the name of transparency following the contested transfer of the regional Discord server.

2017 (12017 H.E./3754 A.A.) was also a busy year in our favorite roleplay community. After the consequences of the Four Days’ War, the SEPC (South-East Pacific Coalition)'s membership grew in size and reconciled with the FPA (Fire Pact Alliance), which it had fought against in the Four Days’ War, and grew in power.

Meanwhile, in the nation of Laitianburg, terrorists calling themselves "Al-Jaheed" took control of several territories, instilling a brutal regime of terror. When the organization metastasized to the islands of Yor located south of Aurora, the government of Xagrurg, as well as some other nations, deployed forces. 

The unhappy military, disillusioned with a long conflict in the islands, as well as problematic government spending, launched a coup, causing the government of the Republic of Xagrurg to flee to Yor and the Greater Xagrurgian Empire (GXE) to be established. The Staynish-Caltharusian Empire (SCE), as well as its allies, then declared war on Xagrurg, launching the Auroran-Pacific War, which was far longer, far more costly, and far more widespread than the Four Days War.

Shortly afterwards, Rurik Lukin in Stratarin, an SEPC nation, was assassinated, allowing Mikhail Starikov to seize power from then-Premier Viktor Drugov and eventually lead to the fracture of the SEPC. Xagrurg invaded Kostoria-Obertonia and Yor, the Atlantian island nations of Charton, Kerlington, Liber Yourvus, and Minedestives declared war on the Atlae Isles, and the SCE invaded Ethalria after the assassination of the Staynish crown prince, Thadeus.

The war did not turn out well for Ethalria and the Atlantian nations that fought the Atlae Isles, Tretrid, Kuthernburg, and Nacata. After a bombing of the Atlaesian naval base of Fort Mercer, the Kerlingtonian Head of State, Viktor Borisyovich, was assassinated, leading to the inept Heinrich von Stadt to take power. Shortly afterwards, the Chartonian Carrier Fleet was completely defeated by the Tretridian and the Atlaesian navy in the aptly-named Operation Payday. Xagrurg and Kostromastan (which had declared its allegiance to the GXE) made peace with its allies, while the Ethalrian capital of Rivendell fell, and its Matriarch, Amalda Harriman, disappeared. Ethalria fractured into smaller states not a long time afterward.

After the end of the Auroran-Pacific War, which had lead to the Auroran Union (AU) to splinter off the Auroran Continental Assembly (ACA), and the Atlantian Alliance (AA) to form from former SEPC nations located in Atlantia. In light of this, the nation of Emberwood Coast held a meeting about counterterrorism and Auroran reconciliation, located in the capital city of Aura, which was the city where negotiations ended the Four Days War one year earlier.

An Interview with Overseeing Officer Elfine

The following is a transcript of an interview I conducted with the Overseeing Officer of the East Pacific Sovereign Army, General Elfine.

Tretrid: For starters, are you generally satisfied with the current direction of the EPSA? Why or why not?

Elfine: I can say with certainty that I'm satisfied with how EPSA is being run at this time. However, there's still a myriad of changes the organization needs to go through to truly reach its potential. Going into 2018, I should like to see half of our troops being able to effectively trigger and lead ops, and a quarter of those troops in commanding positions.

Tretrid: If there was something EPSA needed to improve on, what would it be?

Elfine: Activity. We've had quite a few good ops over the past couple months, but I'm looking for operations that'll happen on every other day. Of course, getting to that stage is gonna take time and a load of manpower, but I know it's an achievable goal for the agency to reach.

Tretrid: What impact do you think Yuno's delegacy has had on the EPSA?

Elfine: Admittedly, as I wasn't a resident of TEP before Yuno, I can't pass comment on how it was before she came. However, Yuno's heavily promoted it, giving all of our troops opportunities to speak their minds, and allowing the higher-ups freedom in what they wanted to implement. She even went so far as to TG the entire region about our existence! So I'd say she's been great for EPSA.

Tretrid: What are your future plans for EPSA?

Elfine: Work on expansion and troop relations, mainly.

Tretrid: Will you continue letting the EPSA work closely with TWPAF?

Elfine: They're LIT and we're staying with 'em because we benefit from it so do they....I think. Maybe.

Tretrid: Do you have anything to say about The Black Hawks' latest record of 255 tags last major update?

Elfine: It was seriously impressive. I doubt many people on NS could match that if they tried, and it's nice to see that something came out of the Moneyness drama.

Tretrid: And finally, is there anything you would like to say to the readers of EPNS?

Changes to Various Executive Offices

With the growth of the TEP member base, the Executive has seen new changes, new expansion, and new leadership. Below we will cover those changes.


The EPNS has also seen the merger of TEP’s radio channel into EPNS. Pendragonania, former radio chief, now works as the acting Deputy Minister of EPNS. 

As a result of Cain moving into managing Foreign Affairs, he has left his previous post in the Ministry of Design absent, and replacing him as the Head of Design is Ike. Ike is an individual known for amazing design projects, immersive graphics, and creating flags for lucky TEP nations. It’s no question that Ike will be well-established in his new post, and will push the boundaries of TEP’s design to places that we’ve never imagined.

The Ministry of Immigration has had administrative changes, with Wonder Woman taking over as Minister and installing Pakitsk as her Deputy Minister. The duo has been toiling to revitalise the Immigration services to be made as efficient and effective as possible. Wonder Woman had this to say when we asked her for any commentary:
"From myself and Pakitsk, we here at the Ministry of Immigration wish you a Happy New Year! Our office is always open! I like to thank Yuno for giving me this opportunity, and I can't wait to see what 2018 has in store for TEP!!"

Final Words for the Year

2017 has brought a lot of change, for both the good and the bad. It's another year where we all grow closer, working together to help support our region and reach achievements that are only possible with our collaboration. What 2017 may mean to each of you will be different, as every one of us has different experiences that we've had over the last 365 days. Some of us have endured hardships or encountered obstacles, while others may have been successful or experienced a pinnacle of life. However, we all share our community, the friends that we can share our experiences with, and the regions we call home. You may have spent your holiday season wrapped up warm with family, or with few and possibly alone. In looking back upon the year, it’s best not to linger on the events which anguish you, but rather celebrate what has gone right, and appreciate what truly matters. No matter the circumstances, New Year’s Day is for looking forward, for putting the past behind you and ensuring your previous successes only continue.

[big][big]A Message From the Minister[/big][/big]

Heya folks it has been an awful long time since I had one of these issues made up and published. For that I am sorry, however in the last three months since our new years edition a lot of exciting stuff has happened here in TEP. Below we will break it down in step by step but a quick summary for you all here; Yuno's been reelected as the delegate, Respublika Bielarus stepped down from Provost and in his place now stands Asendavia, we have two new Vizers in the form of Drachen and Cain, TEP had a region wide April Fools prank in the form of the SC resolution to liberate a 'coup' within TEP (which by the way was a prank, we hope some of you at least had fun).

Now for the fun stuff going on inside the News Service. We've dropped the idea of a radio being made for now, we don't believe that it is going to be practical to have such a thing at this stage. We're recruiting more people and standardising our application into the Executive Staff application made by our darling Queen Yuno. We're trying to push activity and having people join us to allow us to do more regular updates, which is great for everyone. We understand not everyone has the time to check the various discords and the RMB every day, so a lot can be missed so we hope in the future we can do weekly updates for those who miss a lot.

In these most recent elections the following individuals were nominated; Nominated Candidates[c]Accepted / Declined / Undetermined[c]Queen Yuno[c]Nominated, Accepted[c]Oan[c]Nominated, Declined[c]Pax[c]Nominated, Accepted[c]Trukya[c]Nominated, Accepted[c]TheGreenRenegade (Emperor Green II)[c]Nominated, Accepted[c]Todd McCloud[c]Nominated, Declined[c]Marilyn Manson[c]Self-Nominated, Seconded[c]Asendavia[c]Nominated, Declined[c]Republika Bielarus[c]Nominated, Declined

Out of these candidates the following made it to the ballot; Queen Yuno, Pax, Trukya, Marilyn Manson and Emperor Green II. Voting lasted four days for the first round however in an overwhelming shock victory one round was all it took for Yuno to take victory. Yuno won with an majority of 86.7% of the votes cast. Although with such an awesome delegate we kind of saw it coming.

Here is what Yuno had to say about her reelection;

Originally having joined the Magisterium in August of 2016, and then again in November 2016, Respublika quickly gained the respect of the people within the Magisterium. This was noted by many voters during his November Re Admission vote. Finally in January of 2017 Republika was elected as the Provost. And through sheer dedication we honestly believe he managed to expand the Magisterium from only a few members, to well over 20 which it currently stands at today. An honestly impressive task. Unfortunately a year after he was elected Respublika decided it was time to hand in the towel, shortly after being reelected in the January elections, he stepped down in February. In his time he made many friends in the Magisterium and was dedicated to the role he had, but like all great things they have to end at some point. 

We hope to see him return some day, however the Magisterium has been put into capable hands in the form of Asendavia;

Recently the Magisterium voted to add Cain to the team of vizers. Cain has a nation called Aeneas Prime and has been involved in the Executive Staff team for a long time now. The funny thing was he was who got me involved in the ES when I returned to TEP after 4 years so it feels great to be able to induct him into the hall of trusted members. Here is what he had to said
Quote:NationStates has been a passion of mine going on 15 years. During that time I have been involved in a myriad of regions and organizations covering almost every aspect of the game proper. When I have been actively playing, my primary concern has been focusing on the people that drive everything forward. My fellow NSers. Thus, when I am a member of government, regional leadership, or that of being apart of a group of community leaders like I believe many have categorized me in with regards to The East Pacific, I use all that I know and have learned in-game to help as well as protect my community. I see it as a responsibility of those whom have the know how and capability to act to ensure that it is, and to the letter. Being nominated by Delegate Yuno came honestly as a surprise, but not in the way that most would expect. Time has honestly flew right past me. Sure, we have had battles in The East Pacific and have ran into some rocky patches during her first term in office, but I believe that we all signed up for this. Our only goal - my only goal, continues to be to ensure that TEP is able to achieve its full potential and that those within our region feel that they are apart of an intricate apparatus where they can directly affect change and have their voice heard respectively. To this end, I am both honored and humbled by the region that I have chosen to call home. I am glad that I decided to come back to the game in Fall of last year despite significant RL events that were then on-going consuming much of my time and energy. I hope that I can continue to honor the values and virtues that our community represents well into the future.

Aeneas Prime AKA Cain

So far this year we have seen two new vizers be appointed to the region. Like Cain, Drachen, serves in various ministries within the region. He also manages most of the discord servers within TEP, no small task to do each day. Like with Cain I wont comment much here, but here is what he has to say;
 
Quote:My becoming Vizier was certainly something I would have never anticipated, even in the recent months. I cannot say how grateful I am to the Loligarch for believing in me so much to have not only afforded me all these other roles within the executive but also nominated me for one the region's most important positions. It truly feels as if I have joined some exclusive club of protectors whose membership will be recorded and remembered years down the road. It's nothing less of an honor. 

While it doesn't seem like I'll ever get to exercise my power as Vizier, which is fine by me because that would mean the region is facing a rouge delegate, I respect the position and the duty I have been given, Should the unfortunate moment ever come where TEP is threatened at the highest level, I will be there.

[big][big]April Fools in TEP[/big][/big]

So its hard to not speak about the elephant in the room, the coup d'etat. So what actually was it? The whole thing started when the SC published a liberate East Pacific resolution. So in the spirit of fun Queen Yuno took it upon herself to have some fun with the idea. Being good sports to make it more believable the RO was 'purged'. Which included at first the removal of Todd McCloud, Bachtendekuppen, and Aelitia Astor. Then in a way to try make it more realistic, I played the part of someone who was going to clamp down on it all and portrayed as a traitor and left the RO. Todd was restored afterwards as a show of loyalty for exposing myself. The Concordat was removed and replaced with the ELO (Eastern Loligarch Order). A few days went on it was becoming clear that it was getting out of hand. Insults were being thrown around on the RMB and the region started haemorrhaging endorsements and memberstates. This is when we decided to cut it short and highlight the fact it was merely a joke. The original idea was to reveal it on April Fools.

I'd like to take this time to officially apologise on behalf of the entire cabinet of ministers to all those negatively effected by this. We are back to a friendly democratic nation and we hope that if people who see this left the region, we are happy to have you back. We miss you <3

Fedele Attempts Coup, Becomes Interregional Laughingstock

It was October of 2018 when Fedele rode a wave of popularity to the top spot of The East Pacific, the Delegacy, after serving leadership roles such as Provost of the Magisterium and as a Vizier to provide regional security. With former Delegate Yuno decision not to run for another term it became clear the Fedele was the leading candidate and with the tsunami of controversy that surrounded Yuno and her subsequent banishment from the region it was a wave he rode to the shore of The East Pacific as he moved to consolidate his political power.

His first term as Delegate showed he was dedicated to making his administration active and to try cleaning up the issues of the Yuno administration. His following two terms were riddled with controversy with the continual marsupial purges, the disregard for regional law, blackmailing political opponents and a dead government that had virtually stopped functioning.

Fast Forward to a year later, October 2019, the tsunami that Fedele rode in on had hit the seawall as Fedele and members of the Rahl family, that had been putting on a circus show in the region leading up to the October Delegate Elections, put their months long planned coup into motion. Fedele had been actively going against the law according to an advisory opinion of former Viceroy Aelitia on the Endorsement Cap Act, for about a month beforehand but with the ejection of Vizier Todd McCloud and banjection of Vizier Bachtendekuppen it signaled coup day had arrived. 

A few months prior, a group of concerned Magisters and Arbiters that joined together in a private chat to discuss all the activity happening in the Magisterium to talk about all the proposals the Magisterium had over the summer months. It generally overtime became a base of opposition against Fedele and his lapdogs as they continued a theme of, to quote Bachtendekuppen as he put it best, that “”I did not take time to look into the details” also seems to be a running theme these days.” The Small Magisterium Cafeteria became the hidden beacon of hope to be the political opposition that the region needed by reporting the activities of Fedele’s close allies and Rahl family movements within The East Pacific.

By the time September 2019 rolled around and leading up to the elections that concerned members of The East Pacific’s silent majority, the forum roleplay community, alerted the Viziers that Davelands had been breaking the endorsement cap, which it was further verified by a growing number of disgruntled cabinet members that Fedele had given permission to his cabinet to break the cap several months prior. It was clear to many that Davelands was Fedele’s handpicked successor but it also drew concerns of election impurity as The East Pacific is a democracy.

 The start of Fedele’s downfall was his cocky attitude. He assumed that he had solid support of the citizens of The East Pacific. He miscalculated that while The East Pacific is a region of second chances, it is not a region of stupidity. Many people towards the end of his term were sick of his gimmicks and games. This was clear when Marrabuk won the election over Fedele’s slippery candidate, Davelands, that the region was done with the Rahl’s circus act. 

Furthermore, with continued blunders with not understand how The East Pacific’s Vizier system worked, how influence worked, and not understanding how The East Pacific worked as a region in general. Fedele did not expect the resolve of the region to be as strong as it is nor how united the citizens, residents and roleplayer groups become when the region is in crisis. 

Later when the coup was clearly a failed coup that ended before it started it was revealed that months of planning went into the coup was also months of manipulating the people, regional government and administrators of the region. 

With a series of blunders, miscalculations, backstabs and cluelessness that lead the coup to its knees. Not only did Fedele and his crew tarnish their names to become the laughing stock of the region with now countless memes and GIFs but it has also has tarnished the Rahl family name in The East Pacific.

A Message from the Editor

The Eastern Pacific News Service (EPNS) has long been the premier news source in the East Pacific. From its creation by the Magisterium, to it becoming part of the Executive, to even now, the EPNS has had a reputation for truthful journalism. 

When I first joined EPNS back in 2018, I contributed heavily in the efforts to revive the publication and worked under Libertanny and Pendragonania during their tenures as editor. However, EPNS went inactive under Fedele's administration, as Fedele didn't bother with any of the actual governing stuff and instead did the kinds of things that would make him an interregional laughingstock. 

When Marrabuk was elected, he immediately started putting his cabinet together. He appointed Pendragonania to head the newly-renamed Ministry of Information and Communications (MOIC), of which EPNS was a part. He immediately worked to revive EPNS. One of the things he did was invite me back, as I had left NS in late 2018 due to RL issues.

However, Pendragonania resigned in early November, so Marrabuk appointed me as Minister of Information and Communications. I chose to continue where Pendragonania left off, by continuing to grow MOIC and by asking people to write articles for EPNS.

The finished edition of EPNS you see here is but the culmination of the efforts of many people, not just of the past month, but all the work that everybody involved with the EPNS had put in to revive it. All of this was done to deliver the truth to you, the reader.

Thank you to everyone who wrote articles and helped me revive EPNS. I can't overstate how important your contribution is.

An Interview with Marrabuk

Marrabuk was Minister of Foreign Affairs before being elected Delegate. He was one of the main figures that stopped Fedele's coup attempt, and is currently working to revive the Executive after a year of inactivity.

Tretrid: What first brought you to TEP? 

Marrabuk: I was founded in TEP and never left. 

Tretrid: What did you do before joining the forums? 

Marrabuk: I believe Ram have asked me why I joined the forums 2 days after my founding. My honest answer was: I received many telegrams asking me to join the forums and also on discord back then too. So I decided to join the forums. Tbh, being a noob, I don't know what's going on, I just joined for fun. 

Tretrid: Why did you decide to run for Delegate? 

Marrabuk:
1) Because I no longer wanted to see a Rahl continue to run and destroy our region. And I had great support too. 

2) I believe the region need a good leader to repair the region after what it's been through for the past year. I have always kept a TEP and TEPers first policy. 

Tretrid: What did you do when you first find out about Fedele's attempted coup? 

Marrabuk: Gather and plan with TEP loyalists. We also had a server with all our allies and friends that came to our aid. It was a hard fought victory that lasted months. TEPers in the RMB played a huge role too. We were organized and coordinated very well, that's how we managed to beat them. 

Tretrid: How do you plan on undoing the damage Fedele has done as Delegate?

Marrabuk: A lot has already been done like increasing the number of viziers. The low number of viziers presents a security risk for us. Which we now know led to the coup. Before the resignation of Aelitia, I managed to bring up the number of Arbiters back up to 4/4. The conclave has been running at 3/4 for months. We will continue work on securing our security and also our laws to prevent a coup from happening again. I have also appointed cabinet and delegate advisors, most of whom were former delegates of TEP themselves. We have also implemented a monthly dialogue session with cabinet, where residents and citizens can come and ask the delegate and cabinet questions and the cabinet will update the citizens and residents on our goals. We are also looking at reviving EPNS which was dead throughout Fedele's 1 year term. We're also reviving EPSA which was dead throughout Fedele's term too. We have also established a treaty with Balder. We are also looking into having more treaties with a few more regions and mending broken relations caused by Fedele. It's a work in progress and I believe, the cabinet and I will be looking into ways to improve and better the executive and the region as a whole.

Tretrid: Do you have anything to say to the readers of EPNS? 

Marrabuk: It's been a month since I was elected. Many positive changes have already been made and many more positive changes will be made. Together, we can make a difference as a region.


Magisterium News

After the debacle that was Fedele’s coup, the Magisterium set to work cleaning up and passing reforms to get the region back on track. On October 14th, after the banjection of Viziers Bachtendekuppen and Todd McCloud, East Malaysia posted “Drawing lines in the sand. Let’s get to work,” a debate in the Magisterium subforum outlining the Magisterium’s priorities. This list included a clarification of what counted as “high crimes,” a new security act, an amendment of the Concordat, and other reforms.

By the time Fedele was out of the region, the Magisterium had set to work. Bachtendekuppen was voted in as the new Provost; McStooley, East Malaysia, Hobbesistan, and Ramaeus had been confirmed as Viziers; Pakitsk had been confirmed as an Arbiter; Sakana had been confirmed as Overseeing Officer of the EPSA. Atlae, Tretrid, Ramaeus, and Angel of Charity were all admitted to the Magisterium, while Tim was ejected due to his complicity in the coup. Escade had also resigned during this period, trying to leave NS in general.

Following through on the promise to make the government simpler, the Magisterium voted to repeal the Office for Tourism and Recruitment Resolution, the Magisterium Reform Act, the Holiday Act, and the Codicis Resolution. For their support of the legitimate government of TEP, the Treaty of Aarhus with Balder was ratified. Zukchiva was re-appointed as an Arbiter, while Atlae was appointed the Chief Officer of Justice.

Currently under vote are the nominations of Minister of World Assembly Affairs Wallenburg to the Conclave, and of Brotherland to Viziership. Still under debate are bills concerning EPPS reform, proscription, endocaps, and regional officers, and also a new Concordat bill and a resolution regarding the Eastern Pacific News Service.

Only a month after Fedele’s coup, the Magisterium has had a flurry of activity, fixing the issues made evident by Fedele’s reign, and will only serve the region well from now on.

Z-Day in the East Pacific

Z-Day is a well known event throughout the world of NationStates. But for those in the dark, Z-Day is the designated date where every year, zombies besiege the world! However, nations have the power to combat the undead menace with two choices: Tactical Zombie Elimination squads (TZEs) or cure missiles. TZEs are squads of elite soldiers who killed millions of zombies in active combat and generally look extremely awesome. On the other hand, cure missiles are missiles fitted with curheads that turned zombies back into confused humans when the weapons hit a specific area.

Usually, it is the practice for most regions to choose which side they will be joining prior to Z-day: zombies or humans. Most regions decide to go the traditional route with humans, but some regions decide to go against the grain and join the zombie hordes instead.

The East Pacific went zombie! However, it's new choice did not go unnoticed by many natives, resulting in a small battle being waged within its borders. In the following paragraphs, the formation of the sides as well as their commanders, and a basic idea of what transpires that fateful day will be foretold in a monotone tone for your enjoyment.

SIDES
The zombies were supported by the government and left the Cure Alliance with no mercy. For their commanders, the zombies chose the merciless Angel of Charity and Grand Zombie Warden Pakitsk. During the course of the conflict, another nation known as the Atlae Isles was also promoted to de-facto commander. (By meaning, he posted targets. Pretty much it!). The command structure was effectively streamlined, with targets presented publicly on the Z-Day channel. This rapid acquisition of targets helped zombies chew mercilessly on their frightened enemies with the utmost power and speed!

On the other side of the civil conflict, we can see the humans who geared up to fight the undead people. Receiving absolutely no support from the government this year around, a few nation's nonetheless decided to battle the hordes as their now zombified predecessors had done. The original commanders of the resulting alliance were East Malaysia and Elejamie, with Libertanny and Zukchiva serving as sub-commanders. Later on, resident Davinah was also promoted to a sub commander for the TZE forces. Unlike the zombies, the command structure was not streamlined, with multiple targets being presented for cure and TZEs at the same time, causing confusion amongst the human forces.

HAPPENINGS
When the event began at 4:00 PM EST, nothing truly happened.  At that point, zombies were building up their hordes as the cure alliance (name for human side) saw nations choosing their specialities (being a majority of cure. A mistake? No way!).

However, things began to pick up at around 5:00 PM, with zombies beginning to lead attacks and the cure alliance retaliating fiercely. These first early battles saw victories for the Cure Alliance, which managed to beat down multiple zombified nations with minimal casualties and high “we’re doing awesome” vibes.

But the tides of war soon quickly changed allegiance to the horde (those darn tides). With their massive numbers and superior tactics, the horde began to beat back the Cure Alliance's attempts at rebellion. Within six hours of the event, the Cure Alliance saw the surrender of two of its Commanders. By then, victory of the hordes was assured. Deeming the Cure Alliance no longer a threat, the horde formulated a new goal: zombify The East Pacific as much as possible.

As the Cure Alliance went to bed, new zombie nation's began to attack anyone and everyone with more than a few million survivors. Within 12 hours, almost all nations in the East Pacific were zombified, giving ultimate victory to the hordes.

In a desperate attempt, the Cure Alliance moved bases to a passworded UCR, in order to heal Alliance nations and to perhaps lead a final offensive. However, the zombies at this point held the the East Pacific firmly in their wretched grasp, and repelled any attempts of the Alliance to return fire.

By 4:00 PM EST, the Cure Alliance's main commanders all surrendered, marking the end of the Cure Alliance. The cause of surrender was officially stated as to prevent puppet spam, resulting from the jumping back and forth from TEP and the UCR. Afterwards, the zombie hordes went on to decrease the number of zombies as much as possible, eventually making sure that the East Pacific was no where on the Most Survivors tally on the Z-Day board results!

All in all, the event was a lot of fun for the region. While tensions did rise a little bit between sides, when all was done and told everyone could say that they at least had some happy moments within the fight.

The zombies won the day, and their putrid flesh now runs amok within the East Pacific. Until next time, zombies!

Roleplay in the East Pacific: An Introduction

Roleplay in the East Pacific (TEP) has been an integral part of the region ever since it was founded in 2003. Since then, the East Pacific has been drawing people of all race, ethnicity, gender, and creed to expound on its regional lore and to take up the mantle of imaginative and creative writers.

For most of TEP’s roleplaying history, roleplay solely occurred within the East Pacific’s Forums. The forum, initially founded by One Infinite Loop as a platform for flag requests, quickly became a secure and convenient platform for roleplay to occur. In fact, many players would often roleplay events relating to other going-ons in the forums, primarily the government section. One primary example of this was a small roleplay that occurred about the arrival of an entity called the Empire into the roleplay universe, not so coincidentally at the same time of the Empire’s coup of The East Pacific in 2008. Eventually, roleplay became so profound and active that it split away from governmental gameplay, and became a separate entity, known today as TEP Evolved.

TEP Evolved is a worldbuilding-centric roleplay. Visiting the roleplay section of TEP’s forums, one will see a sub-thread containing a long list of factbooks from nations past and present. These factbooks lay details upon each nation’s specific culture, history, government structures, economy, and sometimes even military strength. Easy access to these factbooks allows roleplayers the ability to quickly learn about any nation within minutes.

Of course, this isn't the only worldbuilding facet that TEP Evolved offers! The forum roleplay also has its own small wiki (called TEPWiki), which can be used to formulate Wikipedia style articles. The wiki is maintained by East Malaysia, and has many of the features utilized by NSWiki for the full Wikipedia experience, minus the lack of updates prevalent in the older site.

Getting into the roleplay itself, TEP Evolved's main world, Urth, is mainly a roleplay about modern-day nations in similar situations like Earth nation in real life. However, for those who don't wish to roleplay in such a fast-paced world, there are many alternate universes that are quite active as well. Currently, a popular alternate universe is 2199, which is basically the universe of Urth but set in a future of spaceships and emerging space empires. Having recently been rebooted, it is now undergoing a revival under the experienced hand of Ember, the Cartography Captain of TEP Evolved.

At the other side of TEP's range of multiverses is the Regional Message Board Roleplay (RMB RP). RMB RP is set in a canonically different universe from TEP Evolved, however, unlike TEP Evolved, RMB RP has existed for around only two years in a serious, structured form. Yet, within that short time, it has built up a vibrant community parallel to TEP Evolved's.

Whereas TEP Evolved is focused more on worldbuilding, RMB RP is built more around interaction both between characters and between nations. While factbooking using NationStates's in-game factbook feature is a common practice, most nations do not focus on worldbuilding as much as their forum counterparts, because more time is spent directly roleplaying.

The main roleplaying map/setting of RMB RP is a modern-technology planet named Valsora. Unlike Urth, wars are often the forefront of roleplay in this universe, with regional alliances and hegemons dominating the landscape. It is a never-ending turmoil of nations struggling for their survival, but, like Urth, it paves the way for epic tales to be sprung and told!

Of course, like TEP Evolved, there are other roleplay options for those who don't wish to partake in the grit and grind of mainstream roleplays. These side roleplays, which are usually called alternate roleplays, are usually not as structured as TEP Evolved's alternate universes. However, it is easy to start an alternate roleplay in RMB RP. Just make a map and gather interested roleplayers! One popular alternate roleplay occurring right now is 1555, a roleplay set in a universe exploring the interactions of medieval nations. TEP Evolved has a similar universe as well (just set on Urth around 1000s, instead of the 1500s)!

Ultimately, The East Pacific has many different options for anyone who wishes to roleplay to their heart's content. Stemming from intensely warring states to clashing medieval empires,  roleplay in the East reflects the extreme diversity of its roleplayers. It's an interesting world of adventure in roleplay, and we hope that you may one day join with us along the journey.

RMB RP Update November 2018

After the Zombie Apocalypse faded to black across NationStates and November began, we saw many role-playing highlights such as the Rise of Honorism in Valsora. Starting off the RP this month was the negotiations for the Invasion of the Balkanized States. The belligerents met in the Nova-Columbian Hall of Concord to discuss bringing about a peaceful end to the war. These negotiations sadly died off. In more hopeful news for the activity of Valsora Roleplay, the USR declared war on Sminisha, forcing the Mabryn Coalition to declare war. Before the ENL and IP could involve themselves, however, their declarations of war were voided. In my own nation, elections have been in progress and will come to an end on Thanksgiving. When the FCR started to win, an investigation found that they were cheating and they were disqualified from the election. Later, RMB RP got a huge boom in activity and a lot more interesting as Kampf basically blew up. The Civil War has been in secret planning for a while now, and it has come to fruition as dozens of factions declare independence and/or fight for control of Kampfia. International intervention was inevitable, and the Iron Pakt is waiting to strike on their enemy while it is down. Peatiktist and the USR have also sent troops in to factions that they support while Aslaconrad plans to carve out a Kaiserreich to rival the former Iron Kingdom. More updates on this event are sure to follow.

Valsora Climate Summit Delegation Arrives in Abadong

Fires, hurricanes, and tornadoes continue to get worse because of climate change. However, to fix this, the Angel of Charity decided to call on a summit to discuss the matters of climate change.

Delegations from Zukchiva, Lerasi, Great Algerstonia, Rage Mage, The Waaa, Restoration of Eastern Kaiserreich, Nova-Australis, The Cult of the Great Cthulhu, the Neo Afro Caribbean Order, Gorbastan, The Sennheiser Union, Volinovia, Kampf Empire, Peatiktist, Terrabis-Seran, and Abadong were invited to discuss.

The delegations arrived in Abadong, the decided host, on 18 October 2019 and the conference began on the nineteenth. The first discussion was begun by one of the delegation members of the Angel of Charity. “Hello everyone, thank you for participating in Valsora's first climate summit! I hope everyone has had a wonderful time.

"However, I'd like to direct your attention to the conference hall, which is two floors above us, and on your right. It is there that we shall begin our discussion."

The Emerald School is a school in Aska Falls, a community of Irakot, Neo Afro Caribbean Order. The academy comprises of an elementary school, an intermediate school, and an upper school. The school's motto is "Inspiring our Future by Leading with Temperance".

The school was given the invitation to attend the Climate Summit in Abadong on behalf of the diplomatic delegation of the Neo Afro Caribbean Order.

Led by Mr. Jonathan Shulman, this delegation comprises of fifteen students. The delegation flew in on Cathay Athena and arrived on 19 October.

They are taking notes to put back in the form of a slideshow presentation in which they will present to their classmates in the upper school. RMB Today spoke to Shulman on his opinions on this summit. He states that his students are “honoured to represent their nation and are willing to report the best notes back to the Abadong right now, but are on pause for the night. The next parts of the summit will resume tomorrow.

Happenings in the Conclave

The past few months have been a time of change within the Conclave, the judicial branch of the East Pacific. This article will set out to highlight some of the going-ons in order to provide some understanding of what occurred in judicial matters in the recent months of 2019.

NEW ARBITER APPOINTMENTS
The past year has seen a lot of changes within the East Pacific’s bench itself. The most startling is the resignation of Aelitia Astor as Viceroy, Arbiter, and Citizen on November 15th, 2019. Having been a part of the East Pacific for many years, Aelitia has served as the East Pacific’s go-to for all judicial matters, and has played a part in forming the Conclave to what it is today. His resignation, while unexpected, was not totally unprecedented, as Aelitia was unable to maintain activity on NationStates for a month or two prior.

The year of 2019 also saw many other changes within the bench, eventually completely replacing the bench from what it was in January 2019. The new East Pacific Bench, going forward into 2020, consists of both new and incumbent Arbiters.. The current set of Arbiters forming the East Pacific Conclave are Zukchiva (reappointed November 25th, 2019), Asendavia (appointed May 21, 2019), Pakitsk (appointed October 30, 2019), and Wallenburg (appointed December 6, 2019), with Zukchiva being elected as Viceroy going into 2020.

These new Arbiter appointments are expected to bring back the activity within the judicial branch that has been missed for many months, due to being able to bring in new perspectives and ideas to change and revitalize the court.

POSSIBLE REFORMS
The recent trials have since given light to multiple potential reforms that could take place within the Conclave. Along with these possible reforms, an amendment of the Standing Orders of the Conclave (the guiding document of Conclave business), has been a talking point for the past few months amongst Arbiters and citizens alike. The hope being that some way can be found to help change the judicial branch to incite activity amongst Arbiters and begin change on the finer processes of the Conclave.

In addition, the court is now setting up an attorney system to replace its system of warrants of arrest. While still in the drafting stages, it has not been submitted to the Magisterium for debate so as to be set in law. This new system seeks to give the accused in any East Pacifican trial a fair right to defense while still allowing trials to push forward and end in a matter of weeks, not months. Thus, making trials more fair to both to all parties involved in any trial, as well as the citizenry of The East Pacific.

All in all, a lot has been going on in the Conclave in recent months. The next year will provide an opportunity for the Conclave to restart with new goals and to instigate reform to make sure it represents justice as fairly and impartially as possible.

A New Year's Message

As you all may already know, I am the current elected delegate of The East Pacific. I was elected on October 2019, where there was an attempted coup by the previous delegate and their followers. The attempt failed only because us TEPers are strong and united! None of us could've done it alone to stop such evil forces from taking over our beloved region and home forcibly. Our joined effort was valiant and was proven too strong of a force for the coupers to handle. Our friends and allies also came to our aid in such strong numbers and coordination, they were very crucial and vital in supporting us against the attempted coup. We are extremely grateful and thankful to them.

A quote from the 12th Doctor before he regenerated resonated with me. The moment I heard it, I just knew it was the right motto for me, and that should be the motto for everyone.

NationStates, as a game, should have more people that follow that but they don't. Over the last 10 years It has been a continual power struggle as it should be with the game because our region is our nation and we must do whatever we can to protect it. That is what makes the game fun.

I would say over the last decade that The East Pacific has largely been the same for the last decade and the first seven years of this community's existence is the same. That is one of the things that makes The East Pacific unique is that it has had the same forum, style of government, and a large roleplay community for the last 17 years. That alone is the biggest accomplishment over the last decade is keeping The East Pacific a strong and united front.

That is not to say The East Pacific does not change because the names and faces of the people have greatly changed but the culture of the region is constant. A couple of Delegates have attempted to shift the culture by throwing rocks in the water but the community responded by sending a tsunami back at them.

This is because the culture of this region has the bottomless roots of a tree that cannot be uprooted. It has nothing to do with The East Pacific's "old guard" since they are virtually gone in regards to community activity. It is what they passed down from one generation to the next, and it has continued until today.

Looking forward to the next decade... to know where we are headed we must always remember where we came from. "Tomorrow's winds will blow tomorrow." Stay classy TEP and don't forget you are here forever!


The Long Road to Justice

The East Pacific started the decade with The Empire and ended the decade with the Rahl Family. A decade long unhealthy obsession over The East Pacific. Where the originals failed... the descendants failed harder. It's been a long road to this point but finally justice has been served.

For those who have been keeping track of judicial proceedings, it will be no surprise to know that five trials have recently ended within the past month. The trials for: Aleister, Davelands, Fedele, Funkadelia and Tim Stark were initiated by The Confederated East Pacific after investigations via the East Pacific Police Service in order to bring justice to those who had played a part of the infamous failed coup that occurred during the October 2019 Delegate elections.

The trials were began soon after the failed coup in October, but ran into December due to multiple issues dealing with now former Viceroy Aelitia’s real life duties and the inexperience of the new Arbiters at the time.

In the end, all verdicts sentenced the group to some form of ban from The East Pacific and its services. Aleister, Davelands, Fedele, and Funkadelia were banned for life due to their direct participation with the failed coup, while Tim Stark was banned for three years on a lesser charge for his involvement in the planning stages.

At the conclusion of these trials it closes the book on a year of hell that has led The East Pacific to start the new chapter stronger than ever.

From My Nation to Yours

In the final week of 2019 I launched a daily endorsement campaign. I called it the "Seven Days of Endorsements" to promote the endorsement of the Delegate and Viziers in dispatches and telegram them to the region.

It's fast and easy to join the World Assembly on NationStates!

Outside of the General Assembly, Security Council, that cut throat place called NSGP and answering issues, endorsements are the most important part of playing NationStates.

You can remove all that junk mentioned above and you can still play NationStates with endorsements alone. It is an endless power struggle between raiders, defenders, invaders and neutral players for power.

As the saying goes... "with great powers, comes great responsibility" and that is true in NationStates also.

The East Pacific is largely considered a neutral region in the grandest picture of it all. That is why giving our endorsement to the Delegate and Viziers of the region is important. It puts foreign influence on notice that we are a strong independent region.

Joining the World Assembly also gives you an opportunity to join the EPSA, our regional military, and take on missions outside of The East Pacific. We aid our treated allied when the call comes. Endorsements are the best gift of all in NationStates. Have you given your endorsement yet?

End of the Year Survey

The East Pacific has really grown throughout the years ever since it became a Game Created Region in 2003. Led by 1 Infinite Loop he founded The Confederated East Pacific for the next three years until 2007 and in 2008 the region fought off the Empire and in 2009 the region drafted a Concordat that has lasted all the way to the present day.

CCD Attempts to Infiltrate TNP, Fails Miserably

On January 19, the delegate of the North Pacific, McMasterdonia, released a report stating that the Confederation of Corrupt Dictators attempted and failed to infiltrate TNP.

The report goes on to specify that Jocospor, the founder of CCD, had two nations enter TNP “as part of a long term operation to become Delegate of The North Pacific.” The report also states that United Massachusetts, who was TEP’s WA Minister at the time, was also involved.

However, things did not go to CCD’s plan. One of the infiltrators spent time getting involved in TNP’s RP, the other only applied to the Executive Staff, and United Massachusetts slowly drifted away from the operation. An entire year into the infiltration, and the agents hadn’t even gotten into any senior position, much less become Delegate.

By January 9, McMasterdonia was alerted that one of the agents was a spy for CCD. On January 15, The Chuck, a former administrator on CCD’s Discord server, confirmed to TNP’s government that those nations were spies.

In response to the report, CCD released a statement stating that Jocospor was busy with RL and started attempting damage control. The response on the NS forums slammed the statement as “underwhelming” and noted that the CCD still refused to admit their mistakes.

Meanwhile, on CCD’s RMB, Jocospor claimed that Chuck was a traitor out to destroy CCD, and later suggested that there was “some sort of invisible script” on the Discord server “which bypasses various security protocols.” People on the NSGP forum noticed, and noted how ridiculous such a prospect would be.

On January 21, the CCD posted an apology and had Jocospor resign from the WA and have someone else be Delegate. However, it was pointed out that this was a symbolic gesture only, since Jocospor was still the founder and therefore still had absolute authority over the region. Jocospor then stated that they would cut their sabbatical short, due to the fallout of CCD’s infiltration.

On January 22, the nation 2nd Imperial German Reich stepped forward and admitted that they were the one who sent screenshots and info to The Chuck. They subsequently left CCD and plead guilty to the charges against them.

The response to TNP’s report was quick. TNP’s allies quickly condemned CCD’s actions, including TEP. The NPA also quickly mobilized and raided regions that were aligned with CCD.

CCD’s failed damage control also lead to internal upheaval. On January 31, Riakou decided to eject about half of the nations in CCD, despite being banjected by another RO about halfway through.

An Interview with Todd McCloud

Todd McCloud has been one of the mainstays of TEP’s government for around 10 years now. Todd has served 3 terms as Delegate, and is a longtime vizier. Todd has also been heavily involved in forum RP, roleplaying the nations Vekaiyu, Listonia, and Isklevyu. Under the name “D. L. Nighly,” Todd has written the books The Listonian and The Vekaiyun, based off of his RPs on the forums. Todd is currently serving as a Magister and Vizier, and is working on his third book.

Tretrid: What first brought you to NationStates?

Todd: Well, I actually wanted to connect with people from Poland. So I probably typed something of that nature into a search engine, and the game came up. I founded my first nation (Cavask) in what I believe was TNP, then moved said nation to the region Poland, where I started to understand the game and its appeal.

Tretrid: What lead you to discover R/D?

Todd: I discovered R/D because it came into my backyard. Poland's founder ceased to exist, and we were raided by the Blades of Conquest (BoC). I had no idea who they were, I just wanted them out. So they left, and then a defender region, Zurich, came in and asked to speak to the native delegates, of which I was one. They determined that they would refound the region. I didn't want that, cause they weren't a part of the region. So, another region, Catlandatopia, said they wanted me to be the founder and they'd help me refound it. I of course chose that option. After that, I let Cavask be my founding nation and I used my other nation, Todd McCloud, to cruise around NS

Tretrid: What brought you to join TEP?

Todd: In 2008, I really wanted to go into the feeders, which was actually spurred by a big conference held by Gatesville, which was one of the top 3 UCR's of the day. I wanted to see if I could be one of those few former raider delegates, but I didn't realize how much work would go into that and how much of a hill I'd have to climb. I joined TEP and TSP, but spent most of my time in TSP. I then moved over to TRR for a bit. When The Empire thing came about, I was curious and, after looking around, decided to join to see what's what. I sort of followed whatever Kandarin did, cause I knew them from TRR, knew they were respected, and knew they liked TEP. There were purges towards the end of Phedre's reign, which caused him to leave, so I left too and started learning about the region before all this began (granted, I tried and failed at joining the RP's in early 2008 / late 2007). ASBS gained the delegacy, and I stuck around to try and help build a functioning concordat. I learned from a lot of folks, like Elu, TAO, Kandarin, FPS, and several others who stuck by.

Tretrid: What did you do in your early days in TEP?

Todd: I roleplayed, I learned, and a few months later I ran for delegate, relying a lot on Kandarin and TAO for advice.

Tretrid: What led you to decide to use Vulpines for your RPs?

Todd: When I was 14-16, I wanted to write. I was in a lot of the math classes, and, well, I was more or less pushed to be an engineer or a scientist, cause that's how I'd afford college. But I loved the allure of writing and reading. I wrote vulpine characters because I joined a starfox RP forum, because I wrote down what my likes were and figured that would be something neat to try out (it wasn't my first one to look into - I tried baseball forums but sports can be disappointing). So, I'd RP, write, RP, draw even, and write some more. I gravitated towards vulpines since they seemed unique, I figured I could write about them, and I figured they had a bad stigma about them in stories that could use someone to buck the trend. Ah, I just thought I could make fox people and give them mostly human but some animal traits.

Tretrid: What was it like to start RPing?

Todd: Oh. TEP at that time was tough when it came to RPing. They didn't put up with a lot, and you had to learn as you went. There was no retconning, so if you messed up, and your character died, well, that was that. Folks like Kandarin, FPS, DFD, Allegheny, EM, Lazlow, Dannistaan, and several others forged this era of RPing. Vekaiyu ended up getting sucked into a civil war brought on by poor leadership and heavy influence from other nations, which wanted to see it torn apart! I had a lot of characters die off. The first character that showed promise was Ikrisia, then Stapen came along. Those two helped forge Vekaiyu into what it was by couping the Vekaiyun dictator and starting a revolution, respectively.

Tretrid: Why did you decide to run for Delegate?

Todd: I wanted to try it. At that time, the concept of having a raider delegate, even a former one, was still taboo. Folks like Blue Wolf in TNP and Kandarin helped ease that concept a bit. I also think that the addition of Osiris and Balder interjected a lot of R&D politics into feeders and helped normalize those a bit. Either way, I wanted to prove that a former raider, or even a current raider, could do a bang-up job as a delegate. To be fair, there were those who wanted me to coup, and others who egged it on, and others still who met me over MSN or IRC to ask what my deal was. I didn't want to, never really wanted to, actually. I grew to love the community.

Tretrid: What was it like to be Delegate?

Todd: Honestly, it was fun. I had a lot of fun, cause I decided to try and be encouraging and tried to make a game out of how many nations I could bring to the forums. Delegating is a lot of work, true, but I'd say it's 20% making decisions 30% not making a hasty decision and 50% talking to other nations.

Tretrid: What did you decide to do after your first two terms as Delegate?

Todd: I almost left the region, to be honest. But I decided to stay on, RP, and help where I could. Truthfully, a year of someone being a delegate can bring about stability, but the person doing it can be subjected to burnout. It's kind of like how geese fly south. The lead goose doesn't always fly in front - it does so for a while, then glides in the back to rest a bit while another one blazes the path forward. Not all regions do that, but I think that system works best for TEP.

Tretrid: What did you enjoy the most about TEP?

Todd: Its welcoming atmosphere, the fact that it would allow anyone a second chance for in-character infractions.

Tretrid: What made you decide to write a book?

Todd: When I was 16, I tried to write a story. A teacher who taught the accelerated reading class noticed it and asked if she could read it. I handed the draft to them, and two days later they told me it sucked and that I should just stick to math. It devastated me. I threw it away and stopped writing altogether. I stopped going to the RP forum I went to. I was too embarrassed to really try again. Years later, I tried my hand at RPing. I was discouraged at first, but for some reason I kept at it cause I really wanted to have a character live for a change. The longer I stayed in TEP, the more drawn out my responses were, and I realized I was writing pages to respond to a few paragraphs. I wondered if it was being read as consequence - it's easier to read a paragraph than it is to invest time in reading a long response. I also started to write more independent plots, which is not good for RPing. So, I decided to try to write a book. A few chapters cascaded into more chapters, and for some reason, the story just kind of flowed out. It deviated heavily from the RP's I've done, but it stayed within the typical NS-common themes of coups, diplomacy, uprisings, and so on.

Tretrid: Do you feel that there’s anything particularly unique about your books?

Todd: Not really. If so, perhaps because they deal with fox people? I sorta think all books are unique to a degree!

Tretrid: And finally, are there any words of wisdom you’d like to give the readers of EPNS?

Todd: Build the community you belong to, and don't limit yourself based on how others define you.

Why Valsora Needs a Villain

Stories are tales of conflicts. Of how characters develop and change over time as they face a variety of issues, big and small. This idea of conflict is what drives storytelling all around the world, and is a fundamental concept of literature. And because roleplaying is a more involved and hands-on way of telling stories compared to traditional formats, it’s no new idea that roleplay is filled to the brim with various conflicts, no matter the type of roleplay it may be.

A conflict is generally a problem the protagonist in a story faces. Conflicts can be anything from the actions of other characters to an internal conflict within the protagonist. However, one prevalent instigator or embodiment of conflict is a villain, or the antagonist. As the villain escapes from or attacks the protagonist, the protagonist develops and changes (as characters do against non-human conflicts as well). In other words, stories with villains often would not work without a villain. Valsora, TEP’s RMB RP, also requires a villain to function.

Valsora is a very political roleplay by nature. Set in a world with similar rules and natural laws as real life, its political nature and dynamics are interwoven and intertwined with the decisions made by its characters on multiple scales. Usually, roleplay consists of the political interactions between nations, and their governments, leaders, and armies.

The roleplaying world of Valsora has always primarily been a roleplay that’s needed a villain to generate a good amount of conflict. Traditionally, the most powerful nation (commonly named the hegemon) within Valsora has always been some sort of nation that frequently engaged in international conquests, taking the land of others for themselves. The antics of the hegemons have always spurred on alliance activity, broken and formed national relations, and in general continuously pushed the continuing story line of the roleplay.

However, recent times have seen to Valsora becoming a stagnated and overall less interesting roleplaying world. Being a community member may make my opinion more biased than it should be; however, I have also seen others who have either expressed the same concerns or just went inactive and CTE’d after a while. Simply because there is nothing to do. And the reason for this is because Valsora has no dominant villain as of right now.

With no hegemony existing in Valsora, there’s no true reason for alliances to form, and no friction to emerge between nations. Peace, as is in real life, is a preferable option, and is surprisingly easy to achieve when a superpower is breathing not down your nation’s back. The issue with peace is that Valsora is a war driven roleplay, due to the history of the roleplay community and its culture. While attempts at other forms of roleplay such as fairs and whatnot have been tried, war has remained as the dominant roleplay type of the planet.

This is not to say that war is gone from Valsora. Sadly, we are still a bunch of warmongering humans who want oil! However, the fact is that Valsora needs a villain because it’s only then that world tensions will rise. Without fear and terror, nations settle into the lull of peace; therefore, they settle into the lull of boring roleplays. Without a villain, Valsora is listless, stagnated, and barely engaging. That, my readers, is why Valsora needs a villain.

In the end, stories do exist that have no villain. Whether Valsora becomes such a story in the future or not, it’s obvious that, at least for right now, a villain is needed to bring back Valsora to the old days of active and inspiring writing and roleplaying.

An Ode to Aurora

Aurora is a continent that I doubt most people in Nationstates, heck, even The East Pacific are even aware about, but it holds a special place in my heart, as its formation set the stage for so much about Urth (TEP Forum’s name for their map) as it stands today, and so much about why I love this RP community. I first joined TEP alongside a friend of mine (If you’re reading this, HI FORT!) who had already been in the RP community for a time. Applying for citizenship and drawing up my map claim back then, I hadn’t realized that at least eight other people, many of whom still RP to this day, had also laid claims there around the same time. Many of those claims conflicted and overlapped with mine, not to mention the same was the case throughout every other part of the continent; right off the bat, Aurora as we know it today was pushed into its first conflict before even being on the map. How could one resolve this? Well forum-user and fellow Auroran map claimer Alix (claiming for Caltharus) had the excellent idea of establishing a thread where we all could hash out and rework our claims to better work with our neighbors’ claims, and from there we could submit a map claim encompassing all of us in one fell swoop for the cartographers to use for the update. It took us about two weeks, and after a few claimants CTE’ing and new ones taking their place, and me (reluctantly Tounge) relinquishing my claim over a certain coveted chili-shaped lake, and after plotting out our capitals and major cities (we even got Dragonia to plot theirs out), we were ready. We submitted the claim, and in that moment Aurora went from being almost entirely made of empty space, save for primarily Xiopothos and Dragonia, to becoming the first continent (at least in recent memory) to be fully and completely claimed. Truly a sight to behold when we finally had finished it up and were added to the map, to finally see our hard work pay off in such a wonderful way.

This exercise in cooperation and debate is a shining example of why I have stayed in TEP for three, coming on four years now. Aurora as a whole has been a wonderful experiment in trying out new ways to roleplay, and has maintained a unique level of activity unlike any other part of Urth; detailed maps have been drawn, history timelines written, and countless stories told, all about this one slice of Urth. Even though we had filled out the map back then, we still made room for newcomers to join in, from Xagrurg to the Oan Isles to the far-off island of Blueacia, and even with these new additions, we all still share the unique identity of Auroran.

Marrabuk Elected to Second Term as Delegate

On February 15, Viceroy Zukchiva officially declared that Marrabuk had been elected to a second term as Delegate.

Marrabuk’s first term started off with the turbulent end of the elections on October of 2019, when the Conclave was forced to postpone declaring the election results due to complaints made by Davelands concerning the election. However, in the last round of the instant-runoff vote, Marrabuk defeated Davelands by 8 votes. Marrabuk’s tenure got even more interesting after the outgoing Delegate, Fedele, attempted to coup the East Pacific. Marrabuk immediately got to work, writing a statement telling the nations of TEP to unendorse Fedele. The day after Fedele commenced the coup, he had been removed and replaced by Vizier Aelitia.

Things started to go back to some semblance of normalcy after that. The Delegate-elect finally became Delegate after the Delegacy spent some time flipping between the Viziers Bachtendekuppen and Aelitia. Marrabuk had put together a cabinet almost as soon as he was elected, even as the coup was commencing, to fulfill his plan to revitalize the Executive.

However, those events had passed. Four months later, Delegate elections were once again on the horizon. The Conclave ran the Nomination period from February 7 to February 13.

Of the 21 to be nominated, 7 of them went onto the ballot. They were A mean old man, Libertanny, Marrabuk, McStooley, Polandball7878, Rage Mage, and Ramaeus.

One of the pressing issues of this election cycle was the matter of unity. Over the past 2 years, the RMB grew into a large community of roleplayers. They grew independently of the forums, and so were something entirely different from the already well-established forums. There was an animosity between the two communities under the administrations of Yuno and Fedele, but the efforts of Marrabuk, an RMB personality even before being elected Delegate, helped mend relations.

Several of the candidates addressed the issue of reconciling the RMB and forums. The incumbent, Marrabuk, doubled down on the slogan of “Our region, our home, our family.” He stated that relations between the forums and RMBers were better than they were under Fedele, and touted the idea that “at the end of the day we all belong to TEP and we should always have each other’s back.”

Other candidates had other ideas on how to best deal with the RMB. Rage Mage suggested prioritizing the RMB and using the forums mainly for government work, like “office buildings that are in another part of town.”

Four former delegates, A mean old man, Todd McCloud, McStooley, and Ramaeus were in the election. Although Ramaeus ran a joke campaign centered on becoming an AI overlord, A mean old man and Todd McCloud ran on ambitious platforms. However, after A Slanted Black Stripe (best known for saving TEP from the Empire back in 2008) asked the candidates why replacing Marrabuk was the best route going forwards, Todd McCloud suspended his campaign, essentially dropping out of the race.

The voting period lasted from February 13 to February 15. After 34 votes and only 1 round of voting, Marrabuk won with a 20-vote margin.

Marrabuk has since reorganized the Cabinet, merged the Ministry of Manpower with the Ministry of Immigration, joined the Ministry of RMB Affairs and the Ministry of Culture, and expanded the scope of the Ministry of Information and Communications.

Slatos Angers TEP and TNP, Gets Region Raided

The saga all began with a nation named Slatos. After numerous complaints of flamebaiting, OOC drama, ban evasion, and harassment, it was banned and ejected from The East Pacific. The End.

Of course, this is not where the story concludes. It soon came to light that although Slatos was banned from the region, it had successfully infiltrated the region under the alias “Meddacah.” It had gained citizenship and joined the regional legislature, the Magisterium. A group of dedicated RMB RPers collected detailed evidence about the link between Meddacah and Slatos, eventually confirmed by a matching IP address on the TNP forums, where Slatos had placed the main nation.

Because Meddacah was a citizen of the East Pacific, a Public Conciliation Panel was held on February 4th to question the status of its citizenship. However, the nation Meddacah then left The East Pacific, automatically forfeiting its citizenship. The Viceroy Zukchiva recommended that any citizen who is found to be Slatos should have their citizenship renounced immediately.

By this time, Slatos’ namesake puppet storage region became a relatively large UCR, with a somewhat organized government. Its discord server reportedly featured a rant channel shouting “Death to TEP.” Its founder, Bear Territory (a Slatos puppet), had been DEATed by the moderators on January 23rd. The natives of the region endorsed its monarch, Arkoudan.

On February 9, Slatos (the nation) managed to anger its North Pacifican hosts when the Slatish (the region) military attempted to invade Stargate, a TNP ally. From then on, former EPSA Overseeing Officer Feu de Glace (aka Sakana) and The North Pacific helped organize an interregional coalition that included The Black Hawks, Karma, Lone Wolves United, Balder, and the Joint Task Force.

The operation began on the major of February 15/16. Sakana had a force of 38 nations whereas Arkoudan had 31 on its side. Thankfully, one of the Regional Officers, Phost Cel, was a TEP plant that had successfully infiltrated Slatos, a bit of ironic payback. Before the region updated, Phost Cel ejected 5 nations, significantly widening the margin. Shortly after the seizure of the Delegacy, the leaders, Slatos (under Arkoudan) and Opstan, conceded and moved to the region Opstan.

On February 22nd, the region was password-protected. Following the operation, Slatos has since been puppetswept and Opstan’s main nation was DEATed for OOC behavior. The region Opstan, left founderless, was raided by the North Pacific Army on the February 28/29 major. Slatos and Opstan have stated that they would “leave NS forever,” but have made a few appearances since.

Magisterium Stays Busy, Reforms Many Laws

The Magisterium has continued bustling with activity, with a variety of legislative changes being discussed and enacted in hopes of further securing the region and its democracy for future generations.
 
Firstly, a flurry of new Magisters was welcomed, including Rage Mage and Aivinitis, both personalities on the RMB, McStooley and AMOM, both former Delegates, and several other citizens new to TEP. The admission process has been made easier by the newly passed Standing Orders, which allow citizens with WA nations in TEP to be admitted by the Provost, without the need for a vote by Magisters. The new Standing Orders also allowed non-WA citizens to join the Magisterium, further boosting the numbers. Overall, the Standing Orders have been much more simplified, removing redundant clauses and eliminating overly complex procedures, to make the Magisterium a much more friendly and efficient institution.
 
The introduction of important new laws began with the passing of The Regional Officers Act, proposed by Todd McCloud, which required the Magisterium to approve all in-game Regional Officer appointments except for Viziers. Originally written during Fedele’s administration, this was given renewed attention because of Fedele’s coup, during which he repeatedly dismissed important regional officers and appointed fellow coupers to regional officer positions with Border Control authority. Todd McCloud further authored an amendment to the Endorsement Caps Act, which gave Viziers the authority to set and enforce the endorsement caps instead of the Delegate, to prevent endorsement caps from being used by the Delegate maliciously, as well as granting Viziers four permanent Regional Officer spots. To finish, a third bill – an amendment to the Curia Act, which sets out the structure of the regional government – is also authored and passed by Todd McCloud, placing the Eastern Pacific Police Service (EPPS) under the jurisdiction of the Viziers instead of the Delegate, and leaving intelligence operations solely to the Viziers as they are Magisterium-confirmed security officers. (Editor’s note: At this time of writing, the thread for the Curia Act has not been updated with the most recent amendment. The version from September 2018 is shown instead.)
 
This is, of course, all prelude to the most monumental piece of legislation of all: a brand-new Concordat. Originally authored by Aelitia shortly after the defeat of Fedele’s coup, it was taken over by Provost Bachtendekuppen after Aelitia’s retirement. The most significant changes include a requirement for the Delegate to enforce any Conclave (court) orders, empowerment of the Magisterium to suspend Delegates, Viziers and Arbiters for suspicion of crimes committed, guaranteeing the right to legal counsel for all citizens, creation of the role of Grand Vizier, who represents the body of Viziers, and transfer of the citizenship process to Viziers from the Viceroy. It was passed by a unanimous vote of both the Magisterium and citizens in a referendum.
 
Lastly, the Magisterium has continued the work of processing Vizier and Regional Officer nominations, largely by near-unanimous votes. However, the nomination of one Vizier, Wiranath, generated some controversy, as they were not well-known with many Magisters, not particularly active on the forum or Discord, where government members congregate, and did not show up to reply to any questions posed by Magisters. This was the only nomination to fail, and in response, Delegate Marrabuk nominated ArenaC (a relatively new player) and Meddacah (who was suspected, and later proved, to be a puppet of a banned player) as Viziers, citing the Magisterium’s apparent desire to appoint citizens who are active on forum and Discord as Viziers. However, it came under heavy criticism from Magisters and Marrabuk withdrew it shortly after, stating he was “trying to make a point”.
 
Looking forward, the Magisterium is debating a bill to regulate Delegate elections proposed by Viceroy Zukchiva, an idea that has long been raised and made possible by the new Concordat, as responsibility for regulating elections was previously placed solely with the Viceroy. Another discussion on term limits for Delegates has been initiated, as during the last discussion on the same topic, many opponents of term limits were coupers who may have skewed the discussion.
The growing Magisterium will continue to be busy into the future, undoubtedly with robust discussions on new bills made possible by the new Concordat.

A second term for Marrabuk was to be expected.

Delegate elections proved utterly uneventful in our Eastern Pacific this February, with Delegate Marrabuk being elected to a second term with a very wide margin of 20 votes over the next contender, A Mean Old Man. Although 7 candidates contended the race, only 5 really campaigned and only three candidates got any votes at all.
A second term for Marrabuk was to be expected as he won the Delegacy in October 2019 during the 2019 TEP coup, and wrestled Delegacy from the coupers with the aid of the Viziers and numerous allies of TEP.

A wave of reforms.

During Marrabuks first term as Delegate, TEP set out on a huge wave of reforms and an uptick in activity The Executive and Cabinet were restructured, new Arbiters were nominated to the Conclave and the Magisterium voted on an array of nominations for executive positions
and legislative changes, including a host of new Viziers, a re-write of the Concordat, the Magisteriums Standing Orders, treaties various changes to security related laws such as The
Regional Officers Act and the Endorsement Cap Law. The Viziers are set to be restructured
as a new branch of government following the Concordat re-write, with extensive security-related powers.

Exactly what you would expect post-Coup

TEP has been continuously adrift since the end of 2016. A rift in its cohesion and community caused weakness of vision, culture, structure and security. We stumbled on, from one crisis in the next. In October 2019, we survived yet another crisis. In their campaigns, candidates promised more of the same, focusing around further reforming TEP, unifying the region, and the security of the region. Exactly what you would expect post-coup in a GCR. As yours truly pointed out during the campaigns, none of the candidates formulated a vision as to what TEP
should be and aim for in the future, other than patching up the government and chasing unity.

A vision for TEP?

We now try to arm ourselves better for the next one. But to what end? Other than trying to preserve what we think we know as the TEP of old, what is our vision for a future TEP?

Our lack of vision reveals itself on numerous occasions. How the government struggles to handle the RMB and the exclusively in-game community, as well as recruitment. How FA lacks clear direction. In legal bureaucracy. In responding to the sensitivies of allies. In dealing with the various new and not-so-new personas wanting to be part of a new TEP post-coup.

I do not place this at the feet of our current Delegate. His work was cut out for him in trying to rebuild the basics of the region and its government post-coup.

Yet without vision, our reforms will only go so far.
